This Water Quality Monitoring Plan has been prepared by a qualified geologist who is licensed to
practice in the State of North Carolina. The plan was prepared based on firsthand knowledge of site
conditions and familiarity with North Carolina solid waste rules and industry standard protocol.
Developed in general accordance with North Carolina Solid Waste Rules 15A NCAC 1313.0601;

4.0 SITE BACKGROUND
The Charlotte Motor Speedway - Landfill V (facility) is located at 5105 Morehead Road in Concord,
Cabarrus County, North Carolina, compassing 697.69 acres. The general location of the facility is
depicted on the site location map provided as Figure 1. The facility existing conditions, delineated
landfill phases, and groundwater and surface water monitoring network are depicted on Figure 2.
4.1 SITE GEOLOGY
The facility is located in the Piedmont physiographic and geologic province of North Carolina, specifically
within a generally northeast trending plutonic complex known as the Charlotte Belt. Igneous bodies
(plutons) exist throughout this belt, ranging in composition from felsic granite to mafic diorite-gabbro.
Mafic diabase dikes intruded the region during tensional tectonic events associated with continental
rifting.
The facility lies within the inner diorite-gabbro unit of the Concord Ring Dike. The Concord Ring Dike is
a zoned plutonic feature situated within the Charlotte Belt. The complex consists of a large diorite-
gabbro stock, roughly six miles in diameter, enveloped on three sides by a "ring" with elevated
topography of intermediate -composition syenite. Medium -grained diorite-gabbro samples are present
that contain varying proportions of cumulus olivine, clinopyroxene, and plagioclase. The syenite is
characterized by a mineral composition of orthoclase feldspar, augite, hornblende, and biotite and a
coarse porphyritic texture with megacrysts of pink feldspar. The syenite is more resistant to weathering
and thus forms isolated surface boulders in addition to a circular ridge.
The historical rock core data indicate a variety of diorite-gabbro, which is more intermediate in
composition than gabbro, suggesting a possible zoning within the gabbro or a gradational contact with
the syenite. Some of the diorite-gabbro cores indicated cross-cuttingfeldspathic veins, likely associated
with the syenite. Based on rock coring and field observations within the facility, it is believed that a
"finger" of the outer syenite ring extends into the northwest corner of the study area. Syenite has
been observed in isolated surface exposures and in a few nearby cores within this relatively small
area of the facility. Two small, northwest trending diabase dikes occur in this same portion of the
site, suggesting a relationship between these intrusive rock units and the local joint pattern
(reference: Design Hydrogeologic Report - CMS Landfill V - Phase 3 (Cells 21-2K and 2M) Solid Waste
Permit # 13-04. David Garrett and Associates, 2008).
4.2 SITE HYDROGEOLOGY
Previous facility investigations indicate that first occurrence of groundwater is present in either the
overburden/saprolite, partially weathered rock, or bedrock depending on location. Data suggests
hydraulic connection between these units, which form the uppermost aquifer. Generally, the aquifers
exhibit unconfined qualities when encountered in overburden/saprolite and partially weathered rock
and semi -confined qualities when encountered in partially weathered rock and bedrock. Generally,
data indicate that the groundwater flow is principally within the overburden/saprolite and partially
weathered rock, in the direction of the Rocky River. Locally, the vertical component of the
groundwater flow may be slightly downward in topographically high areas and slightly upward
in topographically low areas. In general, the configuration of the groundwater surface is similar to the
topography and groundwater flow direction correlates to surface topography.
Two converging streams at the facility property boundary provide hydraulic isolation from the
surrounding regional ground water regimes and serve as the ground water receptors for the facility.

