Swannanoa, NC 28778-8211 Re: 14-Day Notification of an Exceedance of 1,4-Dioxane in 12 Groundwater Samples Alexander County Active C&D and Unlined Closed Landfill Event Date: December 28-30, 2023 Permit No. 02-01 Dear Ms. Drummond: During the latest semi-annual water quality monitoring event performed at the Alexander County Active CDLF and Unlined Closed Landfill a concentration of 1,4-dioxane (cas#123-91-1) was detected above the NC 2L Standard (3 ug/L) in 12 groundwater samples as listed below: MW-3 MW-4R MW-5 MW-7 MW-9 MW-11 MW-12 MW-12D MW-14 MW-16 MW-26 MW-27 5.8 8 4 15.5 59.3 15.4 4.2 19.1 13.8 6.2 12.3 4.8 ug/L Since this is the first time that 1,4-dioxane has been detected above the 2L Standard a 14-Day notification form and detections table is attached. The facility is already under assessment monitoring in response to detections of other volatile organic compounds (VOCs) at these and other wells. The preliminary release mechanism of the VOCs is believed to be a release from the landfill. The full Water Quality Monitoring Report for this Winter 2023 event is planned to be submitted prior to the 120-day deadline and assessment/corrective action monitoring will continue semi-annually. Since the MDL is below the point of calibration, results reported down to the MDL are not reliable and must be qualified as estimated values and, as such, carry a "" qualifier designation. RL = Reporting Limit defined by Pace laboratory as "The lowest concentration value that meets proect requirements for quantitative data with known precision and bias for a specific analyte in a specific matrix." 2L = NC 21- Groundater Standard 15A NCAC 02L .0202 MCL = Maximum Contaminant Level for drinking water established by the USEPA. J = " J-qualified". Defined by the lab as "estimated concentration above the adusted method detection limit and below the adusted reporting limit". (N) Preliminary source is believed to be Natural originating from erosion of natural deposits. Source not anthropogenic. (L) Prelilminary source is believed to be anthropogenic with Landfill Gas Wor leachate as suspected transport mechanism.
