Box 849 Nashville, NC 27856 PARTICIPANTS: Amanda Thompson, NCDEQ Solid Waste Ben Barnes, Nash County Solid Waste STATUS OF PERMIT: 640 1 -MSWLF- 1983 (Closed): The MSWLF ceased accepting waste during the summer of 1998, closure was documented in a CQAR prepared by GEI Consultants and dated December 1998. 6401-CDLF-1999 (Closed): Locate on top of the closed MSWLF landfill (6401-MSWLF-1983), construction and demolition waste was accepted until 2000, final closure was documented in a CQAR prepared by GEI Consultants and dated March 2000. 6403-CDFL-2000: Permit to Construct Phases 6-9 and Permit to Operate Phases 1-5 was issued August 31, 2021. PURPOSE OF SITE VISIT: Compliance Inspection STATUS OF PAST NOTED AND OBSERVED VIOLATIONS None. OBSERVED VIOLATIONS None. Page 1 of 4 NORTH CARnLINAD_E Q�� o.n.mm.m m c.w.mmen.i a.i� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS: 6401-MSWLF-1983 1. Edge of waste (EOW) markers were visible from one to the next. 2. No overgrown or woody vegetation was observed on the side slopes. Continue to mow and maintain the side slopes to allow for proper inspection. 3. Areas of ATV tracks were observed up the side slopes of 6401-MSWLF-1983. It was unclear if the ATV tracks were recent. Continue to attempt to deter the ATVs from accessing the landfill. 4. Monitoring wells throughout the entire facility have been repaired or replaced as needed. Monitoring Well MW-3, along the southwestern side of the MSWLF, was missing the lock and not secured during this inspection. Mr. Barnes stated that the sampling event was completed the day prior to the inspection and would speak with the samplers regarding securing the monitoring wells. Ensure that all monitoring wells are locked and secured after sampling. Continue to monitor and repair the monitoring wells as needed. 5. An erosion rill was identified along the access path to the top of the MSWLF. Repair the erosion rills as they are identified to prevent damage to the closed MSWLF. 6. Several areas of standing water were observed behind the berm along the northern side slope of the MSWLF. The berms have been cut to help alleviate the standing water. However, the cuts in the berm had not been properly stabilized and had eroded more of the side slope and the berm. The cut near the northwestern corner had eroded down and exposed the waste of the MSWLF. Mr. Barnes provided a photograph of the repair of the northwestern berm cut. It was recommended during the inspection that Mr. Barnes contact Permitting to determine if the berms can be removed or rolled over onto the landfill to prevent the ponding of water. Monitor the berms and stabilize or repair as needed to ensure that waste is not exposed, and further erosion does not occur. 6403-CDLF-2000 7. Vegetation had been established over a majority of 6403-CDLF-2000 Phase 4. The vegetation along the drainage ditch of Phase 4 was beginning to become overgrown. Woody vegetation was observed on the northern side slope of 6403-CDLF-2000 Phase 1. Mr. Barnes stated that he was aware of the woody vegetation and would have it removed. Ensure that the side slopes and drainage ditch are mown as needed to allow for proper inspection and proper functioning of the ditch. Also ensure that the woody vegetation is removed from the side slopes. 8. Several erosion rills were identified along the eastern side slope of CDLF Phase 4. The rills should be repaired and seeded. Additional seeding of the entirety of Phase 4 may be needed to prevent additional erosion. 9. During this inspection, the working face of Phase 5 was small and actively being compacted. 10. The metal recycle stockpile had grown since the last inspection and was identified to be off the concrete pad in several locations. Mr. Barnes stated that the equipment to manage the recyclable pile had broken down and staff could not move the metal recyclables back onto the stockpile. 11. The sediment basin to the north of CDLF Phase 4 has been cleaned out, however, the side slopes had become overgrown. Continue the maintenance of the sediment basins as needed to ensure that the basins function properly. 12. The tires have been laced within trailers for transport to Central Carolina Tire. 13.