3 show groundwater flow to the south, with a radial flow pattern beneath facility Phases 2 and 3
split between the Rocky River to the west and an unnamed tributary to the east (reference: Design
Hydrogeologic Report - CMS Landfill V - Phase 3 (Cells 21-2K and 2M) Solid Waste Permit # 13-04.
David Garrett and Associates, 2008).
4.3 REGULATORY BACKGROUND
The original Water Quality Monitoring Plan for this facility was prepared as part of the Phase 1 Permit
to Construct application prepared by S&ME in 1992. The original plan was amended ca. 2005 in
accordance with North Carolina Solid Waste Rule 15A NCAC 13B .1631, which was implemented
upon approval by the North Carolina Department of Environmental Quality (NCDEQ) Division of Waste
Management (DWM). The original plan described monitoring wells that were installed in accordance
with NC Solid Waste Section Rule (rule) 15A NCAC 2C.
Monitoring has been conducted on a semi-annual basis by a third -party sampling firm and lab. The
wells are sampled in the spring and autumn seasons. A third -party consultant performs statistical
analyses on the data and reports to the NCDEQ DWM - Solid Waste Section (SWS) on behalf of the
facility. The semi-annual reports include the data, statistical analyses, and ground water
potentiometric surface maps prepared for each sampling event.
Appendix I analyses are performed during each sampling event for metals and organic constituents.
Per a NCDEQ correspondence, dated October 13, 2014, Appendix II constituents' analyses is also
performed every three years for the designated Assessment monitoring wells, while the remaining
wells are sampled for Appendix I constituents plus Appendix II constituent, Mercury. Analytical
parameters for Appendix I and Appendix II monitoring as well as applicable groundwater protection
standards are provided in the NC SWS Environmental Monitoring - Groundwater Protection
Compliance Standards - Constituent List (Appendix A).
This document reflects the Appendix I and Appendix II sampling schedule but does not modify the
assessment sampling program. No down -gradient ground water users are present, and the
surrounding areas are served by municipal water supply. A few irrigation wells exist that are located
up -gradient of the facility.

5.0 WATER QUALITY MONITORING PLAN
5.1 GROUNDWATER AND SURFACE WATER MONITORING
All sampling activities will be conducted in accordance with the US -EPA Region 4 Quality System and
Technical Procedures for LSASD Field Branches (https://www.epa.gov/quality/quality-system-and-
technical-procedures-Isasd-field-branches).
Groundwater samples will be collected from the monitoring wells using low -flow sampling techniques
according to EPA sampling guidance to minimize the turbidity of the samples. This is accomplished
with a dedicated submersible pump and dedicated polyethylene or polypropylene tubing for each
well. All samples shall be collected unfiltered unless conducting dissolved metals analyses. Filtered
sample collection shall be approved by the SWS prior to commencement.
Sample containers used will be provided by a NC certified Laboratory. Samples will be collected by
personnel wearing a new pair of nitrile gloves for each sample. When practical, samples will be
collected in order of least impact to most impact. If the degree of impact is unknown, then samples
will be collected from hydraulically up -gradient locations farthest away from any suspected source
area to the closest of any suspected source area, followed by cross -gradient locations farthest away
from any suspected source area to the closest to any suspected source area, and finished with
down -gradient locations farthest away from any suspected source area to closest to any suspected
source area. Samples will be preserved and shipped to the NC certified laboratory under proper
chain -of -custody protocol. All samples will be packed in ice to maintain a temperature of
approximately 4 degrees Celsius (°C).
Decontamination of personnel, sampling equipment, and containers - before and after sampling -
must be used to ensure collection of representative samples and to prevent the potential spread of
contamination. Decontamination of personnel prevents ingestion and absorption of contaminants. It
must be done with a soap and water wash and deionized or distilled water rinse. Certified pre -
cleaned sampling equipment and containers may also be used.
All previously used sampling equipment must be properly decontaminated before sampling and
between sampling locations. This prevents the introduction of contamination into uncontaminated
samples and avoids cross -contamination of samples. New nitrile gloves and appropriate protective
equipment must be worn by persons decontaminating tools and equipment.
Prior to sample collection, the depth to groundwater will be measured and each well will be purged to
allow the groundwater geochemical field parameters to stabilize. Every effort will be made to collect
a representative sample with turbidity less than the NCDEQ recommended value of 10 NTU. During
each monitoring event, field parameters including pH, dissolved oxygen (DO), temperature, turbidity,
specific conductivity, and measured depth -to -water from the top of well casing will be recorded for
each well.
Surface water samples will be collected into laboratory -provided containers via direct submersion
into the creek and/or tributary by personnel wearing a new pair of nitrile gloves. One set of surface
water field parameters consisting of pH, DO, temperature, turbidity, and specific conductivity will be
measured and recorded at each sampling location prior to sample collection. When practical,
sample order will be conducted in a similar manner as groundwater samples with respect to impact,
proximity to a suspected source area, and inferred groundwater flow direction. Surface water
observations such as stream level, clarity, and any changes in monitoring location and surroundings
will be recorded. Sample containers will be provided by a NC certified Laboratory.

