Aufderhaar, P.G., Environmental Program Consultant North Carolina Department of Environmental Quality Division of Waste Management 1646 Mail Service Center Raleigh, North Carolina 27699-1646 Re: Remedial Action Progress Report, 2023 Second Quarter Former Seaboard Chemical and Riverdale Drive Landfill Site Jamestown, Guilford County, North Carolina Dear Mr. Aufderhaar: The Seaboard Group Il and the City of High Point are providing this 2023 Second Quarter Remedial Action Progress Report for the former Seaboard Chemical Corporation facility and the closed Riverdale Drive Landfill located in Jamestown, NC. During the second quarter of 2023, the mechanical and phytoremediation treatment systems processed 4,052,894 gallons of extracted groundwater and leachate. Based on the average influent contaminant concentrations, approximately 527 pounds of volatile organic compounds and 35 pounds of 1,4-dioxane were recovered from the groundwater extraction wells and leachate collection systems. Three minor shutdowns occurred during the second quarter of 2023 related to equipment repair (2.6 days), irrigation control upgrades (2.3 days), and SCADA programming (2.8 days). No other significant shutdowns occurred during this reporting period. The irrigation line replacement is underway and is approximately 80% complete. This work is expected to be finalized during the third quarter of 2023. Also, please find attached the TM- 11 Third Quarterly Monitoring Report (Appendix A) for groundwater samples collected on April 6, 2023 at the Pond 3 and SIS Basin Areas. Aufderhaar, P.G., Environmental Program Consultant North Carolina Department of Environmental Quality Division of Waste Management 1646 Mail Service Center Raleigh, North Carolina 27699-1646 Re: Extraction System Evaluation Monitoring — TM E-11 Third Quarter Analytical Results — April 6, 2023 Former Seaboard Chemical and Riverdale Drive Landfill Site Jamestown, Guilford County, North Carolina Dear Mr. Aufderhaar: The Seaboard Group II and the City of High Point have completed the third quarterly sampling event for the Extraction System Evaluation monitoring as outlined in the January 25, 2022 Technical Memorandum No. 11 (TM-11). A summary of the observations from this monitoring event is provided below: Pond 3 Area The capture zone created by extraction wells R-1 and PW-SF1 (Figure 1) is similar to prior quarterly observations; however, the effects of pumping show an increased influence on the western portion of the capture zone. This is likely due to the dewatering of the shallow bedrock zone on the western portion of the capture zone while the mafic dike system provides a sustained recharge source to the eastern portion of the capture zone. The observed total volatile organic compound (VOC) analytical results indicate an overall reduction in contaminant concentrations as compared to the second quarterly monitoring event (Figure 2). Monitoring well OW -SF I, which is located immediately downgradient of the extraction system, is an exception to the decreasing contaminant trend. The contaminant concentrations in this well have fluctuated over the quarterly monitoring events. The 1,4-dioxane concentrations (Figure 3) reported a slight decreasing trend in the two extraction wells (PW-SF1 and R-1) with an increasing trend in adjacent observation wells MW-7B and OW-SF1. The total VOC and 1,4-dioxane trends observed in the extraction and observation wells suggest the heterogeneity of the contaminant source area(s) and the continuing stabilization of the capture zone. SIS Basin Area The capture zone created by extraction wells RW-SIS7 and RW-SIS8 (Figure 4) is consistent with the prior quarterly observations. Iron fouling in RW-SIS7 continues to be an issue and the pump in the extraction well is routinely removed for cleaning. The pumping of RW-SIS7 creates a capture zone which extends in a downgradient direction to include the AW-3/AWB-4 well pair. This is supported by a lowering of groundwater elevations and an observed reduction in contaminant concentrations in the AW- 3/AWB-4 well pair. The total VOC and 1,4-dioxane analytical results at the SIS Basin area suggests a stable to slightly decreasing level of contaminant concentrations (Figures 5 and 6). The observed total VOC and 1,4- dioxane concentrations in AW-3/AWB-4 well pair (Table 2) indicate a slightly decreasing contaminant trend. Continued operation of the SIS Basin Area extraction system should further reduce contaminant concentrations in the observation monitoring wells. NC DEQ Review Comments of Extraction System Evaluation Reports, February 20, 2023 Comments were received from NCDEQ on February 20, 2023 based on a review of the first (1/17/23) and second (2/13/23) quarterly evaluation reports of the expanded groundwater extraction system. The following discussion addresses the comments provided by the review document: • Comment: The response from Seaboard Group II and the City of High Point to our conditional approval, dated March 8, 2022, indicated that water level measurements would be collected from well W-29 in the Pond 3 area. The tables do not list W-29 for the first two quarterly reports. Response: As provided by email dated 3/7/23, water level observation well W-29 could not be located in the field and was replaced by well W-30 (Figure 1). This well has been used for upgradient groundwater elevations at the Pond 3 Area in all quarterly reports. • Comment: Groundwater VOC Analytical Results and text related to the table. [various] Response: These comments represent minor edits and typos which have been addressed and a revised table was provided to NCDEQ by correspondence dated 3/6/23. • Comment: The samples for 1,4-D during the first quarter were collected approximately three months later than the VOC samples. The text in the report mentions the later sampling date but Table 2 does not. Include 11/17/2022 in the date column for collecting the 1,4-D samples and make a note that the November data applies only to the 1,4-D testing. Response: Note that the first quarterly 1,4-dioxane samples were collected (re -sampled) approximately seven weeks after the VOC samples due to a laboratory error. A notation has been added to Table 2 to reflect this resampling date. 0 Comment: The chloroethane results for AW-2 and AW-3 in the first report were qualified by the laboratory with asterisks, which according to the data qualifiers page means: "LCS and/or LCSD is outside acceptance limits, high biased". Results that have either low or high bias need to be called out and explained in future quarterly reports. Response: The LCS/LCSD are Laboratory Control Samples and Laboratory Control Sample Duplicates. If the reported results are outside of those laboratory control standards, it is flagged as either low biased or high biased. The laboratory results flagged with those qualifiers have been noted on Table 2. • Comment: The laboratory reports contain sample results for wells that are not listed in Table 2. These wells appear to be the current extraction wells. The text of each report should refer to the additional testing results and explain why they were not tabulated in the monitoring report. Response: Samples from the four new extraction wells are collected for operational purposes. The effectiveness of the air strippers as well as the phytoremediation system's ability to process the additional contaminant load is closely monitored. The results of these additional samples, which is not required by TM-11, is provided on the contaminant isopleth figures for all of the quarterly reports. • Comment: Figures: 1) We appreciate the presentation of the baseline and first quarter results next to each other in Figures 2, 3, 5 and 6. For Figure 6, the first quarter 1,4-D concentrations at AWB-4 and AW-3 are cut off on the right-hand side of the page, 2) In the second quarterly report, the inset graphs showing total VOC and 1,4-D concentrations are helpful. Please continue to include them as insets or separate charts in future reports, and 3) Include iso-concentration lines on the concentration figures in the future reports. Response: These comments have been addressed in this and subsequent quarterly reports. Please find attached to this report figures showing the groundwater conditions at the Pond 3 and SIS Basin Areas, updated tables with field and laboratory analytical summaries, and the full laboratory analytical report. The fourth quarterly Extraction System Evaluation monitoring event is scheduled for mid -July 2023. Please contact Mr. Gary D.
