On December 13-14, 2022, landfill gas sampling occurred in accordance with Work Plan for Landfill Gas Sampling, dated October 5, 2022, prepared by S&ME, and approved by the Division on October 31, 2022. The collection of landfill gas data is to support the design of the voluntary amended final cover system (i.e., geosynthetic cap) for the landfill. Landfill gas data was collected from 24 landfill gas implants that were installed temporarily for this study. Landfill gas field screenings were conducted at each implant location, and landfill air samples were collected from five of the implant locations. The analytical results are included herein. Based on the landfill gas sampling results summarized in this report, the updated final cover system design will include landfill gas vents to aid in the reduction of damage to the geosynthetic cap and lateral gas migration from the landfill. The landfill gas vent design will follow the details and drawings included in the Amended Closure and Post Closure Care Plan for Landfill No. 1 (Section 2.9 and Drawings 16 and 19), dated September 7, 2022, and pending review by the Division. To ensure compliance with 15A NCAC 13B, Sections .1626 and .1627, a landfill gas monitoring plan for the landfill will be submitted to the Division upon completion of the geosynthetic cap construction. Landfill #1 has a footprint area of approximately 12 acres. A site map depicting the aerial extent of the landfill, with the sampling locations, is provided as Figure 1. A table with the coordinates of the sampling locations is included in Table 1. The application for the landfill was originally submitted in 1972 to accept construction material and other wastes including paper, cans, lunch box scrap and fish waste. Additional disposal of oil absorbent materials, carbon granules, sludge, borax, diatomaceous earth, and ion exchange resins were permitted under a case -by -case basis. This landfill was permitted in 1981 (Permit No. 60-04). Closure of the Landfill was completed in 1993 with construction of an earthen cover consisting of approximately two feet of compacted soil. On December 13, 2022, S&ME installed 24 landfill gas implants at the subject property. The construction of the implants is included in Table 2. Following installation, S&ME conducted field screening for landfill gases at each implant location. The landfill gas field screening results are included in Table 3. On December 14, 2022, S&ME collected air samples from five landfill gas implants and submitted the samples for laboratory analysis of Fixed Gases by EPA Method 3C and Sulfurs by EPA Method TO-15 Modified. The analytical results are included in Table 4. Field screening and laboratory analysis, detected methane gas above the lower explosive limit (LEL) at McGuire Landfill #1. The composition and concentrations of landfill gasses indicate that methanogenesis and anaerobic decomposition are occurring within the landfill, at a strong rate, and should be expected to continue for the near future. Data collected from this sampling event does not suggest the closed landfill is currently out of compliance regarding explosive gas control. However, placement of an upgraded, low -permeability geomembrane cover on the landfill would likely result in the buildup of landfill gas beneath the cover system, possibly resulting in the following: ♦ damage to the cover system and ♦ increased lateral migration of explosive gases from the landfill. Based on the landfill gas sampling results, S&ME recommends the updated final cover system design include landfill gas vents. S&ME also recommends performing landfill gas monitoring around the perimeter of the landfill during the post -closure period, until such time as the potential for lateral migration of landfill gas has been determined to be in compliance with 15A NCAC 13B, Sections .1626 and .1627 of the North Carolina Solid Waste regulations. On behalf of Duke Energy, S&ME has collected landfill gas measurements and laboratory data to support facility closure and post -closure design, by evaluating whether landfill gas vents would be necessary in the final cover system design and whether landfill gas monitoring would be necessary during the post -closure period, with the updated final cover system. S&ME conducted the landfill gas sampling in accordance with Work Plan for Landfill Gas Sampling, dated October 5, 2022, prepared by S&ME, and approved by the North Carolina Department of Environmental Quality (DEQ), Division of Waste Management (DWM), Solid Waste Section (SWS) on October 31, 2023. A copy of the SWS approval letter is included in Appendix III. 2.0 Field Services 2.1 Gas Implant Installation On December 13, 2022, 24 temporary landfill gas implants were installed at the locations shown on Figure 1. Location coordinates for each gas implant are included in Table 1. Implant construction details including total depth, bentonite, and sand pack intervals are included in Table 2. Photographs of field sample collection are included in Appendix IV. The gas implants were installed as follows: Using direct push techniques via a track -mounted Geoprobe(D rig, S&ME installed 24 gas implants in general conformance with Geoprobe's "Implants Operation" manual, as referenced in S&ME's Work Plan for Landfill Gas Sampling, dated October 5, 2022, and approved by NCDEQ on October 31, 2022. The probe rods were extended to a depth of at