Glatfelter Company's Ecusta Division at Pisgah Forest is located on a man-made island surrounded by the Davidson River and the Davidson Canal. This landfill is only used for the disposal of solid waste generated in our papermaking, finishing, converting, etc. areas of our paper mill. In the southwest corner of this landfill is a construction/ demolition debris area. For a further description of the materials placed in this landfill, see either the "Solid Waste Management Plan" dated June 9, 1997, or the Waste Stream Characterization Study in "Industrial Landfills -Transylvania County" dated June 26, 1996. Both of these have been previously submitted to your department. This letter should be considered a reply to your December 19, 1996 letter requesting further information on this landfill and to meet the requirements of lSA NCAC 13B.0503(2)(d)(ii). The attached report from our consultants, RMT, Inc., contains a landfill progression plan, a ground water assessment, and an evaluation of the site's impact on ground water after its closure. The landfill progression plan limits future lateral expansion to the permitted waste boundary (which is the current waste footprint) as shown on Drawing S- 1610-E-6. The plan was developed in one-year phases with a design life of five years. It is our intention to use this facility for more than five years. The ground water assessment was based on an evaluation of six ground water monitoring wells installed on the island in 1991, the complete results of which Letter to Mr. James C. Coffey NC Dept. of Health and Natural Resources October 29, 1997 Page 2 were submitted to you most recently in June of 1996. A summary of only the detected parameters was included in RMT's report. The evaluation of the impact of this landfill after closure on ground water was conducted using the U.S. EPA's "Hydrologic Evaluation of Landfill ,Performance" model with a proposed landfill cap of either a 24" soil cover with a minimum permeability of 10-5 cm/sec. or an equivalent. The results of this analysis conclude that this landfill cap or equivalent will virtually eliminate the infiltration from precipitation and storm water into the landfill and the risk of impacting ground water quality. The attached "Process Waste Landfill Monitoring Plan" will determine the impact of this landfill on the Davidson River and the ground water outside the permitted waste boundary. This plan is based on past ground water monitoring and waste characterizations. It is proposed that after a year's worth of data has been collected, a review of the sampling frequency and parameters with a comparison to the current 2L standards be submitted to your department for review. GLATFELTER CO. PISGAH FOREST, NORTH CAROLINA C:\ WINDOWS\ TEMP\8201208. DOC Introduction The Ecusta Division of P. H. Glatfelter Company (Ecusta) manufacturers fine paper at their facility on the Davidson River in Pisgah Forest, North Carolina. Presently, the facility disposes of paper waste in the state-permitted process waste landfill. This landfill is located on an island created in the 1930s by excavation of a canal across a point bar in the Davidson River. Ecusta intends to continue operation of this landfill after January 1, 1998, and is required by recently adopted industrial solid waste rules to demonstrate that the current design and operation of the landfill will ensure compliance with the groundwater standards established in 15 NCAC 2L. Previous studies have indicated no degradation of groundwater quality has occurred because of activities at the process waste landfill. However, based on a projected closure within 5 years, the North Carolina Department of Environment, Health, and Natural Resources (NC DEHNR) has requested landfill operation and final cap design information. NC DEHNR has stipulated that operation is conditional such that the cap design provide compliance with groundwater protection standards. Groundwater Assessment Groundwater at the process waste landfill has been characterized based on a monitoring well network consisting of six groundwater monitoring wells installed in 1991. Following well installation, two rounds of groundwater samples were collected and analyzed; water levels were measured; and in-situ hydraulic conductivity tests were conducted. The data and an interpretation of the results were included in the document titled, Hydrogeologic Assessment of the Olin/Ecusta Landfill, prepared by RMT, Inc. dated December 1991. Following the 1991 assessment activity, three of the wells were abandoned. The three remaining wells (MW-1, MW-2, and MW-5) are on the approximate corners of the island as shown on Drawing