Dear Ms. Reid, The State of North Carolina, Division of Waste Management Solid Waste Section (Section) has reviewed the request for Chambers Development of North Carolina, Inc. to cease Cadmium-specific sampling from the Phase 3, Cell 1 sump at the Chambers Development MSW Landfill (Anson County), Permit No. 0403-MSWLF-2010. In accordance with the Addendum #1 Water Quality Monitoring Plan (FID 1579935), approved by the Section on May 14, 2021, leachate samples were collected from the Phase 3, Cell 1 sump pump and were analyzed for Cadmium per the Addendum #1 for 8 consecutive quarters. Sampling was required to monitor for any impacts from the unauthorized disposal of gypsum materials containing Cadmium levels above the hazardous waste standard of 1.0 mg/L in the vicinity of this sump pump. Based on the Section’s review of the Cadmium analytical results, the disposal of this material does not appear to have impacted Cadmium leachate levels. The requirements for leachate sump sampling for Cadmium as outlined in the plan has been met and approval is granted to cease the enhanced leachate sampling for the Phase 3, Cell 1 sump pump. Chambers Development of North Carolina, Inc., a wholly owned subsidiary of Waste Connections of North Carolina, Inc., has completed all actions detailed in the Hazardous Waste Assessment Plan and has satisfied the requirements of the Section’s April 29, 2021, letter and the December 15, 2020, Notice of Violation.