Samples will be preserved and shipped to the NC certified laboratory under proper chain -of -custody
protocol. All samples will be packed in ice to maintain a temperature of approximately 4 degrees
Celsius (° C).
Documentation of sampling activities will be recorded in field log books or sampling forms that will
be submitted with each sampling event report. Any equipment that is capable of calibration shall be
calibrated on a daily basis during sampling events. Calibration forms for any equipment that is
capable of calibration shall be submitted with each sampling event report.
Groundwater and surface water samples are to be analyzed semi-annually for the organic
constituents listed in Appendix I of the 40 Code of Federal Regulations (CFR) Part 258, the metal
constituents listed in Appendix I of the 40 CFR Part 258 (Appendix A).
Monitoring for 1,4-dioxane is not required by the North Carolina rules but has been conducted at
certain landfills starting in 2018 according to a NCDEQ memo and later, site -specific
correspondence with NCDEQ. Monitoring for 1,4-dioxane at the Charlotte Motor Speedway is on-
going at the time of the submittal of this plan but is subject to change. In a response (FID 1338724)
from the SWS on August 8, 2019, the section approved the analysis of 8260 Single Ion Method
(SIM) for 1,4-dioxane for all groundwater monitoring wells and surface water sampling locations to
be conducted on a rotating seasonal and annual basis (first semi-annual in even years, second semi-
annual in odd years).
5.1.1 MONITORING WELL NETWORK AND SURFACE WATER
LOCATIONS
The facility monitoring well network consists of:
• four up -gradient background wells (MW-11, MW-14, MW-14B, and MW-15);
• thirty-six (36) down -gradient compliance wells (MW-1A, MW-113, MW-2A, MW-213, MW-10,
MW-10A, MW-12, MW-16, MW-17R, MW-17AR, MW-18A, MW-19, MW-19A MW-20AR, MW-
2013, MW-21, MW-22, MW-22A, MW-25, MW-26, MW-27, MW-28, MW-29R, MW-30R, MW-
31, MW-32R, and MW-33 through MW-42);
• four water quality assessment (extent) wells (MW-18R2, MW-18AR2, MW-19R and MW-
19AR); and
• one underdrain outlet (UD-3) that connects an underdrain network that directs flow beneath
Cells 2C, 2E, and Phase 4.
Monitoring well construction summary is presented with each water quality monitoring report and is
provided as Table 1 for reference. Existing monitoring well logs and well construction records are
provided in Exhibit A.
The surface water sampling locations are as follows:
SW-1 - Located upstream of the facility on Rocky River beneath the US 29 overpass.
SW-2 - Located downstream of the facility on an unnamed tributary to Rock River in the
vicinity of existing monitoring well MW-27.
SW-3 and SW-4 - Phase 3 monitoring locations
The locations of the existing monitoring wells and surface water sampling locations are shown on
Figure 2. Survey locations of the newly installed wells (MW-17R, MW-17AR, MW-18R2, and MW-

18AR2) and the underdrain outlet (UND-1) certified by a NC -licensed Professional Land Surveyor are
provided as Exhibit B.
5.1.2 ASSESSMENT MONITORING STATUS
The following groundwater monitoring wells are currently in assessment monitoring due to past
exceedances: MW-17R, MW-17AR, MW-18A, MW-19, MW-19A, MW-2013, MW-22, MW-22A, MW-25,
MW-26, MW-32R, MW-33, and MW-34.
Monitoring wells MW-17R and MW-17AR are sampled annually during the first semi-annual events
each year. Monitoring wells MW-18132, MW-18AR2, MW-19R, and MW-19AR are water quality
Assessment Wells. Wells MW-18R2 and MW-18AR2 are sampled annually during the first semi-
annual event each year, while MW-19R and MW-19AR are sampled semi-annually.
In correspondence dated October 23, 2014 (DIN 22116), NCDEQ approved a facility request to
sample the full suite of Appendix II constituents listed in 40 CFR Part 258 every three years. The
previous Appendix II sampling event occurred during the first semi-annual 2020 event. Therefore,
the first semi-annual 2023 event was the next 3-year Appendix II assessment sampling event at the
facility for assessment wells MW-17R, MW-17AR, MW-18A, MW- 19, MW-19A, MW-2013, MW-25, MW-
26, MW-32R, and MW-34. Monitoring wells MW-22, MW-22A, and MW-33 were added to the
assessment well subset after the first semi-annual 2017 event and were therefore sampled later
(i.e. MW-22 in April 2019, MW-22A in April 2019, and MW-33 in October 2018). Wells MW-22, MW-
22A, and MW-33 will be sampled again for the Appendix II list with the remainder of the Assessment
wells in the next 3-year cycle during the first semi-annual 2023 event. Previously,
dichlorodifluoromethane, mercury, and tin were the only Appendix II constituents confirmed detected
above the POL. However, dichlorodifluoromethane and tin had not been detected since October
2011. Therefore, during the first semi-annual 2023 event, the remaining wells were sampled for the
Appendix I constituents plus the previously detected Appendix II constituent, mercury.
5.2 LEACHATE MONITORING
Currently the leachate is stored in an on -site lined pond and transferred to the municipal sanitary
sewer system for treatment at the Rock River Wastewater Treatment Plant. The location of the
leachate pond is shown on Figure 2.
Untreated leachate is sampled and analyzed semi-annually for the organic constituents listed in
Appendix I of the 40 Code of Federal Regulations (CFR) Part 258, the metal constituents listed in
Appendix I of the 40 CFR Part 258 (Appendix A). Additionally the leachate sample is also analyzed for
NCDEQ required parameters biological oxygen demand (BOD), chemical oxygen demand (COD),
phosphorus, nitrates, and sulfate. Provisions were made in the original Water Quality Monitoring
Plan for monitoring of the leachate from a sampling port in the force main connecting the individual
landfill cell sumps with the leachate collection/storage tanks and/or another location in the tanks.
The data presented in Section 4.2 of the Phase 3 Design Hydrogeologic Report indicate that
sampling has been conducted on a periodic basis.

