The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. The facility is comprised of an active, lined, municipal solid waste landfill, a closed MSW landfill (Unit 1), a scrap tire collection area, a white goods and scrap metal collection area, and a collection/treatment and processing area for concrete, asphalt, and brick (CAB). The closed landfill was the only area inspected during this site visit. 2. The closed landfill consists of a lined landfill over an unlined landfill. The unlined landfill closed in June of 1997. The lined landfill known as the “Piggyback landfill” was constructed on top of the older unlined landfill and closed in September 2007. 3. The inspection was a partial inspection and did not include a review of the facility records. 4. Leachate from both the active and the lined closed landfill is piped to the leachate storage tanks located on site. Leachate tanks are inspected weekly by facility staff. The leachate tanks were inspected and appeared to be in good condition. The leachate collection records were inspected during the comprehensive inspection of the active landfill on November 2, 2022. 5. The facility access road is of all-weather construction. The facility roadways were in good condition. 6. The site is secured by a perimeter fence and natural topography with facility access controlled by a locked gate. 7. Edge of waste markers were observed. 8. During the inspection environmental monitoring wells were observed. All monitoring wells were secured by locks and properly labeled. 9. The closed landfill side slopes were in good condition with established vegetative cover. Mr. Dively stated that the side slopes are mowed as needed or at least once a month. 10. The top of the closed landfill was in good condition with established vegetative cover. No ponding water was observed on the landfill cap during the inspection. 11. No leachate seeps were observed during the inspection.
