On July 21, 2016, the Solid Waste Section issued a letter entitled “CQA Certification Cabarrus LCID Landfill, Unit 2, Cell D” stating that the Section has completed and approved the review of Cell “D” construction documents for Unit 2 (DIN 25967). The Permit to Operate expires on June 11, 2019. PURPOSE OF SITE VISIT: Closure Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. The Permit to Operate was issued to Charlotte Motor Speedway (CMS), LLC as the landowner and Morehead LCID, LLC as the operator and leaser. 2. This site visit was conducted to confirm closure of the facility. 3. On June 8, 2022, Mr. Foster submitted a request for closure to the Solid Waste Section. 4. Documentation verifying soil cover thickness has been received by the Solid Waste Section Permitting Branch. 5. No waste was observed. 6. A good stand of vegetative cover was observed on the landfill. 7. Edge of waste markers were being maintained. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
