PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 11 ADDITIONAL COMMENTS 1. David Powell was onsite to inspect Scotland County landfills. Mr. Higgins has retired, and Mr. Bill Lash is now the main contact for solid waste/landfills in Scotland County. The landfill is still down one full time employee to be fully staffed. The facility access road is constructed with all-weather materials and was in good condition. Site was clean with no odors or windblown waste. Good job. DS83-003, located just SE of the transfer station in the open area, was clean and clear during inspection. Debris site is NOT activated currently. Updated documents should be submitted for the debris sites for Scotland County, three of which are located at the county landfill. Emails with the documents were emailed to Bill Lash on 8/23/2023. Plans for a new scale and scale house are in the works. Please discuss with Section Permitting for any requirements that may be needed. Smith and Gardener staff were onsite sampling during inspection. Front of station/tipping floor. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility is gated with some signage on SW side of landfill, which is main entrance, with additional signage for traffic control. All waste coming to the landfill/station must go across scale at main entrance before dumping. However, the main entrance signage doesn’t have everything required, per rule, for Transfer Stations but does have everything for CDLF rules. Discussion with Mr. Lash was to update current signage and he wishes to add additional once closer to the working face of the CLDF and the transfer station. Good job. This will help keep waste going too proper locations and dumping procedures clear to the public. Signage at main entrance should be updated to meet transfer station rules. Any additional traffic control signs the county thinks are necessary to control traffic and dumping should be added to maintain control and a safe environment. Current main entrance fence and signage. 15A NCAC 13B .0405 (e)(4) - Signs shall be posted at the site entrances unless otherwise stated in the site permit. The signs shall be constructed of a durable, weather-resistant material. The signs shall be clear and legible to the public. The signs shall state the name of the operator of the site, emergency contact information, the operating hours of the site, the permit number of the current permit authorizing operations at the site, the types of waste that can be accepted under the permit, and that hazardous waste and liquid waste cannot be accepted at the site. SWS staff reviewed each record set randomly back to approximately 9/2022; waste screening records, monthly waste volumes for all types, scrap tire forms, transfer station wash down records (sent via email after inspection), groundwater sampling, methane sampling, septic hauler of leachate records, yard waste tonnages, rainfall records, safety meeting records, CDLF cover logs. Facility had newest copies of permits available onsite as well in paper and electronically. Certified operators’ certifications were also available in office. Waste screening is done once a day for MSW, for transfer station, and once a day for CDLF. White goods/scrap metal are accepted and taken by Scotland Salvage to remove CFCs. Electronics are taken at convenience sites and stored palletized, inside fenced area and inside building, at landfill. They are removed about twice a year by Southern Environmental Solutions of Carolinas. Scrap tires go to Central Carolina Tire. Tire trailers are kept on NE corner of landfill near transfer station. Asbestos is not accepted at Scotland County. Facility staff that have completed operator training: MOLO – Bill Lash expires 9/13/2025; TSOS – Bryan Lowery expires 8/10/2026; Elliot Cooper expires 8/10/2026; Vincent Locklear expires 5/16/2024; George Freeman expires 9/22/2024. Tipping floor was operating during section. Leachate was not an issue during inspection. Structure seemed to be in good shape, including tin siding and roofing. An entire station wash down with pressure washer has begun recently. Scotland washes down station walls and floor weekly. Logs were not being kept but Mr. Lash created some, to represent what he could remember was completed at the station and forwarded to Mr. Powell via email after inspection. Please be sure to document all wash downs, including biannual, in log for record review going forward. Fire extinguishers were still available on ends of station walls. Entire station being washed currently. 15A NCAC 13B .0405 (a)(11) - Site Cleaning and Maintenance: Unless otherwise stated in the site permit, all waste shall be removed from the tipping floor, the truck loading bays, and from behind push walls by the end of each day of operation and disposed of in accordance with this Subchapter. The tipping floor, push walls, and truck loading bays shall be cleaned with a pressure washer no less than once per month. The remaining areas of the site building including side walls and any material storage areas outside of the building shall be cleaned with a pressure washer no less than twice per year. Wash water generated from cleaning waste handling areas shall be contained and treated as leachate. Cleaning and maintenance records shall be maintained and made available to the Division upon written request. The leachate is pumped by septic hauler about once every few months. It is transported to the City of Laurinburg’s wastewater treatment plant. Leachate tanks were last pumped on 8/10/23. There were several landfills gas and water monitoring wells inspected surrounding the facilities at Scotland County site. Wells that were inspected around the landfill footprint were: MW1, MW8, LFG10, GP6, MW7, MW6, GP3, and GP1. Methane sampling showed and methane LEL level of 40%. Please work with Section Hydrogeologist Connel Boyd, 919 - 707 – 8934 or connal.boyd@deq.nc.gov in regard to methane and groundwater sampling. Wells near station. The county now has a water trailer that can be used on a roll off or used to fight fire and assist the pressure washing of the station. In addition, the county has purchased a 50 ft lift to help with entire station wash downs. Good job. Dust control/pressure washer assist. 50 ft lift for washing station. Many improvements have been made at the landfill/station, good job.
