Y C. NC License Na; C, SiW and 1, 39:+ 1 INTRODUCTION AND OBJECTIVES This Four Counties Private Well Sampling Monthly Report has been prepared by Geosyntec Consultants of NC, P.C. (Geosyntec) for The Chemours Company FC, LLC (Chemours). This document presents a summary of the activities conducted as part of the implementation of the Interim Four Counties Sampling and Drinking Water Plan (Interim Plan; Version 3, dated June 1, 2022; Geosyntec, 2022a) in New Hanover, Brunswick, Columbus, and Pender Counties (the counties) of North Carolina (Figure 1). In a response letter dated May 2, 2022, the North Carolina Department of Environmental Quality (NCDEQ) requested Chemours provide monthly reports on the activities conducted under the Interim Plan (NCDEQ, 2022). This is the twenty-second monthly report prepared since NCDEQ's request. There are two primary objectives for this report: 1. Provide the status and results of Representative Sampling and Data Gathering activities, as defined in the Interim Plan (Version 3, dated June 1, 2022), completed in the four counties in the month of February 2024 and cumulatively since implementation of the Interim Plan; and 2. Communicate to NCDEQ any updates or modifications to the Representative Sampling Program. The remainder of this monthly report is organized as follows: • Section 2 provides updates on the properties contacted as part of community outreach, sampling requests received, and sampling eligibility screening results; • Section 3 presents results of the private well testing, including samples collected and Attachment C per- and polyfluoroalkyl substances (PFAS) analytical results received in February 2024. Section 3 also provides a summary of properties with private well samples in exceedance of the Consent Order (CO) criteria and eligible for interim and permanent replacement drinking water; • Section 4 provides the status of data gathering efforts, including public record requests to the counties and other entities and the collection of other supporting information from online and third -party sources; • Section 5 provides updates on the replacement drinking water supplies for qualifying properties, including implementation of interim measures; • Section 6 provides updates and/or modifications to the Interim Plan; and • Section 7 summarizes report findings. S5,W and 1, 39:+ 2 REPRESENTATIVE SAMPLING ACTIVITIES IN FEBRUARY 2024 Per the Interim Plan (Version 3; Geosyntec, 2022a), Representative Sampling activities included testing eligible private wells identified through: 1. Community outreach via letter across the four counties; 2. Proximity to existing and future CO exceedances (i.e., within a quarter mile of a private well where Attachment C PFAS concentrations exceed CO criteria); 3. Requests received via the call line or web form; and 4. Resampling of the 11 private wells sampled by NCDEQ. Private wells that are the primary source of drinking water on a property are eligible for sampling if they meet one of the four expanded sampling eligibility criteria established in November 2023 and agreed upon by Chemours and NCDEQ. The expanded sampling eligibility criteria were incorporated into sampling eligibility determinations beginning in December 2023. Further details on the expanded sampling eligibility criteria and implementation are provided in the November 2023 monthly report (Geosyntec, 2023a). Updates on the community outreach activities and sampling eligibility are provided in the subsections below. 2.1 Responses to Community Outreach Community outreach was initiated in June 2022, which consisted of mailing well information and sampling offer letters to properties across the four counties. Since then, additional properties potentially eligible for sampling continue to be identified based on proximity to known CO exceedances of Attachment C PFAS concentrations (as indicated by analytical results received to date), proximity to water and/or sewer lines (as indicated by newly available information), proximity to the expanded Cape Fear River buffer, and proximity to locations of biosolids applications (as described in the November 2023 monthly report, Geosyntec, 2023a). Between July 2022 and February 2024, additional well information and sampling offer letters were mailed to 16,373 properties based on additionally identified addresses, additional public water information, proximity to known CO exceedances of Attachment C PFAS concentrations, and the expanded sampling eligibility criteria established in November 2023 and agreed upon by Chemours and NCDEQ (Geosyntec, 