6.0 OTHER REQUIREMENTS
6.1 SAMPLE AND ANALYSIS PLAN
This water quality sample and analysis plan is developed in accordance with rule 15A NCAC 13B
.1632. Analytical methods will follow Test Methods for Evaluating Solid Waste -Physical/Chemical
Methods (SW-846) or Methods for the Chemical Analysis of Water and Wastes and will be consistent
with the SWS policies regarding analytical methods and reporting limits. Laboratory analysis, QA/QC,
calibration curves, and sample dilutions will be provided in the laboratory reports and will bear the
certification(s) of the laboratory and laboratory manager reviewing the data.
Procedures and techniques for sample collection, sample preservation and shipment, analytical
procedures, and chain of custody control are provided in the EPA guidance documents.
6.1.1 QUALITY ASSURANCE AND QUALITY CONTROL PROGRAM
Trip blanks, field blanks, equipment blanks, and field duplicates will be collected and analyzed
during each monitoring event to verify that the sample collection and handling process has not
affected the quality of the samples. The trip blank will be prepared in the laboratory each time a
group of bottles is prepared for use in the field. The appropriate number of bottles for VOC analysis
will be filled with Type II reagent grade water, transported to the site, handled like the samples, and
shipped to the laboratory for analysis. The field blank will be prepared at the end of each day in the
field with Type II reagent grade water and exposed to the sampling environment. Equipment blanks
will be prepared at the end of each day in the field by collecting Type II reagent grade water that has
contacted the surfaces of all non -dedicated sampling equipment used in the field. Field duplicates
will be collected at the rate of one duplicate per twenty samples collected, and collected within five
minutes from the sample collected that is to be duplicated. As with all other samples, the time of the
blank exposure will be recorded so that the sampling sequence is documented. The field blank,
equipment blank, and field duplicates will be analyzed for the same list of constituents as the
groundwater samples. The trip blank will be analyzed for volatile organic compounds only.
The assessment of blank analysis results will be in general accordance with EPA guidance
documents (EPA, 1993 and 1994). No positive sample results will be relied upon unless the
concentration of the compound in the sample exceeds 10 times the amount in any blank for
common laboratory contaminants (see next paragraph), or five times the amount for other
compounds. If necessary, resampling will be performed as necessary to confirm or refute suspect
data; such resampling will occur within the individual compliance monitoring period.
Table 2 lists the sampling and analysis plan for existing and proposed monitoring well and surface
water locations.
6.2 WATER QUALITY MONITORING REPORT
Within 120 days from the date of sampling or as specified in the facility permit, whichever is less, the
owner or operator shall submit to the Division of Waste Management a report that includes all
information from the sampling event; including field observations relating to the condition of the
monitoring wells, field data, laboratory data, statistical analysis (if utilized), sampling methodologies,
quality assurance and quality control data, information on ground -water flow direction, calculations
of ground -water flow rate, for each well any constituents that exceed ground -water standards, as
defined in rule 15A NCAC 13B .1634(g) through (h). NCDEQ Environmental Reporting (EMR) forms

