(II) FACILITY HISTORY: $2.50 Crystal Cleaners has been owned and operated by Mr. Chae H. Cha for at least the past three years. The facility was a full-service perc plant until 2007. The manager onsite did not know how long perc was used or who the previous owner was. The building was constructed in 1980. Although the solvent-recovery system was installed after December 14, 1982, the total manufacturers' rated dryer capacity was less than 84 pounds. Therefore, the facility is not subject to the National New Source Performance Standard (NSPS) for Petroleum Dry Cleaners Subpart JJJ found in Title 40 CFR Part 60, Subpart JJJ (40 CFR Sections 60.620 through 60.625). (IV) INSPECTION SUMMARY: On October 19, 2021, John Stauber, Compliance Inspector with the North Carolina Division of Waste Management, Dry Cleaning Solvent Cleanup Act (DSCA) Program, conducted a Compliance Inspection at $2.50 Crystal Cleaners (photo 1). The inspector met with Kyung Cha, store owner, who provided the inspector access to the facility's equipment and available records. Page 3 of 6 Dry-Cleaning Machine The facility continues to use the same Eco-tech WHD-257 dry-to-dry petroleum machine manufactured by Woobang Machinery, MFG, Co (photo 2). The dry-cleaning machine was not observed in operation at the time of the inspection. Ms. Cha stated that the machine is typically operated 2 or 3 days per week for 1 load per day. No perceptible leaks or problems were noted with the machine. Separator water is collected in a container and treated on site. No separator water was observed at the time of the inspection. It was estimated that about a cup of separator water is generated each week. Spotting Table The spotting board is to the right of the dry-cleaning machine (photo 3). No Picrin or other TCE/PCE-containing agents are used. Central Vacuum The clothes press central vacuum is located near the presses, to the right of the spotting table (photo 4). Pump condensate is drained into a bucket and treated on site. It was estimated that about a cup of pump condensate is generated per day. Wastewater Treatment Unit Facility generated contact water is treated with an onsite wastewater treatment unit (WWTU) manufactured by Galaxy. The Galaxy WWTU is in a rear room of the facility, next to the solvent waste storage area (photo 5). The misting nozzle of the WWTU was mounted on the exterior wall of the building in a visible location. The owner pressurized the unit, and the nozzle appeared to be operating properly (photo 6). Ms. Cha stated that the WWTU is only used once a month, since little contact water is generated. She said the filters were last changed 2 months ago. The operation manual of the WWTU was maintained on site and the required recordkeeping was kept in WWTU inspection log in the DSCA Petroleum Compliance Calendar. Waste Storage The waste storage area is in the back room with adequate spill containment. Two 15-gallon, steel, solvent waste drums were observed in spill containment (photo 7). One container was empty, and the other container was about 75% full. Recordkeeping, etc. No waste disposal manifests were available for review because the facility has not had a waste pickup since the last inspection in 2018 (more than 3 years). Emergency spill cleanup material was stored on site (photo 8), and the emergency information form was completed and posted (photo 9). The following is a summary of $2.50 Crystal Cleaners’ compliance with respect to the DSCA Required Minimum Management Practices provided in 15A NCAC 02S.0202, National New Source Performance Standard (NSPS) for Petroleum Dry Cleaners Subpart JJJ found in Title 40 CFR Part 60, Subpart JJJ (40 CFR Sections 60.620 through 60.625), and Recovery Act (RCRA) referenced in 40 CFR part 261.5 and 262. Ms. Cha was instructed to continue the necessary actions to maintain compliance at $2.50 Crystal Cleaners. A follow-up inspection should be conducted by October 19, 2022 to confirm compliance.
