Charlotte, NC 28201-1006 717-982-0986 In accordance with the NCDEQ DWR September 17, 2021, Phase 2 Permit Modification Approval letter, Duke Energy is providing the quarterly report describing groundwater conditions in the area of the Marshall Steam Station Industrial Landfill No.1 (ILF, 1812-INDUS-2008) Phases 2, 3, and 4. The report was prepared by SynTerra on behalf of Duke Energy. The report is for the quarterly period of October 2021 through December 2021 (Q4 2021). The quarterly report includes an analysis of groundwater levels and dewatering pump flowrates within Phases 2, 3 and 4, with updated water level maps, hydrographs, pump flowrate plots, and well construction and water level data tables. An evaluation of groundwater levels and pump flowrates to determine whether model predictions are being met is included. All groundwater transducer data, groundwater model trend data, and dewatering pump data are provided in an excel file format as the report Appendices. Groundwater conditions in the vicinity of Marshall Steam Station's Industrial Landfill No.1 continue to be monitored and evaluated. The next quarterly report (Q1 2022) will be submitted by April 1, 2022. This Report is prepared in response to condition #3 in the North Carolina Department of Environmental Quality (NCDEQ) Division of Waste Management (DWM) September 17, 2021, Phase 2 Permit Modification Approval letter. Data collected during the fourth quarter of 2021 (October 2021 to December 2021) were used to evaluate groundwater conditions for the Industrial Landfill No.1 (ILF) Phase 2 expansion (includes Cell 5 and Cell 6) and Future Phases. Specifically, this Report evaluates the groundwater levels, dewatering/underdrain pumping flow rates, and efforts to expedite the reduction of and maintain groundwater levels near the ILF during the reporting period. 1.2 Key Findings Key findings of the evaluation conducted during this reporting period include: • Based on trend data, groundwater levels from December 2021 continue to decrease in 20 of 26 monitoring wells and piezometers located within and surrounding the Phase 2 expansion. The piezometers within Phase 2 continue to decrease but are becoming stable as the Cell 5 Underdrain maintains groundwater levels. • Construction has generally slowed down for the landfill expansion, primarily due to winter weather conditions. As a result, ash basin coal combustion residual (CCR) excavation activities, and therefore dewatering operations, for the ILF Phases 3, 4, and 5 expansion (Future Phases) area have also slowed down due to limited air capacity within the current active ILF Phase 1, and reservation for production ash. However, groundwater levels continue to decrease, with observed rates of groundwater -level decrease consistent with the model predictions at 12 of 26 monitoring locations and rates of groundwater -level decrease occurring faster than model predictions at 8 of 26 monitoring locations. Rates of groundwater level decrease slower than model predictions were observed at 5 of 26 monitoring locations; the water levels in these locations are less than the model predictions and the construction slowdown is potentially causing the slow rate of groundwater level decrease. Groundwater levels at 1 of February 2022 Page 1-1 Project: 00.0083.46.05 Groundwater Conditions Quarterly Report — October 2021 to December 2021 Duke Energy Carolinas, LLC - Marshall Steam Station - Industrial Landfill No. 1 Terrell, North Carolina 26 monitoring location (ILF-2D) increased despite model predictions of stable conditions; this area appears to be outside of the influence of the excavation and dewatering efforts. • Dewatering in ILF Phase 2, Cell 5 and Cell 6, and the ILF Future Phases area removed approximately 7.5 million gallons of water in Quarter 4 2021. • Underdrain construction was completed and operations began in Q4 2021. The Cell 5 sump has maintained groundwater levels in the Cell 5 area. Groundwater levels in piezometers nearest the sump (CLF21-11 and CLF21-12) have stabilized (Figure 3C and 3D). • Pumping flow rate from the Cell 5 sump has stabilized. The pumping in Cell 6 was not modeled, but pumping flow rates continue to be stable. The Future Phases dewatering pumping flow rate continues to increase and generally follows the model predictions. • Although ash basin excavation progress has slowed due to landfill construction and winter weather conditions, excavation of CCR and dewatering within the footprint of the ILF Future Phases area continues to be a main driver in decreasing groundwater levels in the area of the ILF. February 2022 Page 1-2 Project: 00.0083.46.05 Groundwater Conditions Quarterly Report — October 2021 to December 2021 Duke Energy Carolinas, LLC - Marshall Steam Station - Industrial Landfill No. 1 Terrell, North Carolina 2.0 QUARTERLY MONITORING RESULTS The established network of temporary and long-term piezometers and groundwater wells for monitoring groundwater conditions in the ILF Phase 2 expansion area is depicted on Figure 1. Piezometer and groundwater well construction information, with water level and groundwater elevations, for the monitoring network is included on Table 1. 