The meeting began at approximately 10:00 AM. The meeting was originally scheduled with Mike Singer, however he was unavailable. The property is owned by Davidson River Village, LLC which is a subsidiary of RENOVA. The Letter of Closure (88-05) issued on 11/18/10 lists Ecusta Real Estate 2, LLC as the landowner and P. H. Glatfelter as the landfill owner/operator. This was discussed. A revision of the Letter of Closure may be necessary. A drawing of proposed uses for the property was shown which included a road and building on the landfill. Mr. Kelly said the meeting today was to discuss the road and permitting process. Allen gave an overview of the permitting process which is a maximum of 15 months. It was discussed that different State agencies are involved in this property. I mentioned that the landfill is operated by P/H. Glatfelter and nothing can be done without their consent. In addition, nothing can be done without the approval of the Solid Waste Section. I agreed to copy Davidson River, LLC on correspondences. Main St. Spring Grove, PA 17362 Subject: Dear Mike: Process Landfill Pisgah Forest, North Carolina Gas Monitoring Data -April 201 O 10048.00 2010 0507mc.doc Enclosed please find the results of gas readings obtained by Sevee & Maher Engineers, Inc. (SME) from the former Process Landfill in Pisgah Forest, North Carolina. The purpose of obtaining the gas readings is to comply with the North Carolina Department of Environment and Natural Resources (NCDENR) request for a landfill gas assessment. The procedures used by SME, the data collected, and an assessment is described below. BACKGROUND The Process Waste Landfill site began operation in 1956. The site is an island in the Davidson River and is separated from the former papermaking facility by a canal. The site encompasses an area of approximately twenty-four acres. There have been several different mill owners throughout the site's operational history. The site was permitted to receive non-hazardous waste in compliance with NCDENR permit #88-05. The site's permit to operate expired on December 31, 2002. No waste was placed in the landfill after that date. The landfill was capped in 2004 with a soil cover consisting of 2 feet of soil. There was no gas venting system installed as part of the closure. This site, before its closure, was accepting solid waste consisting of paper dust, paper waste, office waste, construction and demolition debris, and cardboard generated by plant operations. LANDFILL GAS ASSESSMENT Landfill gas is generated by the anaerobic decomposition of organic material in the landfill. The two main constituents in the gas are methane and carbon dioxide, which each typically make up about 50 percent of the landfill gas volume. Landfill gas generation is primarily a function of the types and age of waste that are landfilled. In particular, the waste's organic content and nature, and moisture content, are important to the rate the waste decomposes and generates landfill gas. Therefore the Process Waste Landfill would not be expected to generate large quantities of landfill gas. This is confirmed by visual observations of the closed landfill which is capped with two feet of soil and vegetated. At the time of or visit there were not signs of excessive gas generation such as stressed or dead vegetation. The gas study consisted of determining if landfill gas is present in and around the landfill by installing 43 temporary monitoring points, one per acre, within the landfill boundary, locations outside the landfill boundary, and measuring methane content at these locations and in the headspace inside the three existing monitoring wells. The gas monitoring locations were spaced evenly across the site and set by a surveyor. The location of the gas monitoring probes is shown on Figure 1, attached. A methane equivalent was measured with a portable gas meter, GEM 2000, capable of measuring methane in the percent by volume ranges. The meter was calibrated and field checked in accordance with the manufacturer's recommendations, see attached calibration data. The procedures used to measure the gas concentrations beneath the cover soil were as follows: 1. A 1-inch diameter geoprobe pipe with a slip-on drive point was hand-driven to a depth of five feet; 2. A Y-i-inch diameter tube was connected to the base of the pipe and the pipe raised approximately one inch, which causes the drive point to disconnect and creates a headspace in the waste (new tubing was used at each location); 3. The GEM 2000 was connected to the sample tube for gas measurement; 4. The GEM 2000 was allowed to stabilize and the maximum reading recorded; and 5. The meter was purged and the same process repeated for the next location. The gas measurements were obtained on April 13, 2010. Table 1 provides a summary of the sample round. Measurements were also taken near each monitoring location to serve as background readings and are listed in Table 1, under the column "Ambient". Although there is some gas detection beyond the waste boundary, these locations are on the order of 15 to 30 feet off of the waste boundary. Additional points beyond those taken along the north and south sides were not possible as this is the edge of the island or stream bank. Of primary interest are the points that are a distance away from the landfill boundary, for example in the northeast and southeast corners( i.e., 27A, 40, 41, and 34 points). The landfill gas levels at the furthest outside points dropped to below detection of the meter, less than 0.1 percent volume. The gas is not expected to migrate laterally away from the landfill along the north and south sides due to the natural barrier formed by the Davidson River and Davidson River Canal. The landfill gas will migrate through the path of least resistance and, in this case, the vadose or unsaturated zone, i.e., the soil zone above the water table. The water table beneath the landfill is continuous with the surrounding surface water bodies, in this case the River and Canal. The unsaturated zone beneath the landfill, therefore, cannot extend beyond the island limit. Therefore, the gas migration can only extend to the stream banks of the island, Process Landfill, and cannot pose a direct risk to the properties across the River or Canal. The presence of the landfill gas below the cover is not unexpected however there are no indications, such as stressed vegetation, or measurement of gas at the surface of the landfill, or gas pressures observed in the probes that suggest gas is being generated in sufficient quantities to create a hazard or effect the vegetative growth on the cover. As the methane in the landfill gas migrates through the cover it is likely being oxidized to some degree by soil bacterial. Therefore the quantity of gas being generated, as suggested earlier, is likely to be low. In conclusion, the landfill is generating measurable concentrations of gas; however, the limit of influence of the gas migration is constrained by its physical setting to the island, and it is not being generated at a rate that is influencing the cover's integrity. Since there are no buildings or structures on the island and no such structures are proposed, it is recommended that no further action or monitoring is necessary.
