The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility consists of a Notified Yard Waste Facility approved for the collection of yard and garden waste,
silvicultural waste, and untreated and unpainted wood waste.
2. A gate was located at the entrance to the facility to prevent unauthorized access.
3. Proper signage was observed at the entrance of the facility.
4. The hours of operation are 7:30 am to 5:00 pm Monday through Friday and 8:00 am to 12:00 pm on Saturday.
5. The access road was of all-weather construction and well maintained.
6. The site is in compliance with all buffer requirements.
7. The working area of the site is less than two (2) acres.
8. During the inspection the City of Kannapolis brought in a load of yard trash.
9. Observed four windrows of leaves from the City of Kannapolis.
10. No ponding was observed around the waste.
11. No objectionable odors were observed.
12. The site is not open to the public for disposal.
13. During the inspection 3 small sections of lattice, a rag and a drink bottle were observed. The unacceptable
waste was pointed out. Mr. Keller immediately removed all the waste for property disposal. A waste receptacle
was suggested to have on -site to dispose unacceptable waste.

14. The facility has received 121 loads of leaves and 121 loads of yard waste.
15. Temperature records were reviewed from January 20, 2024, through March 14, 2024. Temperatures appeared
to be maintained at or above the required temperature.
16. Mr. Keller utilizes Bill Earnhardt to grind the yard waste.