2.1 Current Groundwater Conditions Site -wide water levels collected on November 15, 2021 were used to generate groundwater level maps (Figure 2A and 2B). Water level data and groundwater elevations are included on Table 2. Observed groundwater levels during this reporting period indicate: • Groundwater is generally flowing north to south through the ILF area (Figure 2A and 2B). • Groundwater levels within and near the ILF continue to decrease, relative to groundwater levels from Quarter 3 2021. • Underdrain operations in Cell 5 have maintained a cone of groundwater depression around the Cell 5 blanket underdrain sump (Figure 2B). The shallow flow zone hydraulic gradient for Q4 is consistent with historical gradient calculations. 2.2 Groundwater Trends A series of groundwater monitoring wells, piezometers, and pumps routinely monitor water level and pumping flow rate data trends (Figures 3a through 31). Details of water level trends and pumping flow rate trends are included in the subsections. The following are key observations of overall trend data for the reporting period: • Based on the groundwater level trend data, the groundwater levels in November 2021 have decreased in 20 of 26 monitoring wells and piezometers within, upgradient and downgradient of the ILF Phase 2 expansion. February 2022 Page 2-1 Project: 00.0083.46.05 Groundwater Conditions Quarterly Report — October 2021 to December 2021 Duke Energy Carolinas, LLC - Marshall Steam Station - Industrial Landfill No. 1 Terrell, North Carolina • Since July 2021, when close monitoring of groundwater conditions started, the greatest reduction in groundwater levels has occurred at the following locations, CLF21-11 (-3.6 feet), CLF21-12 (-3.2 feet), CLF21-14 (-3.9 feet), CLF21-15 (-2.8 feet), and CLF-302 (-3.7 feet). The reduction in groundwater levels in CLF21-11 and CLF21-12 occurred rapidly over the period of Cell 5 underdrain construction, startup and initial operations (late September 2021 through mid - October 2021). After several months of underdrain operations, the rate of decreasing groundwater level trends in CLF21-11 and CLF21-12 have significantly slowed down. Groundwater levels in CLF21-11, CLF21-12 have generally stabilized and are being maintained by the Cell 5 sump. The reduction in groundwater levels in CLF21-14, CLF21-15, and CLF-302 has been steady (linear) and is related to the continued and focused excavation of CCR from the ash basin finger associated with ILF Phase 2 Cell 6 and Future Phase 3, the next landfill phase to be constructed after Phase 2. • The only monitoring locations with a slight increase in groundwater levels (ILF-2S/D) are located farthest upgradient of the ILF Phase 2 expansion area. The groundwater level in the shallow flow zone at this location (ILF-2S) decreased until mid -November 2021; after mid -November 2021, the groundwater levels underwent a slight decrease, potentially due to seasonal variations in groundwater level. This area appears to be outside of the influence of the excavation and dewatering efforts. • Construction has generally slowed down for the landfill expansion, primarily due to winter weather conditions. As a result, ash basin coal combustion residual (CCR) excavation activities, and therefore dewatering operations, for the ILF Phases 3, 4, and 5 expansion (Future Phases) areas have also slowed down due to limited air capacity within the current active ILF Phase 1, and reservation for production ash. Rates of groundwater level decrease slower than model predictions were observed at 5 of 26 monitoring locations; the water levels in these locations are less than the model predictions and the construction slowdown is potentially causing the slow rate of groundwater level decrease. Groundwater levels at 1 of 26 monitoring location (ILF-2D) increased despite model predictions of stable conditions; this area appears to be outside of the influence of the excavation and dewatering efforts. February 2022 Page 2-2 Project: 00.0083.46.05 Groundwater Conditions Quarterly Report — October 2021 to December 2021 Duke Energy Carolinas, LLC - Marshall Steam Station - Industrial Landfill No. 1 Terrell, North Carolina 2.2.1 Water -Level Hydrographs Pressure transducers were installed in 7 monitoring wells and 19 piezometers in and around the ILF area (Figure 1). A pressure transducer was also installed in the Cell 5 underdrain sump (CLF-UD). During the reporting period, 9 piezometers (CLF21-13, CLF21-16, CLF21-17, CLF21-18, CLF21-19, CLF21-20, CLF-302, CLF-403, CLF-404) were abandoned. Duke Energy provided abandonment certification records (GW-30 Forms) for each piezometer to DWM under separate submittals. Data from the abandoned piezometers collected in the reporting period prior to abandonment is included in this report. Pressure transducers are used to record a higher resolution record of groundwater elevations for evaluation of groundwater conditions resulting from dewatering. Transducer data in Excel spreadsheets is included in Appendix A in accordance with permit approval condition 3.c. Manual water level measurements and transducer records were used to generate hydrographs. Predicted groundwater level trends from the transient groundwater models were included in