Subject: Process Waste Landfill (#88-05)
On October 3rd, an alternative proposal was sent to you for a method of
determining the quantity of waste being placed in this landfill to assure
compliance with House Bill I 109. On November 18th, you requested further
information on this proposed method. In particular, you questioned the
uniformity and consistency of this method.
Only process waste and construction debris generated in our fine paper
manufacturing operation at Pisgah Forest are placed in this landfill. Each
area of the plant has assigned to it one or more dumpster boxes. These boxes
are labeled and used only in those areas. Our confidence in the statement 1s
very high since we have only one dumpster truck and driver working on a
shift. His procedure is to pick up a dumpster box, take it to the proc~ss
waste landfill, dump it and return it to the same slot or location it was
sitting in before. He does not randomly pick up dumpster boxes; rather, he
picks only those boxes when he is called by the area supervisor or when the
box is full. The dumpster truck can only carry one dumpster box at a time.
We conduct waste generation surveys at this facility on a regular basis. The
most recent survey was conducted in 1989 and resulted in the weighing of
approximately two hundred and seven dumpster boxes over a thirty-day period
on the day shift. This survey did not include pickups of dumpster boxes
conducted on off-shifts and weekends. A copy of this report is attached in
Appendix A. Our production rate and the type of waste generated has stayed
the same, not only since this survey, but from previous surveys conducted as
far back as ten years ago. The products we manufacture in the paper plant
have not significantly changed in the last twenty years.
When the raw data in Appendix A is reviewed, it is apparent that there are
variations in the dumpster weights, but is it significant? To evaluate this,
I asked Mr. Mike Wood to review the data as to its reproducibility and
accuracy. Mr. Wood is a registered professional engineer and our divisional
quality statistician. He is currently involved in statistical interpretation
of finished goods quality data and is heavily involved in our raw material
quality assurance program.

To summarize his review, which is attached in Appendix C, if we are working
with a set of data points, then the distribution of all possible sample
means is close enough to the normal distribution for us to consider it the
normal distribution as the number of sample points increase. Currently,
over sixty-five percent of the dumpster loads we take to this landfill meets
the criteria of at least thirty data points. More data points will be
gathered for those areas that do not have at least thirty data points and,
1n the meantime, we will use the T distribution factor to maintain a minimum
of a ninety-five percent confidence level.
In conclusion, we believe the proposed method of using an average weight for
each dumpster box is acceptable and meets House Bill 1109's requirement that
all waste going to a municipal solid waste facility be weighed. We will
continue to weigh all other material transported to this landfill by dump
trucks or similar vehicles as described in my October 3rd letter to you.

During March Maintenance weighed all dumpster loads taken to the Ecusta
Division island landfill for disposal. A thirty day summary of results is
attached. The Ecusta Division averages approximately 6.3 tons/day of island
waste. This waste is composed of unrecoverable broke (printing, cigarette,
tipping, printing, plug wrap) paper cores, cardboard, boxes and wood.
A calculated BTU value/pound of waste generated based on actual com~onent
measurements is 5610 BTU/pound.

SUBJECT MEAN WEIGHT OF DUMPSTER LOADS
TO THE ISLAND
It is certainly statistically appropriate to calculate an average of your
dumpster weights and determine a confidence interval for this average
representing the true mean of the entire population of loads.
If a population has the true meanµ and xis the sample mean of a random
sample of n members of the population, then as n grows larger the sample mean
x becomes closer and closer to the true meanµ.
Also, if a population has the true meanµ and the standard deviation a, .then
the probability of the distribution of the set of all sample means of n
members of the population becomes closer and closer to the normal distribution
with meanµ and standard deviation cr/-{n as n grows larger.
In terms of percentage points of the normal distribution, this means that a
fraction 1-a or a perc~ntage (1-a) 100% of the~ scores fall between the
numbers -~a62 and ~a,2~· For example, taking a= .05 so that 1-a = 1-.05 = .95
and (1-a) l 0% = 95%~ From a~ table it is seen that 95% of the scores fall
between -1.96 and 1.96.
The reason for the above explanation is to lead up to the statistical
conclusion that the 95% confidence interval for a true mean is:

As an example of the use of this formula for the dumpster box weights project,
consider the data for the Finishing dumpster boxes:

a = 391.6 lbs.
n 44 samples
Applying the 95% confidence interval formula:
1297 -1.96 x 391.6

This states that we are 95% confident that the true mean or average is between
1184 and 1413. From the standpoint of not understating the weight going to
the landfill, we can say that we are 97.5% confident that the overall average
will be no higher than 1413 lbs •

For all practical purposes, if n is larger than 30, namely, if we are working
with a set of more than 30 data points, then the distribution of all possible
sample means is close enough to the normal distribution for us to consider it
to be the normal distribution. Therefore, you can apply the confidence
interval to any other dumpster weight data sets with more than 30 data points.
If the data set is less than 30 points, then the T distribution should be used
and the confidence interval will be wider.
In summary, with these techniques with sufficient sample data, you should be
able to derive a mean interval for the entire data population without having
to weigh each dumpster load.

