Pursuant to 15A NCAC 13B .0201(g), no later than April 27, 2021, the owner or operator must submit a request to the Section for permit review and must submit updated facility plans meeting the requirements of Rule 0.565 and .0566. Renewal Packet has been sent to DWM. Alicia Ervin has sent an email to DWM permitting on February 14, 2023 requesting information on the 33F Permit Renewal Status. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS: 01 – Facility has updated information on signage. 02 – Locking gates and fencing are used for security. 03 – Roads are constructed of all-weather materials and is maintained well. 04 – Edge of waste markers are present and visible. A few have been pushed sideways by the mower. 05 – Cover logs were reviewed during this inspection. Most of the LCID has been covered recently. 06 – Adequate amount of earthen cover material is stored on-site and ready for use. 07 – Facility is meeting cover requirements that ALL waste must be covered within 30 days or when the working face is 1 acre, whichever comes first. Working face is getting large but is less than 1 acre. 08 – There was a minor amount of non-conforming waste noted during this inspection. Some had been pulled out but not yet removed. 09 – Facility has done a lot of grade work on the side slopes. 3:1 is now completed on most of the landfill. Seeding has been done on areas not in use and Vegetation is emerging. Slight Erosion in need of repair. Overall, Looks good. 10 – Incoming load receipts were not reviewed during this inspection. Please update records and have available for the next comprehensive facility compliance inspection. 11 – Most of the sapling trees have been removed. Several are still present inside the West Edge of Waste Markers. 12 – Please continue to inquire (emails) the Permitting Staff at DWM about your expired permit status. 13 – Permit to operate was reviewed. 14 – Please add the Erosion & Sedimentation Plan/Permit and a Site Map to your field book. 15 – Digital pictures were taken during this inspection with several attached to this report. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