the hydrographs to evaluate how well the models were able to predict observed groundwater level trends (Figure 3A through Figure 3L). Appendix B contains Excel spreadsheets with the predicted transient groundwater level trends for each monitoring location that were exported from the models. Observations from the hydrographs include: Upgradient of the Phase 2 Expansion: Monitoring locations GWA-4S/D and CLF21-10 are located west of the ILF Phase 2 expansion (Figure 1). Water levels are decreasing at each monitoring location (Figure 3A and 3C). Shallow and deep water levels at GWA-4S/D are decreasing at a linear rate. Measured groundwater levels in GWA-4S are lower than water levels predicted by the model. Measured groundwater levels in GWA-4D were observed higher than model predicted water levels at the start of Q4 2021 and decreased below predicted water levels around late October 2021. The groundwater level at CLF21-10 reasonably matches model predictions. Decreasing water level trends are potentially due to seasonal variations in water levels and are not related to construction activities. • ILF-2S/D are located north of the ILF (Figure 1). The deep water level trend at ILF-2D continues to slightly increase compared to the stable water levels predicted by the model. During the reporting period, the shallow water level at ILF-2S has started to decrease despite an initial increase. The decreasing water level trend in ILF-2S is potentially due to seasonal variations in water levels and is not related to construction activities. MW-4/D are located east of the ILF Phase 2 expansion (Figure 1). Water levels in both the shallow and bedrock wells are decreasing at a linear rate. Measured groundwater levels in MW-4 are lower than the model predicted (Figure 3B). Measured groundwater levels in MW-4D were observed higher than model predicted water levels at the start of Q3 2021 and decreased below predicted water levels around early September 2021. Decreasing water level trends are potentially due to seasonal variations in water levels and are not related to construction activities. Within the Phase 2 Expansion: • Monitoring locations CLF21-16, CLF21-17, CLF21-18, CLF21-19 and CLF21-20 are located within the ILF Phase 2, Cell 5 (Figure 1). All five monitoring locations have been abandoned. CLF21-16 was abandoned in October 2021. CLF21-17, CLF21-18, CLF21-19 and CLF21-20 were abandoned in December 2021. Water levels prior to abandonment, were decreasing at each monitoring location (Figure 3F through 3H). The water level trends for CLF21-16, CLF21-17, CLF21-18, CLF21-19, and CLF21-20 reasonably match model predictions. Decreasing water level trends for each of these locations was primarily due to excavation of material and dewatering for construction of the Cell 5 underdrain. February 2022 A transducer, identified as CLF-UD, was installed to monitor the Cell 5 underdrain sump water level and underdrain operations (Figure 1). The water levels within the sump demonstrate that the underdrain continues to operate as intended, removing and maintaining a steady water level controlled by the pump settings (Figure 3H). Note, the increases in the sump's water levels at times is related to temporary testing of the pump for adjustments to the pump's settings and cycling. The underdrain temporary pump was installed in mid -November 2021 with settings adjusted in early December 2021. Page 2-4 Project: 00.0083.46.05 Groundwater Conditions Quarterly Report — October 2021 to December 2021 Duke Energy Carolinas, LLC - Marshall Steam Station - Industrial Landfill No. 1 Terrell, North Carolina Perimeter of the Phase 2 Expansion: • Monitoring locations CLF21-11, CLF21-12, and CLF21-13 are located east and south of Cell 5. The water levels trends for CLF21-11 and CLF21-12 are becoming more stable (Figures 3C and 3D) as a result of the Cell 5 underdrain completion. The underdrain is maintaining groundwater levels in the vicinity of Cell 5 following an initial decrease due to dewatering during underdrain construction and dewatering operation. The water level trend for CLF21-13 reasonably closely matches model predictions (Figure 3D). CLF21-13 was damaged in October 2021, and abandoned and replaced with CLF21-13R in November 2021 (Figures 3D). The decreasing water level trends are primarily due to the localized effect of the underdrain. Monitoring locations CLF21-14 and CLF21-15 are located west of Cell 6 (Figure 1). Water levels in the two shallow piezometers are decreasing at a linear rate (Figure 3E). CLF21-14 is located near the ash basin finger where CCR excavation is occurring, and water levels are decreasing lower than model predicted elevations. CLF21-15 is upgradient of CLF21-14; the water level continues to decrease and is approaching model predicted elevations. Decreasing water level trends are due to excavation of CCR and dewatering for construction of ILF Phase 2, Cell 6 and the ILF Future Phase 3. Downgradient of the Phase 2 Expansion (Future Phases area): February 2022 Monitoring location MW-7 (OB-3) is located downgradient of the ILF Phase 2 expansion (Figure 1). Shallow water levels at MW-7 (OB-3) are decreasing at a linear rate (Figure 3B). The water level