The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
Operations Inspection of the MSW Landfill Unit:
1. The facility is currently working in Phase 4.
2. The working face was small and compact.
3. Edge of waste markers were observed.
4. All access roads are maintained in good condition.
5. The facility utilizes soil and spray -applied Mortar Coating (SMC) for daily cover. Facility staff applied SMC at
the close of the day on Saturday January 6, 2024.
6. Facility staff were actively hauling soil to the working face to apply at the end of the day in preparation for the
coming rain event.
7. A slight amount of windblown was observed along the toe of the southeast side slope of Phase 4. The waste
observed appeared to be no more than from daily activities. Mr. Bivins stated that all windblown will be
collected by the end of the working day.
8. During the inspection small woody vegetation was observed at the toe of the slope of Phase 2 and 3. Mr. Bivins
stated the woody vegetation had been removed and the area was repaired and seeded and sowed. The piles of
vegetation will be hauled to the yard waste area.
Scrap Metal Collection Area
9. The area is well maintained.
10. White goods and scrap metals are staged on a concrete pad with push -walls.
11. CFC's are removed from all white goods at the convenience centers by Carolina Metals Group (CMG). CMG
is responsible for picking up their containers and transporting them to their facility in Dallas.
12. All scrap metal collected at the landfill is hauled to Carolina Metals Group by facility staff.
Scrap Tires
13. Scrap tires are collected and stored in US Tire semi -trailers.
14. US Tire provides two trailers, and one was fully loaded and ready to be picked up.
15. The area is organized and well maintained.
Electronics Recycling
16. All electronics are collected and taken for recycling by Synergy in Greensboro.
17. Electronics are staged and shipped from the scrap metal concrete pad.
18. Electronics were observed wrapped on pallets ready for Synergy to pick-up on January 10, 2024. Synergy is
scheduled to pick-up every two weeks.
Used Oil Collection
19. The area was clean and organized in a fenced area located on the NW side of the office building. Citizens are
escorted to the area for disposal.
20. Used oil is utilized for heating the shop at the facility.

Small Type 1 Composting — Yard Waste
21. Lincoln County owns the tub grinder used to process yard waste.
22. The area was well organized and maintained.
23. During the inspection two plastic bags, a plastic tub and a plastic pot were observed in a yard waste pile. Mr.
Bivins stated the unacceptable waste would be removed by the end of the day.
24. Unacceptable waste discovered in the yard waste pile is pulled out before loading into the tub grinder.
25. Good access around windrows and finished piles for access by firefighter equipment.
