Transfer Station was issued to Alexander County on February 20, 2017. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS 1. The facility is permitted to receive solid waste generated within Alexander County only. 2. All waste is transported to Foothills Regional Landfill (Permit #14-03) for disposal. 3. A gate was provided at the entrance to prevent unauthorized entry. 4. The facility had proper signage. Records Review: 5. The Permit to Operate was current and available upon request. A current copy of the operations plan was not on site although it was observed during the previous inspection. Please ensure a copy of the approved Operations Plan is maintained on site. 6. Waste tonnage reports were verified for May 2022 through April 2023. The facility received 24,116.58-tons of waste during that time. 7. Waste screening reports were verified for May 2022 to present. The screenings were performed with adequate frequency. Be sure to document observed unacceptable waste streams and final disposition of those wastes. 8. Transfer Station Operations Specialist Certifications: x Charles Beall (expires 9/16/25) x Brett Bunch (expires 11/17/23) x Eddie Johnson (expires 3/12/26) x RD Story (expires 2/22/26) Operations Inspection of the Transfer Station: 9. No unacceptable waste streams were observed. 10. Please continue efforts to repair damaged portions of steel above the push walls. Mr. Mitchell explained he had a work order in place to have the remaining portion of damaged steel repaired. 11. Windblown waste was well controlled. 12. No waste was observed on the floor of the trailer loading bay. 13. Leachate drains within the floor of the trailer loading bay were free of obstructions. 14. A portion of the catch fence along the side of the trailer loading bay had been damaged since the last inspection. Mr. Mitchell explained plans were to repair this damaged fence in the near future. 15. Interior walls including the corners on each side of the trailer loading bay were free of residues at the time of inspection. Operations Inspection of the White Goods Area: 16. White goods were being collected on a dirt pad located west of the scalehouse. 17. All white goods containing chlorofluorocarbons (CFCs) were stored in an upright manner at the time of inspection. 18. This area was well managed. Operations Inspection of the Tire Collection Area: 19. All tires were being maintained in one of two covered trailers provided for tire collection. 20. This area was well managed. Operations Inspection of the Yard Waste and Treatment and Processing (Wood Grinding) Areas: 21. Land clearing debris, pallets and yard trash (leaves and grass clippings) were being maintained in separate stockpiles. 22. Adequate access had been provided around the stockpiles of pallets and yard trash. Additional access was needed on the west side of the stockpile of unground land clearing debris. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 3 23. No standing water was observed. 24. No offensive odors were observed. 25. Temperature logs were verified for the time period since the previous inspection. Records appeared to show that proper temperature requirements were being met. Records also provided dates the stockpile was turned. Supporting Comments: 26. The facility operates an asphalt shingle collection area west of the transfer station building. x Shingles are collected within concrete buttresses to contain the shingles within the designated area. x Signs were posted detailing acceptable and unacceptable materials. x No unacceptable wastes were observed. x All shingles were being maintained to the designated area. 27. As noted on the previous inspection report, Alexander County has operated a beneficial fill area on the west side of the Treatment and Processing Area, near the shingle collection area for quite some time. Mr. Mitchell explained during the previous inspection that this area was being filled to provide additional storage for the grinding area. The previous inspection report requested a revised Operations Plan and site map be submitted detailing the use and location of the beneficial fill area. x A revised Operations Plan for the Construction and Demolition landfill was submitted to the Solid Waste Section in August 2022 and is currently under review. This revised plan included a description of the beneficial fill area and site map showing its location.