shall be submitted with each monitoring report and shall be certified and sealed by a NC -licensed
geologist. A copy of the EMR form is provided in Exhibit C.
6.2.1 OPTIONAL STATISTICAL METHODS
If the landfill owner or operator chooses, groundwater monitoring data for landfill compliance wells
may be evaluated using statistical procedures. This is not a requirement under rule 15A NCAC 13B
.1632(g) for the facility. The statistical tests used to evaluate the groundwater monitoring data may
be those outlined in rule 15A NCAC 13B .1632(g) (1) through (5) and shall comply with the
performance standards set forth in the rule. If statistical evaluation of groundwater monitoring data
is selected, it will be performed in compliance with 15A NCAC 13B .1632 (g), (h), and (i) and the
USEPA's Statistical Analysis of Groundwater Monitoring Data at RCRA Facilities, Unified Guidance,

6.3 WELL REHABILITATION AND ABANDONMENT
The Facility operator shall take precautions to avoid disturbing any monitoring well, including
informing staff not to contact the wells when mowing or traversing the site. Should wells become
irreversibly damaged or require rehabilitation, the SWS shall be notified. If monitoring wells and/or
piezometers within unconsolidated formations are damaged irreversibly they shall be abandoned by
over -drilling and/or pulling the well casing and plugging the well with an impermeable,
chemically -inert sealant such as neat cement grout and/or bentonite clay.
For wells located in bedrock, the abandonment shall consist of plugging the interior well riser and
screen with an impermeable neat cement grout and/or bentonite clay sealant. Piezometers in the
waste footprint shall be abandoned by over drilling the boring and backfilling with a bentonite-
cement grout. All well repairs or abandonment shall be performed by a NC -licensed well contractor
and certified by a NC -licensed geologist. The NC -licensed driller will certify and provide the proper
NCDEQ abandonment forms (GW-30) in accordance with 15A NCAC 2C rules. Abandonment reports
shall be submitted to the SWS within 30 days of abandonment field activities completion.
6.4 ADDITIONAL WELL INSTALLATIONS
All additional monitoring wells (new or replacement) shall be installed by a NC -licensed well
contractor under the supervision of a qualified geologist or engineer who is registered in North
Carolina and who shall certify to the SWS that the installation complies with the North Carolina
Regulations. Documentation for the installation of future well(s) shall be submitted by the NC -
licensed geologist after well completion. The NC -licensed driller will certify and provide the proper
NCDEQ well installation forms (GW-1) in accordance with 15A NCAC 2C rules. Well installation report
shall be submitted to the SWS within 30 days of installation activities completion.
Newly constructed wells shall be developed to remove particulates that are present in the well due to
construction activities, and to stabilize the static water level. Development of new monitoring wells
will be performed no sooner than 24 hours after well construction. Wells may be developed with
disposable bailers, a mechanical well developer, or other approved method.
A surge block may be used as a means of assessing the integrity of the well screen and riser. In the
event a pump is employed, the design of the pump will be such that any groundwater that has
contacted air is not allowed to drain back into the well. In general, each well will be developed until
sediment -free water with stabilized field parameters (i.e., temperature, pH, and specific
conductance) is obtained.

Well development equipment (bailers, pumps, surge blocks) and any additional equipment that
contacts subsurface formations shall be decontaminated prior to on -site use, between consecutive
on -site uses, and/or between consecutive well installations. The purge water will be disposed of on
the ground surface at least 10 feet down -gradient of the monitoring well that is being purged, unless
field characteristics suggest the purge water should be containerized and disposed of by approved
means.
6.5 WELL MAINTENANCE
The existing monitoring wells shall be used and maintained in accordance with design specifications
throughout the life of the facility's monitoring program. Routine well maintenance will include
inspection and correction/repair of, as necessary, identification labels, concrete aprons, locking caps
and locks, and access to the wells.
Should it be determined that background or compliance monitoring wells no longer provide samples
representative of the quality of ground water passing the relevant point of compliance, the SWS shall
be notified. The owner shall evaluate the monitoring network and provide a plan to the SWS for
modifying, rehabilitating, decommissioning, or installing replacement wells or additional monitoring
wells, as appropriate.
6.6 PLAN MODIFICATIONS AND REVISIONS
At a future time, it may be appropriate to modify this plan (e.g. add or delete sampling locations or
analytical parameters). Such changes require advance approval from the SWS. Also, this plan will
be reviewed periodically and amended as needed. Users of this plan are advised to utilize the most
recent edition as well as any guideline updates or memos that may have been issued by the SWS
after the approval and implementation of this plan.