2023a). Additional properties may continue to be identified and mailed in upcoming months as more data become available. As of February 29, 2024, 83,086 properties across the four counties were contacted via community outreach and responses have been received from 32,281 properties (Table 1), a response rate of 39%. This total number of responses includes shared well users and any additional units on a property that were identified after the letters were sent. Per the Interim Plan (Version 3; Geosyntec, 2022a), owners/residents who have not responded to the initial mailing effort from June 2022 were to be mailed a follow-up well information and TR1043 — Monthly Report — February 2024 2 March 2024 Geosyntec consultants Geosywlec carmsl snm nF Nc. To date, six follow-up letters have been mailed to unresponsive owners/residents across the four counties in September 2022 (Geosyntec, 2022b), December 2022 (Geosyntec, 2023b), May 2023 (Geosyntec, 2023c), September 2023 (Geosyntec, 2023d), November 2023, and February 2024 (Geosyntec, 2023e)1. The May, September, and November 2023 mailers were sent via certified mail per Chemours' March 16, 2023, letter regarding the "Four Counties Assessment Workplan — Response to Comments". Table 1. Details related to the sampling eligibility screening are being provided on a weekly basis to NCDEQ via an email transmittal. ' Follow-up letters were not sent to residences where previous letters sent via certified mail were returned as undeliverable. For those cases, alternative address investigations are being conducted, and follow-up letters will be sent to any new or updated addresses identified. KC f.icemee tilt: C. s5W and 1: 295 As of February 29, 2024, 31,852 properties have been screened for eligibility, and 10,406 of these are eligible for sampling. Of these 10,406 eligible for sampling, 7,967 have been scheduled for sampling, and 391 have declined sampling. The counts of the metrics presented in Table 2 include properties that are connected to shared wells or community wells that were identified through the community outreach (Table 1). More specifically, the following is a breakdown based on the three Screening Categories: • Call In Requests — 2,098 properties have been screened for eligibility, and of these, 1,394 are eligible for sampling. Of these 1,394 eligible for sampling, 1,205 have been scheduled for sampling. • Processed and Screened Well Information Letters — 29,744 properties have been screened for eligibility, and of these, 9,002 are eligible for sampling. Of these 9,002 eligible for sampling, 6,754 have been scheduled for sampling. • NCDEQ Resampling Locations — 11 private wells (three private drinking water wells and seven private wells used for irrigation purposes) at 10 locations were attempted to be scheduled for resampling. Of these 10 locations, eight have been scheduled for sampling (three private drinking water wells and five private wells used for irrigation purposes). Figures 2A through 2D (February 2024) and Figures A1.1 through A1.4 (through February 29, 2024) show the results of screening by county. In general, the majority of properties screened as of February 29, 2024 have been in Brunswick (12,702) and New Hanover (10,908), while fewer properties have been in Pender (6,333) and Columbus (1,909). Figure 3 (February 2024) and Figure A2 (through February 29, 2024) present the locations of properties not eligible for sampling and rationale for not offering sampling to these residents/owners. Among the 21,446 properties ineligible for sampling, 20,675 (approximately 96%) were ineligible because the owner/resident indicated that they were connected to a public drinking water supply (293 from call in requests and 20,382 from letter responses). The remaining 771 properties (approximately 4%) were ineligible for other reasons including: • The property is vacant or an empty lot; • There is no drinking water source on the property, or the resident uses a commercial filtration system; or • The private drinking water well did not meet the sampling eligibility criteria. KC f.icemee tilt: C. s5W and 1: 295 3 PRIVATE WELL TESTING Private well sampling was completed by Chemours' contractor Parsons of NC (Parsons) using procedures outlined in the Interim Plan (Version 3; Geosyntec, 2022a). Samples were submitted to a third -party laboratory approved by NCDEQ, for analysis of PFAS compounds and other parameters. 