(CEC), on behalf of Greenway Waste Solutions at North Meek, LLC (Greenway), is pleased to submit request for a reduction in the frequency of monitored natural attenuation (MNA) monitoring that is currently being conducted at Greenway's North Meek C&D Landfill (NMLF) as part of an ongoing corrective action to address vinyl chloride and 1,4-dioxane exceedances in several site groundwater monitoring wells. 1.0 BACKGROUND CEC, on behalf of GWS, submitted a Corrective Action Plan (CAP) for the NMLF in October 2019. The CAP proposed to use a combination of active landfill gas (LFG) extraction within the waste mass and MNA at select monitoring wells. The CAP identified the following wells to monitoring for NINA parameters: MW-10(i), MW-12(i), MW-12D(i), MW-4, MW-4A, MW-4D, MW-4D-1, MW-6, MW-6D, MW-6D-1, MW-7, MW-7A, MW-7D, MW-9, MW-11A, and MW- 11D-1. The following MNA parameters are measured on a semi-annual basis: • Dissolved Oxygen; • Nitrate; • Iron; • Sulfate; • Sulfide; • Methane; • Ethane, Ethene; • Oxidation Reduction Potential; • Total Organic Carbon, Biochemical Oxygen Demand, Chemical Oxygen Demand; • Carbon Dioxide; • Alkalinity; • Chloride • Hydrogen; • Volatile Fatty Acids • pH; • Temperature; • Conductivity; and • Turbidity. 3701 Arco Corporate Drive, Suite 400 1 Charlotte, NC 28273 1 p: 980-237-0373 f: 980-237-0372 1 www.cecinc.com Ms. Jaclynne Drummond — North Carolina Department of Environmental Quality CEC Project 324-055 Page 2 March 27, 2023 The CAP was approved by the North Carolina Department of Environmental Quality (NCDEQ) Division of Waste Management — Solid Waste Section (Section) in a letter dated October 3, 2019. Section 5.0 of the CAP specifies that, after the completion of two years of baseline monitoring, GWS may petition the Section to remove specific MNA parameters and/or MNA wells from the schedule, and/or reduce the frequency of MNA monitoring. Discussions with Section personnel have indicated that current Section policy is to not remove MNA parameters and/or wells; however, a reduction in frequency of MNA sampling, based on results of previous monitoring events, remains a possibility. 2.0 SUMMARY OF MONITORING DATA GWS personnel conducted quarterly baseline MNA sampling between April 2020 and July 2021 — six monitoring events, three of which (April 2020, October 2020, and April 2021) coincided with the standard semi-annual water quality monitoring events. Tables summarizing the results for MNA parameters for each monitoring well are included in Attachment A. MNA constituent detections in all MNA wells is relatively stable, with some apparently minor seasonal fluctuations, with the exception of dissolved hydrogen. Of the MNA constituents with groundwater standards established in 15A NCAC 2L — iron (300 µg/L), chloride (250,000 µg/L), nitrate (as N) (10,000 µg/L), sulfate (250,000 µg/L), and acetic acid (5,000 µg/L) — only iron has been consistently detected above the 2L standard, and none of the MNA constituents have an established Interim Maximum Allowable Concentration (IMAC). Dissolved hydrogen results appear to vary significantly in a number of MNA wells, most notably MW-6, MW-6D, MW-6D-1, MW-7, MW-7A, and MW-7D. The pH values measured on these wells during the purging process have consistently been between 6.0 and 7.0 standard units, and typically between 6.0 and 6.5 standard units, indicating slightly acidic groundwater conditions. This is consistent with pH measurements site -wide and representative of naturally occurring groundwater conditions in the region. 3.0 MNA CONSTITUENT MONITORING FREQUENCY REDUCTION CEC and GWS are requesting a reduction in the frequency of the monitoring of MNA constituents to once every three years during both semi-annual monitoring events (i.e., the next rounds of MNA monitoring would be conducted in the Spring and Fall of 2025). Detection and assessment monitoring currently underway at the facility would continue on the current schedule. Note this reduced sampling frequency would only apply to MNA parameters that are not also included in the current detection and assessment monitoring lists. A Corrective Action Effectiveness Report (CAER) is required to be submitted every five years while a corrective action is in place.
