PURPOSE OF SITE VISIT: Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None Page 1 of 5 NORTH CARnLINAD_E Q�� OepaNnent W Environnnnbl puel� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. The facility is fenced and is secured by a locking gate when it is not open for operation. 2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 3. The permit, operations plan, cover logs, and waste screenings were not reviewed during this inspection. 4. The access around the facility is stable and no soil erosion was noted. 4204-INDUS-1994 5. No woody vegetation was observed on the side slopes. The grasses were becoming slightly overgrown. The landfill should be mown at a minimum of twice per year, or as often as needed, so that the landfill could be properly inspected for issues. 6. Mr. Pike stated that grass had been sown in a bare area of the eastern side slope of the landfill. Ms. Thompson recommended that ground mulch be placed at a thickness no more than 4 inches on the side slope to assist in the growth of the vegetation. 4204-Transfer-2013 7. The condition of the tipping floor is consistent with the daily operation of the facility. All waste is removed from the tipping floor at the operating day. The tipping floor is also washed at the end of the operating day. 8. Areas of worn concrete were identified near the edge of the tipping floor and transfer trailer loading bay. Mr. Pike stated that the County was looking in to repairing the worn concrete with metal to extend the life of the area. Continue to monitor and repair the tipping floor as needed as described in the Transfer Station Assessment Report. 9. Mr. Pike stated that the County had the sheet metal to repair the exterior wall which had been damaged by C&D waste. Mr. Pike also stated that the vertical I -beams which support the deflector panels are not supported by the rear of the transfer station building. Mr. Pike surmised that the wiggling of the deflector panels is likely the reason why the bolts holding the I -beams are coming loose. Mr. Chris Williams, Halifax County Public Utilities Director, stated during a conversation prior to the inspection, that the I -beams holding the deflector panels would be welded to the transfer station support beams. This welding would provide support and stop the deflector panels from shifting and loosening of the bolts. Mr. Williams and Mr. Pike, both stated that the metal siding would be repaired after the support beams have been welded. 10. Windblown waste was actively being picked up during the inspection. Waste was identified within the transfer trailer bay and was consistent with daily operations. 11. Electronic goods are stored within a building, adjacent to the white goods and metal recycling area. The electronics have been palletized and will be picked up once the facility has enough pallets to fill a trailer. Continue to ensure that the electronic goods are stored upright to minimize glass breakage. 12. The metal recycling pile was small and well managed during this inspection. Mr. Pike stated that the metal had recently been picked up. 13. Plastic pesticide containers were starting to fall outside of the storage area. Mr. Pike stated that they were in the process of getting the recycling company out to grind the pesticide containers. Mr. Pike also stated that the previously identified damaged supports would be replaced once the appropriate materials could be obtained. Yard Waste Area 14. No unacceptable wastes were observed within the yard waste area. Mr. Pike said that any unacceptable wastes are removed and placed in containers as they are observed. 15. The unground vegetative waste was identified to be in one large pile. Ms. Thompson recommended that the vegetative waste be windrowed into smaller piles with fire breaks. A portion of the old mulch pile had been taken to the Bertie County Landfill for use. Continue to utilize the old mulch pile on -site or transport off -site for utilized by other facilities. 4204-MSWLF-1981 17. The side slopes of the closed MSWLF and CDLF-1998 Area 1 were properly mowed and maintained. 4204-CDLF-2013 18. The sides slopes of the CDLF Area 2 had been properly sloped and covered with mulch.