3.1 Sample Collection Table 3 summarizes the samples collected from private wells on 7,062 properties through February 29, 2024, which includes 261 properties that were sampled in February 2024. Figure 4 shows the location of the private well samples collected in February 2024 and cumulatively. Table 3. Properties with more than one private well where multiple samples were collected are counted here as one sample and one set of analytical results. In these cases, the well with the highest relevant PFAS concentrations is used to assess eligibility for replacement drinking supplies (see Section 4 for further details). 3.2 Attachment C Analytical Results The list of Attachment C PFAS compounds is provided in Table A.1 and the Attachment C analytical results received in February 2024 in the four counties are presented in Table A.2. The list of other PFAS compounds and associated analytical results are provided in Tables A.1 and A.3, respectively. Figure 5 shows the Attachment C PFAS concentrations in the private well samples, which are presented based on the criteria outlined in Paragraphs 19 and 20 of the CO. As of February 29, 2024, analytical results have been received for 6,842 properties, where 197 sample results were received in February 2024 (Table 3). Among the properties with analytical results, 3,440 were in New Hanover, 2,452 in Pender, 775 in Brunswick, and 175 in Columbus. Among the eight NCDEQ resampling locations in New Hanover, five of the private wells sampled were used for irrigation purposes and/or the property is connected to public water. A summary of the Attachment C PFAS compounds is provided in Table 4 below. Among the 6,842 properties with analytical results, 4,033 properties or 59% showed non -detects for all Attachment C PFAS. NC f.icenee tilt: C. s5W and 1: 295 liter (ng/L) to 8,438 ng/L for samples collected from private drinking water wells (i.e., excluding NCDEQ resampling locations that do not have a private drinking water well). In total, there were 1,540 properties with CO exceedances. Properties with CO exceedances had Total Attachment C concentrations ranging from 10.0 ng/L to 8,438 ng/L. Table 4. In the properties with Attachment C PFAS detections (2,809 out of 6,842 properties), Perfluoro- 2-methoxyacetic acid (PFMOAA) and Perfluoro-3,5-dioxahexanoic acid (PF02HxA) were the most frequently detected (2,580 and 1,464 properties, respectively), while Hexafluoropropylene oxide dimer acid (HFPO-DA) was detected in 444 properties. HFPO-DA concentrations ranged from 0.3 to 210 ng/L in the 444 properties with detected HFPO-DA, and 242 out of the 444 properties had concentrations less than 10 ng/L. The list of other PFAS compounds and associated analytical results are provided in Tables A.1 and A.3, respectively. 3.3 NCDEQ Private Well Testing NCDEQ conducted sampling at 11 properties in the four counties in January 2024 and the analytical results for those samples were received from NCDEQ in February 2024. Analytical results for the 11 locations are provided in Table A.4 which includes results provided by NCDEQ and results from Chemours' Representative Sampling program. The 11 properties sampled by NCDEQ were not previously sampled by Chemours when the analytical data was received from NCDEQ. Six of the properties are eligible for sampling using the expanded sampling eligibility criteria, and the remaining five properties do not meet the expanded sampling eligibility criteria (Geosyntec, 2023a). For ten of the properties, the NCDEQ collected samples did not exceed the CO criteria and are No Action and therefore confirmation samples are not required. For one of the properties, the NCDEQ collected sample exceeded the CO criteria and is eligible for RO. Bottled water was delivered to this property and a confirmation sample was collected by Chemours in February 2024. The NCDEQ provided results for this property are included in the counts of results received in this report, and confirmation sample results for this property will be included in the March 2024 monthly report. NC f.icemee tilt: C. s5W and 1: 295 4 REPLACEMENT OF PRIVATE DRINKING SUPPLIES 4.1 Interim Replacement Drinking Supplies Per the Interim Plan (Version 3; Geosyntec, 2022a), private wells with PFAS concentrations exceeding the CO criteria are eligible for replacement drinking water supplies. The owners/residents of these eligible private wells are delivered interim bottled water and enrolled in the bottled water voucher card program within three days of receipt of the laboratory analytical results. The voucher card will continue to be loaded for the duration of the Interim Plan (Version 3; Geosyntec, 2022a), until permanent drinking water supply is provided. PFAS concentrations in 1,540 out of 6,842 properties