PURPOSE OF SITE VISIT: Partial inspection STATUS OF PAST NOTED VIOLATIONS: NONE OBSERVED VIOLATIONS: NONE The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS The facility is a construction and demolition (C&D) debris landfill. The Life-of-Site Permit for Continued Operation of Phases 1 through 6 was issued November 1, 2019. Life-of-site ends when the facility reaches its final permitted elevations or by December 31, 2057. Large Type I Solid Waste Compost facility (1007) and LCID (10E) also located onsite. 1. The facility is permitted to receive C&D waste, inert debris, asphalt, and land-clearing debris generated within Brunswick County. 2. The facility is fenced and is secured by a locking gate when it is not open for operation. 3. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 4. Personnel are onsite during operating hours. The C&D landfill is open to accept waste from 7:30 am until 5:00 pm Monday through Friday and 7:30 am until 3:00 pm on Saturday. The C&D debris landfill is normally closed on Sunday’s and select County holidays. 5. A perimeter road has been established around the entire footprint of the landfill. The perimeter road is being well maintained. 6. Permit and records not reviewed at this inspection. 7. Digital photos were taken during the inspection. CDLF 8. Landfill is currently being used minimally to save airspace. Most waste is being managed through the transfer station. 9. The working face was appropriately sized for the expected waste. The exposed area was less than ½ acre. Facility staff were keeping the working face compact and manageable. 10. No unacceptable waste observed in the working face. 11. Facility staff were properly grading side slopes and applying cover during the inspection. 12. Facility has been mowed. 13. Perimeter road is being well maintained. 14. Edge-of-waste markers have been installed and are being maintained around the landfill as required. 15. Monitoring wells were locked, capped and properly tagged. 16. Windblown waste was being well managed onsite. Facility compactor operator is inspecting each load hauled to the working face for materials that are light and tend to be blown away easily. Those loads are diverted back to the transfer station to help reduce the amount of windblown debris along the landfill slopes. 17. Facility is using fencing by the working face to confine solid waste that is subject to be blown by the wind. LCID 18. Signs are posted and contain all required information. 19. Only inert debris is accepted, which is crushed for reuse. 20. There was no unacceptable waste(s) observed in this area. Staff noted that they had ceased allowing one business to bring countertop material to this area and instead it was being disposed at either the landfill or transfer station. Compost Facility 21. The facility is a Large, Type 1 Solid Waste Compost Facility. 22. Permit To Operate issued November 1, 2019. Permit expires November 1, 2029. 23. Compost processed at Type 1 facilities shall be maintained at or above 55 degrees Celsius (131 degrees F) for 3 days and aerated to maintain elevated temperatures. Temperature records were reviewed for the current stockpile of ground yard debris. 24. Waste storage and compost windrows are maintained a minimum of twenty-five feet between windrows/waste piles and ditches/swales. 25. There is at least a 25 foot access path around the site for fire control vehicles. 26. All setbacks are in place. 27. No windblown waste was observed during the inspection.
