This minor modification is part of an overall facility improvement plan for better efficiency in transfer of organic food waste. OEC would like to begin construction this month, so we appreciate your expediting the review of this request. Separately, I understand that NCDEQ has not completed the permit renewal for this facility. OEC would like to incorporate this change as part of the permit renewal application. (Kleinfelder) is providing this request to approve the construction and operation of an additional liquid offloading station at the reception, storage, and loading system building. As previously discussed during our September 14, 2023 call, we understand that a written request with complete supporting information for the project will allow the Solid Waste Section to expedite the review and approval of the change. This minor modification will allow OEC to address improvements needed to address the current truck back-ups that are occurring due to the lack of space for offloading. Once OEC receives approval for construction of the liquid offloading station by the NCDEQ Solid Waste Section, we will prepare an addendum to the application for renewal of the Solid Waste Permit #6033-AD-COMPOST-2015 to include this project. We understand that the permit renewal application submitted by OEC was received by your office on November 19, 2020 but the permit has not yet been reissued due to staffing constraints and other priorities at NCDEQ Solid Waste Section. The following sections provide the project background and description of the proposed modifications. Attachments to this letter provide drawings for the reception building processes. Background The proposed project involves the addition of a liquid tank truck offloading station at the reception building to pump waste liquid feedstock to bio-squeezer slurry tank or the reception building slurry pit. The liquids offloaded at this location will include food wastes that are currently accepted and permitted by the facility (i.e., oils, fats, liquid foods). Currently, these liquids are being transferred to the two bio-pulper tanks located at the southeast corner of the reception building. Only one tank truck can be offloaded at time with the current set up (space constraints), causing truck back- ups. GEC's longer -term goal is to accept more liquid because they require less processing than packaged solid waste. Project Description A tank truck unloading station will be constructed at the northeast corner of the reception building. The area will be constructed with a new secondary containment sump pit below the pipe connection point to capture spills. The new secondary containment pit will be equipped with a sump pump that will be operated as needed to convey liquids to the existing slurry pit in the reception building. Currently, liquid is added to the organic mix in the bio-squeezer via a slurry tank from other sources (i.e., wastewater from treatment plant) to enable proper mixing and viscosity of food solids prior to pumping to the two pre -load tanks.
