The modification involves a change in the naming and sequence of the cells. The next cell to be constructed would be in the southern part of the landfill, not adjacent to the current active area. The new cell will have a temporary sump, that will connect with a future cell. The modifications for this application include: 1. Modifying the Cell numbering to reflect the sequence of construction (See Drawing 1). 2. Modifying the base grades for the approved Phase 4, Cell 1: The base grades for Phase 4, Cell 1 will be raised to be compatible with the submitted Permit to Construct Application for Phase 5 (See Drawing 2). The vertical separation requirements per 1 SA NCAC 13B .1624(b)(4) have still been met, as shown on Drawing 2. The horizontal limits of the cell are entirely within the approved Phase 4 Cell 1 original limits. 3. In order to accommodate this compatibility with the Proposed Phase 5 cell, a temporary sump and associated features for Phase 4, Cell 1 is proposed (See proposed Construction Drawings in Appendix A, Drawing 5 and detail on Drawing 8).
