PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. David Powell met with Moore County staff to conduct a comprehensive inspection. Roads were of all-weather construction and the site was fenced and gated. Edge of Waste (EOW) markers were in place. Site was well mowed. Good job. Current operations are in Cell 6. A convenience site for the public is right inside of gate to right of Scalehouse. Household trash and electronics are accepted. Electronics are removed Southern Environmental. Entrance to landfill with Scalehouse and signage. Fence and gate. At the time of this inspection, the CDLF working face appeared to be proper size and well managed. Two roll offs were nearby for unapproved wastes, now being stationed beyond EOW. This was an issue last visit. No unapproved wastes were visible during inspection and waste was being compacted and covered. Erosion rills have been addressed since last visit as well. Good job. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 5 of 12 3. Some larger wood waste was being separated to go to T and P for mulching/composting. However, it needs to be removed more frequent or covered as waste, otherwise it is exposed waste at the CDLF. This can easily be corrected with taking the waste more frequently to the T and P and not just leaving it stored inside EOW on the CDLF. Along perimeter of Cell 6 there is some older mulched waste left along the western EOW. This was approved instead of silt fence for construction of new cell and then was to be used for ADC cover on CDLF, according to Mr. David Lambert. This material was placed in this location originally as a temporary storage, not permanent. It should be utilized and not left in place. This should be utilized or removed. Follow ADC guidance. Mr. Powell has spoken with Mr. Brown since inspection and Mr. Brown stated he would utilize this material quickly moving forward until all gone. Be sure and check with DEMLR, 910-433-3300, for any needs their permits may have such as replacing with silt fence etc. Be sure and keep all Cell 6 structures to design, plan and operational specifications. Keep the remaining area of the cell vegetated to keep erosion and damage from occurring to new cell, as well as sediment filling up storm water ponds again. After working in this area, be sure EOW meets buffers to property line. Between woods line/perimeter road and working face is the mulch pile running left to right along EOW. Structure was mowed and had minimal erosion. A couple areas had been repaired. Stormwater ponds looked to be well maintained and mowed. Good job. Access road to top of older cells on east side. Records reviewed consisted of the following: waste screening scalehouse docs, several monthly volume analyses, operations plan and permits, previous inspections, maps, weekly staff logs, cover logs, vendor lists for waste removal and haulers, scrap tire certifications, methane monitoring for June 2023, groundwater monitoring April and June 2023. Cover logs were updated as requested to note time, date and type of cover used. It was indicated by county staff that waste screening is documented once a week for the record but all staff screen as best as possible daily. Jaclynne Drummond indicated she was receiving the required information regarding GW and Methane sampling from Moore County. A new log has been created to track repairs of Closed MSW and CDLF for ease of future reference when problems are discovered. This is very good idea and proactive. It will allow staff to see if a problem area has had any work done previously, what that work was, what problems were etc. Certified Landfill Operations Specialists: Brandon Brown expires March 9, 2026; Charlie Marks expires June 22, 2024; Chris Patterson expires August 24, 2026; Harry Hoyt expires March 9, 2024; Jimmy Brown expires March 9, 2024; Johnathan Ferguson expires November 12, 2025. Certification Cover logs, now indicate soil or ADC mulch/soil mix is used and time, good job. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 10 of 12 7. Wells were visited while onsite, which consisted of: BD1 (6), GP-20, GP-21, 3576 old and new, 2907 (GP-16A), 4252 (MW-135-R), 4252 (MW-13D-R), 2576 (GP-12) and MW-5. Scrap metal and white goods waste area still being staged outdoors and not on a pad. Glass is also near this area under cover. White goods (WG) are kept upright. Metal Recycling Services Inc. removes scrap metal, WGs and removes gas from them. It was recommended that a concrete pad be constructed, or the site graded properly, and the waste be sorted and kept orderly, separating by items ready for Freon to be removed and the items that already had the Freon removed. A 300-foot by 300-foot gravel pad was going to be built for this area to sort and separate. A method of marking the items with gas removed should be implemented as well. Glass is removed by Strategic Materials. Glass to left and scrap metal in center. White goods are behind scrap metal. Scrap metal up front, white goods with CFCs to side. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 12 of 12 9. Tires are accepted into multiple trailers and sent to Central Carolina Holdings LLC. Yellow copy of scrap tire forms is kept at main county office, but other documents are kept at Scalehouse at landfill. Two trailers were onsite during inspection. Scrap tire trailers. 10. Corrective actions are necessary as result of this inspection. Corrective actions should be completed within 60 days from the date of this inspection report sent. Failure to resolve these matters may result in further enforcement action.
