PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. David Powell met with Moore County staff to conduct a comprehensive inspection. The site was clean, orderly and had proper signage. Roads were of all-weather construction and site was fenced and gated. Site also has a convenience site in conjunction with HHW. Convenience site is open 6 days a week and the HHW is open one day a week. HHW accepts, oil/latex paints, florescent tube, mercury light bulbs, aerosols, solid/liquid pesticides. Convenience site accepts household MSW waste, electronics glass, scrap metal and waste cooking oil. HHW has a covered shed with fence, gaylord boxes lined with bags and palletized, as well as metal waste storage locker, for secondary containment with a fire suppression system, and a wooden storage building for additional gaylord boxes, bags, barrels and emergency cleanup supplies. Onsite discussion included potential expansion of waste that would be permitted to be accepted. Training log in the records onsite. Records reviewed included: Permit, Ops plan, previous inspections, FAR, vendor list, waste screening and acceptance log, contingency plan etc. Good job. Below is a covered storage area and some self-contained storage lockers. Inside the storage units were containers for collecting and separating. The unit also stores spill kits, 55 gallon drums and Gaylord boxes/covers, full containers of waste stored and waiting for removal, packaging, cleaning materials, and spill absorber. REMINDER: Accumulation start date is needed on ALL containers. Waste cannot be kept onsite over one year from date accepted. If each container bought into facility is not put into a secondary storage container (i.e. 55 gal drum or Gaylord box etc.), then a date will be needed to be on each. All containers were closed and stored properly during inspection with dates and labels. Ecoflo comes about every 3 months, based on discussions with onsite staff. The last waste pickup by Ecoflo was 11/9/2023. All waste onsite was accepted since then. Good job. Gaylord secondary containment with bags, containing paint wastes.
