Dear Ms. Drummond:
Odom Engineering, PLLC. is pleased to provide this document on behalf of Rutherford County. The
purpose of this document is to notify the North Carolina Department of Environmental Quality, Division
of Waste Management (DWM), Solid Waste Section (SWS) of the facility's plan to perform monitoring
for per- and polyfluorinated substances (PFAS) in April 2024 and October 2024 in accordance with
Rutherford County's 2025 fiscal plan.
The SWS issued a memorandum dated March 13, 2023 to all solid waste directors and landfill
owners/operators. The memo requires that all groundwater, surface water, and leachate samples collected
at solid waste sanitary landfills after July 1, 2023 be analyzed for PFAS.
The SWS issued a second memorandum dated July 17, 2023 to all solid waste directors and landfill
owners/operators. The second memo provides clarification to the PFAS monitoring requirements
including an option to propose a subset of assessment/corrective action groundwater monitoring wells
and a subset of surface water monitoring points.
The facility intends to conduct PFAS monitoring in April 2024 and October 2024 in accordance with both
memos and/or future correspondence issued by the SWS. Specifically, the facility will conduct
monitoring for PFAS in accordance with the monitoring matrix approved at the time of sampling.
The facility intends to proceed with PFAS monitoring starting in April 2024 in accordance with this notice
and Rutherford County's 2025 fiscal plan. We request that the SWS provide review and approval of this
PFAS monitoring plan in accordance with the SWS July 2023 memo so that the facility may conduct
monitoring as scheduled.
