Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility is permitted to receive waste generated by Metrolina Greenhouses, Inc. Observed waste in landfill consisted of discarded plant material and attached root balls, soil, and discarded potting media components. 2. The landfill is secured with a lockable security gate and fence. Signage at entrance gates provide permit number and emergency contact information. 3. Entrance and interior roadways are of all-weather construction and are well maintained. 4. Some small plastic pieces were observed during the inspection. Mr. Hilton stated that plastic is removed from active face every few days. 5. Active working face is less than the permitted one acre. Side slopes appear to comply with permitted 3:1 ratio. 6. An adequate supply of soil was observed on site for use in case of fire. 7. Vegetation is established on side slopes. 8. No vector nuisances were observed during inspection. No fugitive dust or foul odors were present. 9. Water appears to be diverted away from the top of the landfill. No standing water was observed during inspection. 10.