sampled and analytical results received up to February 29, 2024 exceeded the CO criteria (Table 5). The locations of these properties in exceedance of the CO criteria are shown on Figure 5. Including the properties connected to shared wells or community well systems (indicated in parentheses in Table 5), there were 1,780 properties that were above the CO criteria. No further action was required for properties that were vacant, empty lots, connected to public water, or declined bottled water. Interim replacement drinking water will be provided to these properties in the future, if new information about the property use and/or primary drinking water source become available. As of February 29, 2024, 848 properties were actively receiving bottled water as interim replacement drinking water (Table 5), while the remaining eligible properties have had an RO or GAC system installed or have been connected to public water (see Section 4.2; Table 6). Bottled water deliveries to newly eligible properties occurred within three business days of receiving the analytical results. Table 5. The remaining eligible properties have had an RO or GAC system installed or have been connected to public water (see Section 4.2; Table 6). 2 As outlined in Paragraphs 19 and 20 of the Consent Order, an exceedance is observed for a private well, if any single Attachment C PFAS compound is greater than or equal to 10 ng/L, the sum of the Attachment C PFAS compounds is greater than or equal to 70 ng/L, or hexafluoropropylene oxide dimer acid [HFPO-DA] is greater than or equal to 10 ng/L. S5W and 1: 295 4.2 Permanent Replacement Drinking Supplies For properties that have private wells with Attachment C concentrations exceeding the CO criteria, options for permanent replacement drinking supplies are being evaluated by Chemours, as described below. For properties with Attachment C PFAS concentrations greater than or equal to 10 ng/L (for one PFAS) or 70 ng/L (for combined PFAS), the owner/resident will be offered up to three under -the - sink water filtration systems (e.g., RO systems). Permanent replacement drinking water supplies will be determined for eligible properties within the six months set forth in Paragraph 20 of the CO. For properties with HFPO-DA concentration greater than or equal to 10 ng/L, the options include (i) connection to public water, if feasible and available, (ii) under -the -sink RO filtration systems for every sink on the property, or (iii) whole house GAC water filtration system. Permanent replacement drinking water supplies will be determined for eligible properties within the nine months set forth in Paragraph 19 of the CO. For GAC and RO eligible properties, owners/residents are being provided either an RO or GAC offer letter with their results and interim replacement drinking water supply (Section 4.1), based on Attachment C PFAS concentrations detected in the sample collected. The offer letters provide further instructions for the owner/resident to indicate their preference for a permanent drinking water supply for their property, which also includes connection to public water. A county -specific public water evaluation process is being implemented for those that are GAC eligible based on the available water main data and privacy agreements. If after 90 days, owners/residents have not responded to the RO or GAC offer letter, a total of four follow-up offer letters will be mailed on a quarterly basis. Updates on owner/resident responsiveness will be reported and communicated to DEQ in future reports. As of February 29, 2024, RO or GAC offer letters have been mailed to a total of 1,705 properties across the four counties (Table 6)3. Among the 1,705 properties, 1,333 have responded to the RO or GAC offer letters. RO systems have been installed at 760 properties, GAC systems have been installed at 123 properties, and both RO and GAC systems have been installed at 4 properties. For public water connections, 199 agreements have been signed and 60 public water connections have been completed to date. 3 A total of 1,705 out of the 1,780 eligible properties have been sent an RO/GAC offer letter. In general, this difference is due to community wells where results are being managed by the well owner. Geosyntec previously transmitted data request letters to each of the counties, Lower Cape Fear Water and Sewer Authority (LCFWASA), Cape Fear Public Utility Authority (CFPUA), Aqua of NC, Inc., Town of Wrightsville Beach, and Town of Carolina Beach. Geosyntec has also requested copies of any available private drinking well logs or