PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NA NOTICE OF VIOLATION: NA FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 5 ADDITIONAL COMMENTS: 1. The reason for visiting City of Laurinburg’s Yard Waste Notification site today was to conduct a comprehensive inspection. Mr. David Powell contacted Ms. Angier Foster prior to visiting the site and informed her of his visit. The other sites belonging to the city nearby were briefly visited such as this debris site (DS). 2. The DS is behind lockable gate/fence and is used by the city only. The road was in good shape. This site is now also a permitted Air Curtain Incinerator (ACI) and Compost site (8303-Compost-2021 and 8303-TP-2021) with SWS. The normal YW site was in operation with the ACI burning waste and the compost side with waste in windrows. The DS was not in operation or activated at this time. If it would be activated waste would need to be separated from normal YW operation and an emergency operation. 3. Operations seemed to be going well and align with Permit, rules etc., during inspection. 4. Please remember before using Temporary Disaster Debris Sites, they must be activated by contact Solid Waste Section, but please wait until you are sure that they are needed to keep from robbing yourself of time to operate them. Entrance to DS6 and permitted site, also ash storage for ACI. with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 5 ACI - 8303-TP-2021 on the west side of site.