Number S-1610-E-5. These are water table wells screened in the uppermost water bearing zone. Groundwater flow was characterized in a water table map which was based on data collected on October 15, 1991. The water table generally mimicked the topography of the island. Groundwater flow was interpreted to be somewhat radial off the landfill and downstream. Groundwater samples were collected on two occasions: February 13, 1991, and September 10, 1991. The samples collected in February were analyzed for volatile organic compounds, semivolatile organic compounds, herbicides/pesticides (first round only), inorganic compounds, and polychlorinated biphenyls (PCBs) during the first round. The detected concentrations were highest in the upgradient well, MW-1. This well appears to have the least influence from the landfill waste. In addition, North Carolina 2L Standards for iron and manganese are reflective of secondary Federal Maximum Contaminant Levels (MCLs) and are based on aesthetic rather than health related considerations. Given the conservative placement of the existing well network and the proximity of the Davidson River, in addition to the absence of health risks from the observed constituents, the current design and future operation of the process waste landfill does not represent a risk to human health or the environment. Groundwater Protection The proposed landfill cap will consist of either a 24-inch soil cover with a minimum permeability of 10-5 cm/ sec or equivalent. USEP A's "Hydrologic Evaluation of Landfill Performance" (HELP) model was utilized to evaluate the performance of this cover. The attached results from the model indicate that for a surface slope of 5 percent and a fair stand of grass, a peak daily infiltration of 0.45 inches out of 5.89 inches can be expected, which is less than 10 percent. From this evaluation, it can be concluded that the landfill cap will virtually eliminate the infiltration of precipitation and storm water into the landfill, thereby significantly reducing leachate generation and the risk of impacting groundwater quality. Landfill Progression Plan A landfill progression plan has been developed for the process waste landfill based on an annual waste generation rate of 4,500 cubic yards. Drawing Number S-1610-E-5 illustrates the projected annual footprint of the waste through the year 2002, which is based on a maximum elevation of 2,135 MSL with a 5 (horizontal) : 1 (vertical) working face. If required by NC DEHNR to prematurely close the landfill, Ecusta will have to import and place a significant amount of fill material to achieve minimum surface slope of 5 percent as stipulated in NC DEHNR Closure Regulations. Drawing Number S-1610-E-6 illustrates the projected final grading plan for the landfill should this occur. This plan would have a minimum surface slope of 5 percent and would direct drainage to the existing storm water detention pond. However, it is Ecusta's intention to operate this landfill beyond the year 2002 and to exceed the elevations shown on this drawing. F: \ WPGVL \8\8201208.DOC Conclusions Based on the hydrogeologic assessment, historic groundwater quality information, and results from HELP modeling, the process waste landfill will comply with 15 NCAC 2L standards once the final cap has been constructed. It has been demonstrated that this cap will virtually eliminate the infiltration of precipitation and storm water into the landfill, thereby, significantly reducing leachate generation and further reducing the risk of impacting groundwater quality. PROCESS WASTE LANDFILL MONITORING PLAN Ground water monitoring stations, as shown on Drawing S-1610-E-5, MW-1, MW-2 and MW-5, were installed in 1991. The well construction records for these wells were previously submitted to you in June of 1996 and their locations discussed with Mr. Lutfy on February 25, 1997. The surface water monitoring stations, also shown on Drawing S-1610- E-5, are located upstream and downstream of the Process Waste Landfill. These stations were selected to show the impact of the Process Waste Landfill on the receiving stream, the Davidson River. Based on the data and the waste stream characterization study contained in previously submitted reports, in particular, my letter to you on "Industrial Landfill 88-05" dated June 26, 1996, a monitoring plan was developed. Particular attention was paid to the analytical results from the NC 2L analysis in chapter 3 of this report. The monitoring plan was developed to determine the impact of this landfill on the ground waters and the Davidson River. PROPOSED MONITORING PLAN Sampling Frequency Twice per year, in March and November.
