STATUS OF PERMIT: Permit To Operate (PTO) Phase 1, 2, 3 and T&P unit issued October 18, 2022 C&D Landfill Life-of-Site Permit Treatment and Processing Permit expires on September 2, 2024 PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS On April 13, 2023, Chuck Kirchner met with Kent Coble, Brenda Coble and Deanna Coble Martin to conduct a comprehensive inspection of the Coble’s Sandrock, Inc. C&D Landfill on Foster Store Road in Liberty, Alamance County. 1. The facility is a construction and demolition debris (C&D) landfill. 2. The facility also conducts a yard waste (YW) management operation, a postconsumer recycled asphalt shingles (PRAS) operation (T&P), a recycled materials recovery operation, and a mobile home deconstruction operation (T&P). 3. The facility crushes concrete, mines a pre-existing land clearing and inert debris (LCID) landfill, in future Phase 4, and has a Temporary Disaster Storage and Reduction Site (TDSR). 4. The new life of site permit approves the operation of Phases 1-3 and the Treatment and Processing (T&P) unit. 5. The facility permit, site plan, and operations plan were discussed. 6. The facility is in operation Monday through Thursday 7:30 am – 4:30 pm and Friday 7:30 am – 2:00pm. 7. The facility is permitted to receive C&D, inert debris, land clearing debris (LCD), and (used) asphalt at the landfill area. 8. The facility has two NPDES permits. The Landfill NPDES permit, Permit Number NCG120115, has a status of active as of March 21, 2022. There is also a construction General Permit No. NCG010000, effective 4/1/2019, expiration date of March 31, 2024. 9. North Carolina Department of Agriculture & Consumer Services last inspected the scales on September 20, 2021. Mrs. Martin stated that the previous inspector recently retired. 10. The facility is currently accepting C&D in Phase 3B. 11. The facility commonly receives material from: Alamance, Chatham, Guilford, Orange, and Randolph Counties. 12. The facility shall not accept yard trash. 13. The following are facility certified personnel: a. Deanna Coble Martin, Certified Landfill Operations Specialist, No. LF-2013072, exp. 11/07/25 14. The facility conducts ~ 4 waste screenings a month. Waste screening records were verified for March 30, 2022 through April 6, 2023. 15. The facility maintains a record of the amount of material received. The facility received 17,212.69 tons of C&D from July 1, 2022 through March 31, 2023. The amount of materials recovered in that timeframe was 3,900.12 tons. 16. The facility annual report (FAR) dated July 11, 2022 was received by the SWS. Tonnage received July 2021 through June 2022 is 11,292.08 tons. The amount of materials recovered in that timeframe was 3,854.74 tons. 17. The facility maintains a weekly soil cover log recorded on a wall calendar. Records were verified for March 30, 2022 through January 25, 2023. 18. The working face appeared adequate, small and compact. 19. The facility shall cover solid waste with six inches of soil when the waste disposal area exceeds one-half acre and at least once weekly. 20. A small amount of waste material (flagging) was observed outside of the working face. Material could be from the day’s operations. Ensure all waste outside of the working face is returned to the working face or is covered with a minimum 6” soil as discussed in the field. Solid waste shall not be visible when covered. 21. The landfill footprint is designated by edge of waste markers. 22. No windblown litter was observed along the roadside or around the edges of Phases 1-3. 23. The facility maintains semiannual groundwater and surface water monitoring test records conducted by Municipal Engineering, Inc. and analyzed by Pace Analytical Services, Inc. Records for October 2021, April 2022 and October 2022 were verified. An exceedance was noted for each monitoring event. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Records for April 2022, July 2022, October 2022 and February 2023 were verified. No methane or hydrogen sulfide was detected during these sampling events. 25. The facility is borrowing soil used for cover material from area just south of Phase 3. 26. Mrs. Martin stated that the facility has accepted ~3 mobile homes to date in 2023. 27. The facility has a conditionally approved temporary disaster storage and reduction site (TDSR) at the landfill for C&D and vegetative material. The TDSR number is: DS01-015. The site is currently inactive. 28. Three acres are allotted for the management of vegetative material associated with disaster debris within the undeveloped C&D landfill future Phase 5. 29. Demolition material associated with disaster debris shall be placed in the landfill, managed per the facility permit, operations plan, and the SWS rules. 30. The Snow Camp Volunteer Fire Department and/or the E.M. Holt Fire Department can be contacted to address an emergency at the facility. 31. The facility has all-weather access roads. 32. The facility is secured by a locked gate. 33. The facility has proper signage.