I received your letter dated October 3, 1991, concerning weighing of solid waste being
disposed of in the Ash Landfill (Permit #88-01) and the Process Landfill (Permit #88-05).
House Bill 1109 does require that all waste being disposed of in permitted landfills be
weighed. This includes waste generated by a private industry.
Regarding the waste being disposed of in the Process Waste Landfill, we feel that a
weighted average is inadequate. Types and amounts of waste generated in the process
areas/construction areas may vary; consequently, each filled container may not weigh the same.
Wastes disposed of in the Ash Landfill include wastewater treatment sludge and ash. As
you are aware, wastewater treatment sludge is exempt from the definition of "Solid Waste" and
therefore would not be subject to waste reduction mandates. The Solid Waste Section would like

weigh this material or provide us with an accurate weighted average, this information would be
helpful. The ash being disposed of is a regulated solid waste and we do need an accurate weight
concerning disposal of this material. Once again, we feel that weights of loaded trucks may vary
significantly, ruling out the possibility of estimating the amount of ash being disposed of in the
landfill.

__ (c) Completed areas shall be aclequately sloped to allow surface
water runoff in a controlled manner.
(6) VEGETATION REQUIREMENTS
__ (a) Within six months after final termination of disposal operations
at the site on a major part thereof or upon revocation of a
permit, the area shall be stabilized with native grasses.
__ (b) Temporary seeding will be utilized as necessary to stabilize the
site.
(7) WATER PROTECTION REQUIREMENTS
__ (a) The separation distance of four (4) feet between waste and
water table shall be maintained unless otherwise specified by
the division in the permit.
__ (b) Solid waste shall not be disposed of in water.
__ (c) Leachate shall be contained on site or properly treated prior to
discharge. An NPDES permit may be required prior to the dis-
charge of leachate to surface waters.
(8) ACCESS AND SECURITY REQUIREMENTS
__ (a) The site shall be adequately secured by means of gates, chains,
berms, fences, and other security measures approved by the
division, to prevent unauthorized entry.
__ (b) An· attendant shall be on duty at the site at all times while it is
open for public use to ensure compliance with operational
requirements. ·
__ (c) The access road to the site shall be of all-weather construction
and maintained in good condition.
__ (d) Dust control measures shall be implemented where necessary.

division within 24 hours and' a written notification shall be
submitted within 15 days.
__ (d) The removal of solid waste from a sanitary landfill is prohibited
unless the owner/operator approves and the removal is not
performed on the working face.
__ (e) Barrels and drums shall not be disposed of unless they are empty
and perforated sufficiently to ensure that no liquid or hazard-
ous waste is contained therein.
(11) WASTE ACCEPTANCE AND DISPOSAL REQUIREMENTS
__ (a) A site shall only accept those solid wastes which it is permitted to
receive.
__ (b) No hazardous, liquid, or infectious waste shall be accepted or
disposed of in a sanitary landfill except as may be approved by
the division.
__ (c) Spoiled foods, animal carcasses, abattoir waste, hatchery waste,
and other animal waste delivered to the disposal site shall be
covered immediately.
__ (d) Asbestos waste that is packaged in accordance with 40 CFR61, as
amended through January 1, 1985, may be disposed of separate
and apart from other solid wastes at the bottom of the working
face or in an area not contiguous with other disposal areas, in
either case, in virgin soil. Separate areas shall be clearly marked
so that asbestos is not exposed by future land-disturbing activi-
ties. The waste shall be covered immediately with soil in a
manner that will not cause airborne conditions. Copies of 40
CFR 61 may be obtained and inspected at the Solid and Hazard-
ous Waste Management Branch, Division oJ Health Services,
P. 0. Box 2091, Raleigh, NC, 27602. .
(12) MISCELLANEOUS REQUIREMENTS
__ (a) Effective vector control measures shall be applied to control
flies, rodents, and other insects or vermin when necessary.
__ (b) Appropriate methods such as fencing and diking shall be pro-
vided within the area to confine solid waste subject to be blown
by the wind. At the conclusion of each day of operation, all
windblown material resulting from the operation shall be col-
lected and returned to the area by the owner or operator.