least 10 feet below ground surface (ft-bgs). At locations where refusal was encountered significantly less than the proposed termination depth of 10 ft-bgs, the original boring was abandoned and a new boring was conducted adjacent to the original location. Polyethylene tubing was attached to the sampling implant and the implant was set at the terminus of the borehole. March 29, 2023 s Landfill Gas Sampling Report (Permit No. 6004-INDUS-1981) Duke Energy - McGuire Nuclear Station - Landfill No. 1 Huntersville, Mecklenburg County, North Carolina S&ME Project No. 22350048 2.2 Landfill Gas Field Screening 2.2.1 Landfill Gas Screening Methods Following installation, all 24 landfill gas probes were screened for landfill gas on December 13, 2022. Portable meters were used to collect the following parameters at each gas probe and background screening location: Photo -Ionization Detector (PID) MiniRAE 3000 for total volatile organic compounds (VOCs) Landfill Gas Meter — GEM 5000 Plus for: ♦ methane:0-100% ♦ hydrogen sulfide: 0-500 ppmv ♦ carbon dioxide: 0-100% ♦ oxygen:0-25% ♦ barometric pressure Each of the meters listed above has an internal pump, which was used to draw air samples from the gas probe through the portable meters. New polyethylene tubing was connected from the meters to each soil gas probe cap for sampling. A thermohygrometer was used to measure ambient air for humidity and temperature. Ambient humidity and temperature is sometimes used in determining air quality in during testing applications, when humidity and temperature might affect test results. Instruments were calibrated in the field following manufacturer recommendations for each instrument. A summary of field calibration procedures used performed during sampling was documented on the field sample forms included in Appendix IV. 2.2.2 Volatile Organic Compounds The total VOC detections, as measured with the PID, ranged from 0.0 to 19.0 parts per million by volume (ppm-v), with the highest concentration detected in soil gas implant SGI-11 at 19.0 ppm-v. VOC screening results are summarized in Table 3. 2.2.3 Methane Methane was detected at concentrations ranging from 0.1% to 65.6%. For reference, methane screening results are summarized in Table 3 and shown on Figure 2 and are compared to the lower explosive limit (LEL) for methane. At 12 of the 24 SGIs screened, methane was detected above its LEL. Hydrogen Sulfide was detected at concentrations ranging from 0 — 13 ppm with the highest concentration detected in soil gas implant SGI-6 at 13 ppm. Hydrogen Sulfide screening results are summarized in Table 3. 2.3 Landfill Gas Sample Collection and Analysis On December 14, 2022, S&ME mobilized to the site to collect five samples from the soil gas implants with the highest detections of landfill gas recorded during field screening. 2.3.1 Leak Testing Prior to sample collection S&ME proposed to perform the following leak test by attaching a brass T- connector to the end of polyethylene tubing and connecting a section of Teflon tubing to one part of the T-connector and another section will be attached to a batch -certified, 6-liter summa canister. A plastic shroud will be placed overtop the SAMPLE tubing array and summa canister. The other section of tubing from the T-connector will be fitted through the shroud and attached to a helium detector. S&ME will then inject helium (tracer) gas into the plastic shroud. The sampling array will be monitored for leaks by monitoring for the presence of helium gas concentrations within the tubing. If the tracer gas is not detected through the sampling array, then the sampling array will be considered leak free. If leaks are detected, the sampling array will be re -built and re -tested for leaks. However, during the first leak test at soil gas implant SGI-22 S&ME followed the proposed leak test protocol but did not pass the leak test. S&ME rebuilt the sample train, purged the soil gas implant and conducted the proposed leak test twice more and did not pass the leak test. S&ME removed the leak test shroud and connected the helium detector to the soil gas implant directly. The helium detector indicated gases were being detected from the soil gas implant at levels that would fail a leak test. S&ME collected readings from each sample point and confirmed all soil gas implants were producing gas readings that would produce a failing leak test. S&ME could not accurately complete leak tests at each soil gas implant and proceeded without conducting leak testing as proposed at each sampling point. A photograph of the SUMMA canister and typical sample train are included in Appendix IV. 2.3.2 Sample Collection On December 14, 2022, S&ME collected five landfill gas samples from soil gas implants SGI-6, SGI-7, SGI- 8, SGI-13, and SGI-21 which were the locations with the highest landfill gas detections recorded during field screening on December 13, 2022. Prior to sample collection, three volumes of air were purged from each soil gas implant. After purging the sampling array, the valve to the 6-liter summa canister was opened to allow the collection of a landfill gas sample. S&ME allowed the sample to run for 1-hour or before the regulator pressure read 5 pounds per square inch (PSI). The sample collection run times, canister and regulator IDs are included on the sample collection forms included in Appendix IV. March 29, 2023 Landfill Gas Sampling Report (Permit No. 6004-INDUS-1981) •" Duke Energy - McGuire Nuclear Station - Landfill No. 1 Huntersville, Mecklenburg County, North Carolina S&ME Project No. 22350048 S&ME shipped the samples under standard chain -of -custody protocol to Enthalpy Analytical (Enthalpy) for analysis by Fixed Gases (H2, N2, 02, CO, CO2, CH4) by EPA Method 3C and Sulfurs by EPA Method TO- 15 Modified. 