Section staff David Powell onsite for routine inspections at Richmond County. The site is protected by a gate and fence with proper signage. Transfer Station LOS Permit has a yard waste section, although that area is mostly addressed through its yard waste notification YWN-77-001. The yard waste area will be addressed in the YWN inspection report for YWN-77-001. The facility is permitted to receive solid waste generated within Richmond County. Waste is transferred to Uwharrie Environmental Regional MSW Landfill for disposal. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 12 2. Records review consisted of the following: New 8 hr. training log for review of Ops Plan and Permit; Previous inspection reports, maps, current permits and operations plans; email correspondence with Section; Monthly waste tracking reports for convenience sites/transfer station; 2023 Emergency action plan annual review document; YWN renewal for 2023; Compost maps and temperatures for TS/YWN; Waste screening documents, currently one a day is done. After discussing 5% rule, site agreed to do two screenings a day to ensure meeting rule; Washdown logs; Hazardous waste day 4/15/2023 and records for removal by ECOFLO scarp tire forms from Central Carolina Holding for 2022/2023; Cooking oil logs, removed by Green Energy Biofuel in Winnsboro, SC; Electronics removal documents, removed by Southern Environmental Solutions of the Carolinas, in Chesterfield, SC. These are removed 2 to 3 times a year based on need; Facility Annual Report and Government Annual Report; Leachate hauling logs, which is done by Shorty Septic Pumping. The tipping floor, walls, and loading chute were in good condition during inspection. A couple of pallets were visible, and Mr. Leggett had them removed during inspection. Waste on the left side of the station floor. Right side of tipping floor; Some pallets were observed, and Mr. Leggett had them removed during visit. The areas behind push walls were fairly clean, with some items for cleaning being stored in these spaces. Firefighting equipment is available in form of extinguishers on side of station entrance, on vehicles and water hose at entrance to tipping floor as well. 6. Windblown trash was not much of an issue. However, some smaller older pieces have been allowed to build up around foundation on SE side and road by loading bay next to fence and in the mud. The loading bay area was mentioned before, please remove overgrown vegetation, clean up any waste comingled with soil/mud. Be mindful of creating leachate, which is defined as any waste contact with water. NW side of station. Trash comingled with mud and soil, overgrown vegetation. Loading bay immediate area is being cleaned but vegetation is overgrown, on left side of frame and out of view, which is making it harder to remove windblown waste daily. Please remove vegetation and clean up waste. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 10 of 12 7. No trucks were leaking during inspection. Good job. However, leachate holding was overflowing with ponding leachate above lid to tank. The tank should not be allowed to be so full it overflows, and an unexpected rain event could cause runoff. Mr. Jerry Austin confirmed after inspection that the leachate tank was pumped after inspection visit. Trailer leaving loading bay, no leaks. Between Transfer Station and main office, there is a convenience site which has tire collection containers, cardboard collection and white goods/electronics pick up. Scrap tires are removed approximately every three to four days. Electronics should have some cover over them so that rainwater doesn’t comingle with the waste. White goods are being kept upright until CFCs have been removed. 9. A new Temporary Disaster Debris Site (TDDS) site was close to being finalized in recent years. Mr. Leggett is still awaiting the Sections requested documents for crossing over the railroad structure/gas line and property during the event of an emergency and the site becomes activated to receive waste. Please continue to follow up and get the requested information and submit it ASAP. 10. Corrective measures are necessary as a result of this inspection and should be met within 60 days receipt of this inspection. Failure to meet the conditions for compliance may result in Compliance Actions. A follow-up inspection in the future will be needed to confirm the corrective actions have been addressed properly. If additional time is needed, please communicate with Mr. Powell, and discuss before the end of the deadline timeframe.
