Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Page 1 of 3 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section ADDITIONAL COMMENTS 1. Proper signage was observed at the entrance of the facility. 2. The facility is permitted to receive solid waste generated within Rowan County and out of county waste within the State of North Carolina. The facility receives waste from Cabarrus County, Davidson County, Davie County, Iredell County, Gaston County, Forsyth County, Stanley County, Mecklenburg County, Guilford County, Wake County, and Rowan County. 3. The facility accepts an average of 685 tons per day. Operational Inspection of the MSW Landfill Unit 4. The facility is currently working in Phase 4. 5. Edge of waste markers were observed. 6. Working face was small and compact. 7. One tire was observed near the edge of the working face and pointed out to Mr. Boyd. Immediately, Mr. Boyd radioed staff on the compactor the location of the tire to have it removed. 8. The facility utilizes synthetic tarps as daily cover and soil once a week. 9. Facility staff were actively picking up windblown waste during the inspection. Mulching and Grinding (T&P area) 10. No unacceptable waste was observed in this area. 11. Material is ground twice a year. 12. Mulch is not distributed to the public. White Goods, Scrap Metal Collection and Bottle Glass 13. Area is well maintained. 14. White goods and scrap metal are loaded into a large roll -off container which is transported by the contractor to their facility for CFC removal and recycling. The current contractor is Foil's Recycling, located in Harrisburg, NC. 15. The county has negotiated with Strategic Materials Inc. to use their facility glass bunker to temporarily store glass from Strategic's routes. Once a month facility staff load a trailer to be picked up by Strategic Materials Inc. to be recycled in Wilson, NC. Tire Collection 16. The area is well maintained, and tires are stored in U.S. Tire semi -trailers. 17. Scrap tire certifications are collected at the scale house and facility staff direct citizens to the tire collection area to unload tires into the trailer. The number of tires picked up by U.S. Tire in 2022 were 86,366. Records Review 18. A copy of the current permit and operations plan are maintained at the Engineering/Environmental Services Director's office located at 1102 North Long Street Extension, East Spencer, NC 28039. 19. Reviewed 2nd semi-annual 2022 groundwater monitoring report sampled August 15-17, 2022; October 5, 2022, 1st semi-annual 2023 groundwater monitoring report sampled January 17-19, 2023; April 4, 2023, 20. Reviewed the methane monitoring reports for 2nd Quarter 2022, 3rd Quarter 2022, 4th Quarter 2022, 1st Quarter 2023, and 2nd Quarter 2023. 21. Leachate is discharged by force main to the City of Salisbury WWTP. Total leachate discharged from Jan. — Dec. 2022 was 3,402,184.93 gallons. 22. Reviewed random inspection reports from January 1, 2023, to June 26, 2023. 23.
