PURPOSE OF SITE VISIT: Comprehensive Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS The facility is a transfer station owned by GFL Environmental USA Inc and is located on property that includes the Waste Industries Stone Park Court Land Clearing and Inert Debris County Landfill (Permit# 32J-LCID). Hilco Transport, Inc operates the transfer station. Recyclable and recovered materials such as cardboard, metal, and concrete are removed and transported to Wall Recycling – Hoover Road (Permit# 3215-TRANSFER-2020). 1. The facility accepts waste Monday through Friday from 7am to 4pm and is fenced and secured by a locking gate when it is not open for operation. Correct signage is posted at the entrance of the facility listing the facility name, permit number, emergency contact information, as well as a list of non-acceptable wastes. 2. The facility permit and operations plan were available on-site and reviewed with the General Manager and other staff. Ensure all NCDEQ representative contact information within the operations plan is up to date. 3. Waste screening reports were verified up to 3/28/23. The facility conducts screenings on approximately 5% of loads received. 4. The following are facility certified personnel: a) William Davidson, Certified Transfer Station Operations Specialist, TS-2012049, exp. 6/22/24 b) Jermaine Smith, Certified Transfer Station Operations Specialist, TS-2014005, exp. 2/5/2024 c) Marvin McLeod, Certified Transfer Station Operations Specialist, TS-2022079, exp. 8/24/25 5. The transfer station tipping floor has two receiving areas; C&D waste is processed on the left half of the tipping floor, and MSW is processed on the right half. The concrete dividing wall between the two processing areas was effectively keeping the C&D waste and MSW separated. 6. The tipping floor is in generally good condition. Mr. Davidson stated that repair of the exposed rebar in the tipping floor and push wall of the MSW processing area is within the current capital expenditure request and should be completed within the next year. 7. Windblown waste was being managed properly and active cleanup was occurring during this inspection. In the previous inspection, it was recommended that two large sections of missing metal siding on the left side of the C&D tipping floor be repaired/closed off. Mr. Davidson stated that this repair is within the current capital expenditure request and should be completed within the next year. 8. During this inspection a leachate trench drain was observed to be missing a covering grate at the exit of the C&D trailer loading bay, causing waste and sludge to enter freely into the drain. Mr. Rodriguez-Bonilla stated that the grate was on order. Ensure the grate is replaced and that leachate drains are cleaned as needed to maintain proper functionality. 9. The concrete berm at the exit of the MSW trailer loading bay has been worn down over time due to heavy traffic and poses the potential risk of allowing leachate to escape from the containment area. It is recommended that the damaged berm be repaired so that leachate is contained within the loading bay and directed back into the leachate drains. 10. Puncture holes were observed within the metal siding of the MSW trailer loading bay. Some of the holes showed signs of rust and/or corrosion. It is recommended that any holes within the metal siding be repaired to prevent waste from escaping the trailer loading bay. 11. During this inspection, the stormwater conveyance and riprap area adjacent to the access road entering the MSW trailer loading bay was observed to be in disrepair and held standing water. Mr. Davidson stated that transfer trucks making the sharp turn into the trailer bay entrance repeatedly runover and damage this area, and that repairs were planned. It is recommended that this area be repaired/regraded to ensure the conveyance system is functioning as designed. 12. During this inspection, water was observed leaking from underneath an empty MSW transfer trailer queued up on the access road outside the trailer loading bay. Ensure all transfer trailers are inspected for deficiencies and repaired as needed. 13. Digital photographs were taken during this inspection.
