Aufderhaar, P.G., Environmental Program Consultant North Carolina Department of Environmental Quality Division of Waste Management 1646 Mail Service Center Raleigh, North Carolina 27699-1646 Re: Remedial Action Progress Report, 2023 Fourth Quarter and Annual Summary Former Seaboard Chemical and Riverdale Drive Landfill Site Jamestown, Guilford County, North Carolina Dear Mr. Aufderhaar: The Seaboard Group II and the City of High Point are providing this 2023 Fourth Quarter and Annual Summary Remedial Action Progress Report for the former Seaboard Chemical Corporation facility and the closed Riverdale Drive Landfill located in Jamestown, NC. System Operations — Performance During the fourth quarter of 2023, the mechanical and phytoremediation treatment systems processed 3,838,262 gallons of extracted groundwater and leachate. The summary of treatment flow volume by calendar quarter is provided on Figure 1 of this report and below: Reporting Period Total Flow (gallons) 2023 1st Quarter 3,603,571 2023 2" Quarter 4,052,894 2023 3r Quarter 3,755,987 2023 4t Quarter 3,838,262 2023 Annual Total(gallons) 15,250,714 The mechanical treatment system operated continuously during 2023 with minor shutdowns occurring for routine maintenance, system citric cleaning, and repairs. The runtime hours of the mechanical treatment system during 2023 is summarized on Figure 2 of this report and below: Reporting Period Mechanical System Runtime hours 2023 1st Quarter 1,686 2023 2" Quarter 1,977 2023 3r Quarter 1,878 2023 4t Quarter 1,968 2023 Annual Total hours 7,509 Based on the average influent concentrations during the fourth quarter of 2023, approximately 589 pounds of volatile organic compounds and 28.8 pounds of 1,4-dioxane were removed by the groundwater extraction and leachate collection systems. The system was shutdown for 2.7 days on September 30, 2023 for an air valve issue, 2.0 days on October 7, 2023 for overloaded filter pressures, and 2.7 days on December 1, 2023 for a system programming issue. No other significant shutdowns occurred during this reporting period. During the 2023 calendar year, the system was shutdown for several planned and unplanned events. While past Quarterly Progress Reports have provided shutdowns in excess of one day in duration, this Annual Summary includes all shutdowns regardless of duration. These routine activities accounted for 42.4% of the shutdowns during calendar year 2023. System Operations - Monitoring As recommended in the October 2023 Technical Memorandum 11 Final Summary Report, a limited quarterly groundwater and surface water monitoring program has been implemented. This quarterly monitoring program was approved by NCDEQ on November 3, 2023. This limited monitoring program includes the on -site surface water monitoring locations (SW-1, SW- 2, SW-3, SW-4, and SW-5) and two monitoring wells at the SIS Basin Area (AW-3/4B). Due to heavy rainfall during the last week of December 2023, these samples were collected on January 3, 2024. A summary of the laboratory analytical results for the surface water and groundwater samples is provided on the attached table and the full laboratory report is included with this Progress Report. The information provided by this limited quarterly monitoring program will allow for a continued evaluation of the expanded extraction system and overall remedial system operation.
