HomeMy WebLinkAboutAnson Landfill Cadmium Sampling Closure Request 5.2.23 Waste Connections - Eastern Region | 11400 Parkside Drive, Suite 500 | Knoxville, TN 37934 Telephone: (865) 312-9500 | www.wasteconnections.com May 2, 2023 Mrs. Deborah Aja North Carolina Department of Environmental Quality (DEQ) Division of Waste Management Asheville Regional Office 2090 U.S. Highway 70 Swannanoa, North Carolina 28778 RE: Request to Cease Cadmium Monitoring at Anson Landfill Permit # 0403-MSWLF-2010 Dear Mrs. Stanley: On September 21, 2020 and September 22, 2020, approximately 631 tons of gypsum waste was transported from American Zinc Products, LLC to Chambers Development Landfill (Anson) prior to receiving TCLP analytical results for a composite sample. The analytical results indicated a Cadmium concentration of 1.1 milligrams per liter (mg/L), which is above the hazardous waste standard of 1.0 mg/L. In response to this incident, the State of North Carolina, Division of Waste Management Solid Waste Section (Section), through a letter dated April 29, 2021, required Anson to complete the following: 1. Develop a Hazardous Waste Assessment Plan (HWAP), including a section that limits delivery of material after sampling is complete and has been provided to landfill personnel. 2. Identify the location of the hazardous gypsum waste in the landfill and provide an assessment of waste removal options and the management of the waste within the HWAP. 3. Add Section 5.0 LEACHATE MONITORING PLAN to the HWAP, which requires quarterly sampling of the Phase 3, Cell 1 sump for Cadmium for 2 years and submit an addendum to the Water Quality Monitoring Plan describing this additional characterization effort. The characterization specified in item 3 above has been submitted to the Section via email from 2021 through 2023. Since the 2-year monitoring period has concluded, Anson is requesting to end the Cadmium-specific sampling from the Phase 3, Cell 1 sump.
