Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. I:11111111 toleM grKllu lmDie I V 1. Proper signage was observed at the entrance of the facility. 2. The facility is permitted to receive solid waste generated within Gaston County and the area encompassed by a radius of 100 miles extending from the Gaston County line. 3. The facility accepted an average of 709 tons per day from Jan. 1, 2022 - Dec. 31, 2022 at the MSW LF. 4. The facility accepted an average of 296 tons per day from Jan. 1, 2022 - Dec. 31, 2022 at the C&D LF. 5. The facility is currently working in Unit 1, Phase 2, Cell 1. 6. The working face was small and manageable. 7. Edge of liner markers were observed. 8. The facility utilizes soil and spray -applied mortar coating (SMC) as alternative cover. Soil cover is applied at least once a week and more often when deemed appropriate. 9. Several pallets were observed in the working face. Mr. Cloninger radioed the compactor operator to push them to the side to be picked out and taken to the composting area. C&D Landfill Unit 10. Working faceless than '/z acre in size. 11. The facility utilizes soil for cover which is applied weekly. 12. No ponding of water on the landfill was observed. 13. No unacceptable waste was observed. White Goods & Scrap Metal Collection Area 14. Area is well maintained. 15. White goods are staged upright on a concrete pad. 16. CFC's are removed from all white goods by Rapid Recovery of Monroe, NC. 17. Scrap metal is collected by Web Metal for recycling. Scrap Tires 18. Scrap tires are collected and stored in US Tire semi -trailers. 19. Facility had two trailers on -site and facility staff lace the tires in the trailers. 20. Area is well maintained. 21. US Tire collected 2,650.98 tons from July 2021 to June 2022. Electronics Recycling 22. All electronics are staged by county staff prior to being taken for recycling by ERI. 23. During the inspection observed electronics palletized and wrapped. 24. Area is well maintained. Small Type I Composting 25. Attendant on duty checks all incoming loads. 26. Only yard waste, silvicultural waste, untreated and unpainted wood waste is accepted and ground into mulch. 27. Area was well organized and maintained. 28. A 20-yard roll -off is staged for unacceptable waste. 29. During the inspection newly ground material was observed staged on the western side of the asphalt. A copy of the current permit and operations plan are maintained in the landfill office. 31. 1st and 2nd Semi-annual groundwater monitoring 2021 and 1st Semi-annual groundwater monitoring 2022 were reviewed for Unit II, Phase 1 & 2, 1st and 2nd Semi-annual groundwater monitoring 2020 were reviewed for Unit 1, Phase 1, 1st and 2nd Semi-annual groundwater monitoring 2021 and 1st Semi-annual groundwater monitoring 2022 were reviewed for C&D. 32. Reviewed 1 st Quarter 2022, 2nd Quarter 2022, 3rd Quarter 2022 and 4t' Quarter 2022 methane reports. 33. Waste screening reports were reviewed. Facility staff perform one (1) random inspection each day at the MSW and C&D LF. Records reviewed were from January 1, 2022 to December 30, 2022.
