Charlotte, NC 28201-1006 Re: Request for Interim Change in Groundwater Compliance Monitoring and Reporting Dry Ash Landfill Phase I (Excavated) and Phase II Permit No.: 1804-INDUS-1983 Marshall Steam Station Terrell, North Carolina 28682 Dear Ms. Moutos: To support closure activities, six groundwater compliance monitoring and observation wells part of the Dry Ash Landfill Phase I (Excavated) and Phase II monitoring network have been abandoned. Remaining groundwater monitoring wells include one background well (MW-4) and one downgradient well (MW-1). Additionally, monitoring well MW-1 is a saprolite well that has become dry as result of ash basin decanting to support closure activities. The remaining compliance monitoring wells alone do not provide sufficient data to monitor and report on groundwater quality in the vicinity of the Dry Ash Landfill Phase I (Excavated) and Phase 11. Therefore, as an interim form of groundwater compliance monitoring and reporting for the Dry Ash Landfill Phase I (Excavated) and Phase II Duke Energy requests approval to use data from the site wide Coal Ash Management Act (CAMA) groundwater Interim/Effectiveness Monitoring Program (IMP/EMP) and provide the Solid Waste Section with the Marshall Annual Groundwater and Surface Water Monitoring Reports. The site wide CAMA network includes monitoring wells in areas downgradient of the Dry Ash Landfill Phase I (Excavated) and Phase 11, including the two remaining compliance monitoring wells, MW-1 and MW-4. This is proposed beginning in 2024 till the Dry Ash Landfill Phase II and ash basin closure activities, including construction of the stability features associated with the Dry Ash Landfill Phase II, are complete enough that groundwater monitoring wells can be installed to reestablish a compliance monitoring network for the facility. Attached to this request are the list of wells and parameters monitored on a semiannual and triannual basis part of the CAMA groundwater IMP/EMP.