2.3.3 Analytical Results Methane, hydrogen sulfide, carbon dioxide, nitrogen and oxygen were detected in the landfill gas samples submitted for laboratory analysis. Methane was detected above its LEL in four of the five samples analyzed. Detected concentrations of hydrogen sulfide, carbon dioxide, nitrogen and oxygen were typical for municipal solid waste (MSW) landfills. The analytical results are included in Table 4. The laboratory analytical report is included in Appendix V. 3.0 Investigative Derived Waste and SGI Abandonment No impacted media (soil cuttings or groundwater) or other investigative derived wastes (e.g., landfill waste mass) were encountered or generated during the investigation. Soil from installation of the SGIs was used to plug/backfill each of the borings, when abandoned. Following sample collection from the SGIs, S&ME abandoned the SGIs in -place. 4.0 Deviations from Scope On behalf of Duke Energy, S&ME submitted Work Plan for Landfill Gas Sampling, dated October 5, 2022. The Work Plan was approved by NCDEQ on October 31, 2022. As discussed in Section 2.3.1, S&ME could not accurately complete leak tests at each soil gas implant and proceeded without conducting leak testing as proposed. No other deviations were made from the approved Work Plan during the landfill gas sampling. 5.0 Discussion - Landfill Gas Generation and Migration Landfill Gas Generation Landfill gas is a natural by-product of the anaerobic bacterial decomposition of organic waste in a landfill. The composition, quantity, and rate of landfill gas generation are dependent on the types of waste that are decomposing and a number of environmental factors that affect the level of microbial activity within the wastes (e.g., presence of oxygen in the landfill, moisture content, and temperature). The decomposition of biodegradable waste begins with aerobic decomposition which lasts until the oxygen in the landfill is depleted. The anaerobic phase then begins, resulting in landfill gas production. Landfill gas is typically composed of roughly 45-60% methane (CH4), 40-60% carbon dioxide (CO2) and a small amount of trace gases (non -methane organic compounds, ammonia, sulfides, etc.). Hydrogen sulfide (H2S) is produced in landfill either when sulfur -containing landfilled material breaks down via anaerobic decomposition, and/or when sulfate -reducing bacteria (SRB) oxidize organic March 29, 2023 4 Landfill Gas Sampling Report (Permit No. 6004-INDUS-1981) •" Duke Energy - McGuire Nuclear Station - Landfill No. 1 �a Huntersville, Mecklenburg County, North Carolina S&ME Project No. 22350048 substrates and use sulfate as the terminal electron acceptor. H2S is a colorless, poisonous, and flammable gas that has a pungent odor of rotten eggs. H2S has no bearing on the whether landfill gas vents may be necessary in the final cover system design and whether landfill gas monitoring may be necessary during the post -closure period, with the updated final cover system. Information on H2S is provided for health and safety awareness. H2S is heavier than air and may be an asphyxiation hazard in excavations/borings into landfill waste. Exposure to low levels of H2S can cause irritability, watery eyes, asthmatic symptoms and headaches. The Occupational Safety and Health Administration (OSHA) legal airborne permissible exposure limit (PEL) is 20 ppm not to be exceeded at any time, and 50 ppm as a maximum peak, not to be exceeded during any 10-minute work period. Landfill Gas Migration The production of landfill gas creates a positive pressure within the landfill that forces the gas to migrate. Landfill gas migrates by diffusion and pressure gradient and will follow the path of least resistance. Several factors affect landfill gas generation and migration through the subsurface. The production of landfill gas is directly related to the amount of organic matter present in waste. Gas is created under the landfill surface and generally moves away from the landfill, either by rising up through the landfill surface or migrating underground to surrounding areas. Three main factors influence gas migration in a landfill: Permeability. Gas flows through areas of least resistance. If one side of the landfill is very permeable, then gas will likely migrate from that area of the landfill. Artificial channels such as buried utilities and trenches can facilitate gas migration. Subsurface gas typically migrates above the groundwater table and is typically restricted laterally by streams. Diffusion. Gas moves to areas with lower gas concentrations. Gas concentrations are generally lower in areas surrounding the landfill. Pressure. Gas moves to areas of lower pressure. The pressure of the surrounding areas (e. g., changing weather conditions) will affect gas movement from the landfill. The type or presence of landfill cover can influence landfill gas generation and migration. Although a low permeability cap will typically reduce moisture and landfill gas generation over the longer term, initially, the installation of a landfill cap could drive landfill gas migration further from the landfill in the subsurface without proper ventilation (either passive or active). This is especially true in the case of unlined, unvented landfills. 