with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on February 7, 2023.
2. The site is secured by a gate at the entrance to the facility.
3. The facility's hours of operation are Monday through Friday, 8:00am to 4:30pm and Saturday, 8:00am to
4:00pm.
4. Access roads were of all-weather construction and were being maintained at the time of inspection.
Records Review
5. Waste screening forms from February 1, 2022 to January 31, 2023 were available for review. The facility
conducts one waste screening per day, the forms showed the final disposition of any unacceptable waste that
was encountered and met the requirements of 15A NCAC 13B .0405(a)(8)(A).
6. Leachate pumping records were provided by email. Leachate was pumped by Triple A Sanitation on the
following dates: February 4, 2022, May 7, 2022, June 21, 2022, June 22, 2022, August 11, 2022, September 13,
2022 and was pumped by Midsouth Pumping, LLC on October 27, 2022 and December 7, 2022.
7. Tonnage records were reviewed from the FY 2021-2022 Facility Annual Report. The facility disposed of
24,341.93 tons of waste from July 1, 2021 to June 30, 2022.

Operations Inspection of the Transfer Station (7504T-TRANSFER-2005)
9. Three loaded trailers were parked to the west of the transfer building and appeared to meet the requirements of
15A NCAC 13B .0105(c).
10. Minimal waste was observed on the girders and the floor in the loading bay and appeared to be cleaned daily as
required.
11. A small amount of windblown waste was observed outside the east side of the loading bay and appeared to have
blown outside the tunnel. Containerize windblown waste at the end of each day as required by 15A NCAC
13B .0405(10).
12. Material was observed in the trench drain located at the front of the transfer building. No leachate was
observed leaving the transfer floor; however, the drain needs cleaning to prevent the possibility of
leachate leaving the loading bay.
13. The tipping floor was intact and appeared to be working as designed.
14. No unapproved material was observed on the tipping floor at the time of inspection.
Operations Inspection of the Scrap Metal. White Goods. Tires and Oil Collection Area
15. Scrap metal and white goods are collected in separate areas. Scrap metal is stored and loaded to the north of the
transfer building. White goods are collected adjacent to the oil collection area. White goods containing
refrigerant gases were observed laying on their back and sides and intermingled with other white goods.
Handling and storing units properly are essential to managing refrigerants and preventing their release
into the environment. Units containing refrigerants should be stored separately and upright.
16. Tires are collected in two van trailers located to the north of the transfer building and no tires were observed
outside the trailers.
17. Oil filters were being stored in a plastic trash can with no lid on it in front of the oil collection area. The plastic
trash can had cracks at the bottom which were allowing residual oil to leak out onto the asphalt. The oil was
contained on the asphalt. A follow up conversation was conducted by phone with Mr. Walker to ensure that the
oil had been cleaned up and the filters placed into a leak resistant container. Mr. Walker confirmed that the area
had been cleaned up and that oil filters were being stored in a metal barrel with a lid.

18. Fluorescent bulbs are collected next to the recycling center. Bulbs were being stored in cardboard boxes
adequate to prevent breakage.
Operations Inspection of the Treatment and Processing Area for Land -Clearing Debris
19. The facility is permitted to receive land clearing waste as defined in 15A NCAC 13B.0101(31) and untreated
wooden pallets.
20. Incoming material is stockpiled to the northwest of the scale house. The material is ground by contractors
yearly or more frequently as required.
21. No unapproved material was observed in the land clearing stockpile.
Operations Inspection of the Beneficial Fill Area
22. The beneficial fill area is located to the northeast of the scale house and accepts inert debris waste as defined in
15A NCAC 13B .0101(28).
23. No unapproved material was observed in the fill area at the time of inspection.
