LOS Permit issued 1/7/2019 for phases 1-6a. Expires 4/4/2056. PURPOSE OF SITE VISIT: Partial Facility Compliance inspection – Old LCID test digs. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 8 ADDITIONAL COMMENTS: 01 - Signs posted at the entrance have all required information as stated in the permit and this facility is adequately secured by fencing and locking gates. 02 - Interior roadway is of all-weather construction and maintained in good condition. 03 - This site visit was to conduct test digs on an Old Land Clearing and Inert Debris Landfill (LCIDLF) for possible harvesting of soil to be used as cover material for this facility (7002-CDLF). 04 - There were 14 plus test holes dug to evaluate the soil and waste types in this old LCIDLF. The digs were from areas at the toes, mid points and center points at random across the landfill. 05 - There was some Construction and Demolition (C&D) waste noted in several test digs which can be screened out and taken to the onsite 7002 CDLF. 06 - There was a large volume of Inert Debris (ID) (concrete and brick) noted during this dig that can be processed and used on the roads inside of the landfill. Be sure to conduct a TCLP test on any painted concrete and brick to ensure compliance. 07 - Soil Samples were taken from most of the test pits that were dug using the TCLP test as well. 08 - When the test results are back, you will need to send a plan to The Division of Waste Management, Sherri Stanley, (sherri.stanley@ncdenr.gov) (919-707-8235) Solid Waste Section Permitting Branch Head and Jason Watkins, (jason.watkins@ncdenr.gov) (336.776-9674) Solid Waste Section, Field Operation Branch Head for approval of this harvesting project. 09 -The soil cover varied from 2 feet to 4.5 feet on the existing landfill. 10 - Digital pictures were taken during this site visit with some attached to this report. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
