This notification is in accordance with NCDEQ Requirements for Municipal Solid Waste Landfill Facilities Section .1634(c)(3), which states the following: "Within 14 days of receipt of the analytical results, the owner or operator shall submit notice to the Division in writing and place the notice in the operating record identifying the 40 CFR 258 Appendix 11 constituents that have not previously been detected and reported to the Division." Groundwater sampling was completed by Pace Analytical Services, LLC (Pace) on April 27, 2023. The Appendix II assessment constituent laboratory analyses were performed by Pace for the assessment monitoring wells (MW-18A, MW-19, MW-19A, MW-20B, MW-21, MW-22, MW-22A, MW-25, MW-26, MW-31, MW-32R, MW-33, and MW-34). Results were received by Jett Environmental Consulting on May 23, 2023. Assessment wells MW-17 and MW-17A were abandoned in November 2022 as part of the Phase IV construction; therefore, were not sampled during the First Semi -Annual 2023 event. Upon installation and sampling, replacement wells MW-17R and MW-17AR data will be reviewed to determine if Assessment/Appendix II monitoring is warranted. During the First Semi -Annual 2023 event, two Appendix II constituents were detected at quantified levels that had not previously been detected above the laboratory practical quantitation limit (PQL): bis(2- ethyhexyl)phthalate at MW-31 (8.8 ug/L) and total cyanide at MW-32R (12.1 ug/L). The detection of bis(2- ethyhexyl)phthalate at MW-31 (8.8 ug/L) was slightly above the PQL (5.7 ug/L). The detection of total cyanide at MW-32R (12.1 ug/L) was slightly above the PQL (10 ug/L). The site intends to resample bis(2-ethyhexyl)phthaIate at MW-31 and total cyanide at MW-32R to confirm these initial quantified detections. The full groundwater report and statistical evaluation will be submitted per Sections .1632 and .1633.
