In 1981, the facility was permitted by the NC Department of Human Resources, Division of Health Services, Solid & Hazardous Waste Management Branch as a The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. A Permit for Closure was issued by the Solid Waste Section on October 6, 2011. A total of 65.21 acres are included within the landfill facility boundary. 1. This inspection was conducted to monitor ongoing site conditions after fall maintenance was performed on October 23 and 24, 2023. On November 1, 2023, S&ME personnel inspected the landfill cover and stormwater control devices. 2. The landfill cap was covered in a good layer of native vegetation at an acceptable height to allow for inspection of the cap. Landfill cover maintenance/mowing is contracted out by S&ME and occurs twice per year (spring and fall). 3. A fallen tree and limbs were observed laying across the access road to monitoring well MW-4. However, the tree had fallen at the terminus of the road and did not appear to restrict access to MW-4. An axe or small chainsaw could be utilized to remove the fallen tree’s limbs so that it could be pushed over the adjacent hill and out of the access road. 4. During this inspection, water was observed ponding on the landfill in several areas within the edge of waste. Ponding was especially prevalent adjacent to the slope drain #1 inlet/headwall, adjacent to landfill gas vent GV-2, and near landfill gas vent GV-9. The riprap surrounding the #1 headwall was covered with vegetative debris, causing stormwater to circumvent the inlet and erode the adjacent side slope. 5. During this inspection, the flexible pipe connected to slope drain #1 was disconnected midway down the southern side slope. Mr. Davis and Mr. Hammonds were able to reconnect the two sections of flexible pipe, but further evaluation of this system may be needed to ensure it is functioning as designed. 6. At the time of this inspection, the cap of monitoring well GP-16 located on the southern side of the landfill, outside of the fence, was unlocked and open. 7. During this inspection, two ladder stands and one hunting ground blind were identified on the western portion of the landfill. Landfill gas vent VT-1 contained what appeared to be bullet holes and associated damage from gun/rifle fire. 8. Digital photographs were taken during this inspection.
