September 29, 2023 Mark Delehant General Services Director Burke County P.O. Box 1486 Morganton, NC 28680 RE: Burke County, Kirksey Drive Landfill Permit Number 12-01 Landfill Gas Monitoring Remediation Report - September 2023 Monthly Project 2233479.00, Phase 04 Dear Mark: LaBella Associates (LaBella) is submitting the attached methane monitoring results for Kirksey Drive Landfill, Permit Number 12-01. In response to a new exceedance of Lower Explosive Limit (LEL) for methane in gas Probe GP-1 during the August 2023 (third quarter) monitoring event, LaBella has implemented a monthly monitoring schedule for GP-1 and the National Guard Armory building. The September 2023 landfill gas remediation monitoring event was performed on September 27, 2023. During this event, LaBella monitored gas probe GP-1. We also attempted to monitor the National Guard Building; however, although they had been informed of our coming and had said they would be there, no one answered our knock on the door, nor did they answer when we tried to call them; therefore, we were only able to monitor the periphery of the building, not inside. The approximate locations of the monitoring locations are depicted in Drawing 1. The monitoring data for the gas probes and buildings are summarized in the attached Landfill Gas Monitoring Data Log. Methane was not detected in either gas probe, GP-1 nor around the periphery of the National Guard building. LaBella will continue monitoring GP-1 and the nearby National Guard Armory building monthly, per the plan proposed in the Third Quarter 2023 Landfill Gas Monitoring Report. We have included a NCDEQ Environmental Monitoring Reporting Form (EMRF) and will forward a copy of this report to Jaclynne Drummond with the NCDEQ Solid Waste Section. A copy of this report should be maintained in the facility's records. The next monthly monitoring event is scheduled for October 2023. If we can provide any additional information, please do not hesitate to call me at (336) 323-0092.