construction records from Brunswick, Columbus, Pender, and New Hanover counties. Details on the dates of correspondence and a summary of the data requested and received from each county or entity contacted are provided in previous monthly reports (e.g., Geosyntec, 2023c). Additionally, Geosyntec received and reviewed the GW-1 database, which includes location and well depth information for private wells. The GW-1 database was transmitted via email to Geosyntec by Eric Aufderhaar of NCDEQ on February 10, 2023. On June 9, 2022, NCDEQ provided Chemours with contact information for 40 community and non -community water systems in the four counties, which includes 121 groundwater wells. To fill data gaps, Chemours reached out to the contacts for lists of customers connected to these systems and for any available PFAS data. The list of public water providers contacted for this information and data received to date are provided in previous monthly reports (e.g., Geosyntec, 2023c). Chemours continues to maintain a list of the community wells being sampled and provides a tracking file to DEQ on a weekly basis. The community well tracking sheet is provided in Table A.S. As of February 29, 2024, 28 of these community wells have been sampled. Analytical results have been received for all 28 community well systems sampled, and in total, there are eleven CO exceedances (which are accounted for in the counts provided in Tables 5 and 6 in Sections 4.1 and 4.2, respectively). S5W and 1: 295 r�KIIJ►A nA I_'I;7•g In accordance with the Interim Plan (Version 3; Geosyntec, 2022a), Representative Sampling activities have been ongoing since February 15, 2022 and included implementation of the community outreach, screening of requests received through the call line and the online web form, and sampling of eligible private wells and resampling of NCDEQ locations. The mailing of an initial batch of letters as part of community outreach was initiated in June 2022. Mailing of well information and sampling offer letters to other potentially eligible properties has been ongoing since July 2022 based on additional information available (e.g., proximity to known CO exceedances of Attachment C PFAS concentrations, and proximity to water and/or sewer lines) and will continue in upcoming months. As of February 29, 2024, 83,086 properties across the four counties were contacted via community outreach and responses have been received from 32,281 properties. As of February 29, 2024, a total of 31,852 properties were screened for eligibility (including shared and community wells) and 10,406 were eligible for sampling. Samples were collected from 7,062 properties as of February 29, 2024, and analytical results have been received for 6,842 of these properties, where 3,440 are in New Hanover (eight are NCDEQ resampling locations, and five out of these eight are private wells used for irrigation purposes), 2,452 are in Pender, 775 are in Brunswick and 175 are in Columbus. PFAS concentrations in 1,540 out of 6,842 properties with results to date exceeded the CO criteria. Including the properties connected to shared wells or community well systems, there were 1,780 properties that exceeded the CO criteria. As of February 29, 2024, 848 properties were receiving bottled water as interim replacement drinking water. As of February 29, 2024, 1,705 eligible owners/residents were provided either an RO or GAC offer letter with their results, which also provided instructions for indicating their preference for a permanent drinking water supply for their property. Residences who exceed the CO criteria but were also known to be connected to public water, empty lots or vacant were not mailed an RO or GAC offer letter. RO or GAC offer letters will be provided to these properties in the future, if new information about the property use and/or primary drinking water source become available. Among the 1,705 properties sent an offer letter, 1,333 have responded. RO systems, GAC systems, and both RO and GAC systems have been installed at 760, 123, and 4 properties, respectively. For public water connections, 199 agreements have been signed and 60 public water connections have been completed to date. If after 90 days, owners/residents have not responded to the RO or GAC offer letter, a total of four follow-up offer letters will be mailed on a quarterly basis. Updates on owner/resident responsiveness will be reported and communicated to DEQ in future monthly reports. Responsiveness to data requests has varied, with counties/utilities being able or willing to respond to different requests.
