PURPOSE OF SITE VISIT: Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None Date of Last Inspection: April 5, 2023 The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. The facility is fenced and is secured by a locking gate when it is not open for operation. Correct signage is at the entrance of the facility listing the facility name, permit number, emergency contact information as well as materials accepted at the facility. 3. The facility accepts waste Monday through Friday from 0700 to 1600. 4. The permit, operations plan, waste screening, and training records were reviewed during this inspection. 5. The following are facility certified personnel: Ryan Rogers, Certified Transfer Station Operations Specialist, exp. 11/3/2025 Marshall Brothers, Certified Transfer Station Operations Specialist, exp. 2/4/2027 Earnest Solomon, Certified Transfer Station Operations Specialist, exp. 7/30/2024 Mark Taylor, Certified Transfer Station Operations Specialist, exp. 8/28/2024 Clayton Fogg, Certified Transfer Station Operations Specialist, exp. 5/26/2025 6. No waste was observed underneath the compactor during this inspection. Continue to ensure that the waste is removed as needed throughout the and prior to the end of the operating day. Mr. Brothers stated that the County was looking to purchase a larger compactor, which would encompass the entire trailer width 7. Mr. Brothers stated that a leak was identified in the trailer that was recently removed from the compactor. Mr. Brothers had placed a bucket underneath the trailer to collect any leachate. Ms. Thompson identified a leak from the rear gate of the same trailer. The leaks were stopped prior to the trailer leaving the transfer station. Mr. Brothers had the equipment operator remove the soil and place it within the transfer station for disposal. 8. Windblown waste was being well -managed around the transfer station. 9. Electronics are containerized and stored within a building on -site prior to collection by the electronics recycler. 10. The white goods are stored upright on a concrete pad to the north of the transfer station. 11. Digital photographs were taken during the inspection.