6.0 Conclusions & Recommendations Through field screening and laboratory analysis, S&ME has measured methane gas, at McGuire Landfill #1, at concentrations greater than the LEL. The composition and concentrations of landfill gases indicate that methanogenesis and anaerobic decomposition are occurring within the landfill and should be expected to continue for the near future. This Work Plan is intended to collect landfill gas measurements and laboratory data to support facility closure and post -closure design, by evaluating whether landfill gas vents would be necessary in the final cover system design and whether landfill gas monitoring would be necessary during the post -closure period, with the updated final cover system. Duke Energy's consultant, S&ME, plans on installing 24 soil gas implants for the field screening of methane and hydrogen sulfide as depicted in Figure 1 and 2. Volatile organic compounds (VOCs) exceeding state regulatory standards have been reported, at the landfill review boundary, during the semi-annual groundwater monitoring events. Duke Energy conducted a site characterization at the site which concluded an upgraded closure cap on Landfill #1 could serve as a proactive measure to significantly reduce infiltration from precipitation through the landfill waste mass, thus limiting constituent of concern migration to groundwater. (a) Owners or operators of all MSWLF units must ensure that: (i) The concentration of methane gas generated by the facility does not exceed 25 percent of the lower explosive limit for methane in facility structures (excluding gas control or recovery system components); and (ii) The concentration of methane gas does not exceed the lower explosive limit for methane at the facility property boundary. (b) Owners or operators of all MSWLF units must implement a routine methane monitoring program to ensure that the standards of (4)(a) are met. A permanent monitoring system shall be constructed on or before October 9, 1994. A temporary monitoring system shall be used prior to construction of the permanent system. (i) The type and frequency of monitoring must be determined based on the following factors: (A) Soil conditions; (B) The hydrogeologic conditions surrounding the facility; (C) The hydraulic conditions surrounding the facility; and (D) The location of facility structures and property boundaries. (ii) The minimum frequency of monitoring shall be quarterly. (c) If methane gas levels exceeding the limits specified in (4)(a) are detected, the owner or operator must: (i) Immediately take all necessary steps to ensure protection of human health and notify the Division; (ii) Within seven days of detection, place in the operating record the methane gas levels detected and a description of the steps taken to protect human health; and (iii) Within 60 days of detection, implement a remediation plan for the methane gas releases, place a copy of the plan in the operating record, and notify the Division that the plan has been implemented. The plan shall describe the nature and extent of the problem and the proposed remedy. (iv) Based on the need for an extension demonstrated by the operator, the Division may establish alternative schedules for demonstrating compliance with (4)(c)(ii) and (iii) of this Rule. (d) For purposes of this Item, "lower explosive limit" means the lowest percent by volume of a mixture of explosive gases in air that will propagate a flame at 25°C and atmospheric pressure. 1626(10) Recordkeeping requirements. (a) The owner or operator of a MSWLF unit must record and retain at the facility, or an alternative location near the facility approved by the Division, in an operating record the following information as it becomes available: (iii) Gas monitoring results and any remediation plans required by Item (4) of this Rule; page 1 of 2 .1627 — CLOSURE AND POST CLOSURE REQUIREMENTS FOR MSWLF ACTIVITES .1627(d) Post -Closure Criteria (1) Following closure of each MSWLF unit, the owner or operator shall conduct post -closure care. Post -closure care shall be conducted for 30 years, except as provided under Subparagraph (2) of this Paragraph, and consist of at least the following: (D)-Maintaining and operating the gas monitoring system in accordance with the requirements of Rule .1626 of this Section. (2) The length of the post -closure care period may be: (A) Decreased by the Division if the owner or operator demonstrates that the reduced period is sufficient to protect human health and the environment and this demonstration is approved by the Division; or (B) Increased by the Division if the Division determines that the lengthened period is necessary to protect human health and the environment. (3) Following completion of the post -closure care period for each MSWLF unit, the owner or operator shall notify the Division that a certification, signed by a registered professional engineer, verifying that post -closure care has been completed in accordance with the post -closure plan, has been placed in the operating record. NOTES: Based on the referenced rules above, the following words / phrases are presently in the Solid Waste Section rules pertaining to methane and explosive landfill gas.
