HomeMy WebLinkAbout1101_Buncombe_MSWLF_GWCA_SupplementalRemedy_FID1819743_20231026� CANNONS ENGINEERING October 24, 2023 Solid Waste Section Division of Waste Management NCDEQ - ARO 2090 U.S. 70 Highway Swannanoa, North Carolina 28778 Attention: Ms. Jaclynne Drummond, Hydrogeologist Subject: Selection of Remedy Application Phytoremediation (Supplemental Remedy) Old Buncombe County Landfill Woodfin, North Carolina Permit Number 1101-MSWLF-1979 BLE Project Number J23-14175-10 Dear Ms. Drummond: Buncombe County selected the following remedies for corrective action to address groundwater compliance issues as required by Solid Waste Rule 15A NCAC 13B .1636 (a): Primary Remedies Fencing (Institutional Control) Landfill Gas Mitigation (Source Control) Restrictive Cover Improvements (Source Control) Monitored Natural Attenuation [MNA] (Groundwater Compliance) In Situ Enhanced Bioremediation (Groundwater Compliance) Technical specifications and schedules for remedy implementation pursuant to Rule 15A NCAC 13B .1636 (c-d) were described in the Solid Waste Section (SWS) approved Corrective Action Plan (CAP) dated September 3, 2014 [DIN 21838] which was prepared by SCS Engineers, PC (SCS) [SCS Engineers File No 09204072.061. Bunnell-Lammons Engineering, Inc. (BLE) prepared a Corrective Action Evaluation Report (CAER) dated March 30, 2022 [FID 1661864 (BLE Project No. J20-14175-03)] which evaluated the status of remedial progress at the facility in accordance with the rules and the CAP. BLE recommended that a phased approach for phytoremediation be evaluated as a voluntary supplemental remedy to address volatile organic compound (VOC) compliance issues at the site. The CAER was approved by the SWS on April 12, 2022 (FID 1664186). BLE completed Phase I of an evaluation of phytoremediation as a voluntary supplemental remedy in 2022 and 2023 and issued a report titled Phytoremediation Assessment Report dated August 23, 2023 (BLE Project No. J22-14175-07). The report concluded that data indicates that phytoremediation is a viable remedy for the VOC impacts to groundwater at the site. The report recommended that the facility proceed directly with Phase II and Phase III of the phytoremediation plan pathway in general accordance with the SWS approved CAER. 6004 Ponders Court. An executed North Carolina Solid Waste Groundwater Corrective Action Application form is attached to this letter to add the voluntary supplemental remedy as required. Phase III will include submittal of a CAP addendum which may include: 1) preparation of design plans; 2) preparation of bid packages and contractor selection; 3) procurement of selected flora; 4) the installation of flora and irrigation; and 5) ongoing monitoring and maintenance (inspection, testing, and normal horticultural practices). We anticipate the CAP addendum will be submitted to the SWS on or before May 31, 2024. The attached application has been signed by a designated representative of Buncombe County and signed and sealed by a North Carolina professional geologist as required. Note that site maps, conceptual plans, lists of permits, etc., and the facility closure letter are present in the SWS maintained facility records and are therefore not attached to this document. Due to groundwater exceedances at this solid waste management facility, groundwater corrective action is required to be implemented. First, a selected remedy should be proposed for Solid Waste Section approval. A public meeting is not a requirement for this facility at this time, however, the Solid Waste Section highly recommends conducting a voluntary public meeting and also notifying all adjacent property owners regarding the contamination and the proposed selected remedy. Then once the Solid Waste Section approves a selected remedy for this facility, a Corrective Action Plan (CAP) will be required to be submitted for approval prior to its implementation. Please complete the North Carolina Solid Waste Groundwater Corrective Action Application and please attach the following: (1) a signed resolution/proclamation/document adopting the proposed selected remedy; (2) a site map designating the locations of the groundwater monitoring wells and surface water monitoring locations that will or may be impacted by the proposed selected remedy; (3) any draft conceptual schematics/figures/plans relating to the proposed selected remedy; (4) a list and copies of any required registrations, permits, notifications, and approvals; (5) a copy of the facility's closure letter issued by the Solid Waste Section (if available); (6) if a public meeting is conducted, a copy of the minutes (if applicable); and (7) if adjacent property owner notification is conducted, a copy of the notification letter and a copy of the certified receipt.