trend reasonably closely matches model predictions. Decreasing water level trends are due to excavation of CCR and dewatering for construction of the Future Phases. Monitoring locations CLF-301 and CLF-302 are located within the Future Phase 3 expansion, while CLF-303 and CLF-304 are located downgradient of the Future Phase 3 expansion (Figure 1). Due to excavation activities, CLF-302 was abandoned in December 2021. Shallow water levels are decreasing at each monitoring location (Figure 3I and 3J). For CLF-301, water levels continue to steadily decrease and the trend reasonably closely matches model predictions. Prior to abandonment, water levels at CLF- 302 continued to decrease at a relatively fast rate and decreased below Page 2-5 Project: 00.0083.46.05 Groundwater Conditions Quarterly Report — October 2021 to December 2021 Duke Energy Carolinas, LLC - Marshall Steam Station - Industrial Landfill No. 1 Terrell, North Carolina model predicted elevations around late October 2021. For CLF-303 and CLF-304, water levels continue to steadily decrease and remain lower than the model predicted elevations. Decreasing water level trends for each piezometer are due to excavation of CCR and dewatering for construction of the Future Phases. • Monitoring locations CLF-401, CLF-402, CLF-403 and CLF-404 are located within the Future Phase 4 expansion (Figure 1). Due to excavation activities, CLF-403 and CLF-404 were abandoned in December 2021. Shallow water levels are decreasing at each monitoring location (Figure 3K and 3L). For CLF-401 and CLF-402, water levels continue to steadily decrease and remain lower than the model predicted elevations. Prior to abandonment, water levels at CLF-403 and CLF-404 also continued to steadily decrease and remained lower than the model predicted elevations. Decreasing water level trends for each piezometer are due to excavation of CCR and dewatering for construction of the Future Phases. 2.2.2 Dewatering and Underdrain Pump Performance Two excavation and construction dewatering pumps are installed within or downgradient of ILF Phase 2, Cell 6, and the ILF Future Phases (Figure 1). The excavation and construction dewatering pump previously installed in ILF Phase 2, Cell 5 has been replaced with a temporary underdrain pump (the permanent dual pumps for the underdrain remain on backorder). The Cell 5 dewatering and underdrain pumping flow rate records are merged since pumping has been continuous and from the general same location (underdrain sump). The pumps remove groundwater and, for Cell 6 and the Future Phases areas, precipitation runoff. The Cell 5 underdrain pump does not receive precipitation runoff; the underdrain is now enclosed, with completion of the Cell's subgrade and ongoing installation of compacted soil liner. The pump in Cell 5 is intended to maintain groundwater levels and the pump in Cell 6 is intended to remove groundwater seepage flow. Alternatively, the Future Phases pump is intended to remove water from the active excavation area for the ILF expansions, and is periodically lowered with excavation to continue drawing down water levels. Water removed by each pump is discharged to the lower portion of the ash basin. Groundwater modeling was used to predict the flow rates of an operational Cell 5 underdrain sump and flow rates of the excavation dewatering in the February 2022 Page 2-6 Project: 00.0083.46.05 Groundwater Conditions Quarterly Report — October 2021 to December 2021 Duke Energy Carolinas, LLC - Marshall Steam Station - Industrial Landfill No. 1 Terrell, North Carolina Future Phases footprint (Cell 6 dewatering was not included in the original transient model). The predictive model assumes that the Cell 5 underdrain begins operating January 2022 and that no dewatering was conducted during installation of the underdrain or prior to completion of the underdrain. This assumption is a limitation of the model and results in an initial conservative (high) predicted flow rate from the Cell 5 underdrain, since dewatering did occur during construction as it was a critical activity for installation of the Cell 5 underdrain. Cell 5 construction dewatering operations seamlessly transitioning into underdrain operations has resulted in lower initial flow rates than predicted by the model, and the discrepancy is a result of the difference between the model assumptions and the actual field activities (Figure 4A). The predicted start of pumping at the Cell 5 underdrain aligns with actual start of pumping from the Cell 5 sump and has been adjusted to account for an accelerated dewatering schedule (Figure 4A). Flow rates downgradient of excavation and construction activities for Cell 6 continue to be monitored and are shown in Figure 4B. Predicted and measured flow rates from the Future Phases excavation dewatering pump are shown in Figure 4C. No temporal adjustments were made for flow rate data because the model assumes dewatering is occurring during the entire predictive model time period, which is consistent with field operations. The Cell 5 underdrain pump has been operational for 3 months and the pumping rate appears to be stable at approximately 10 gallons per minute (gpm). The measured flow rate reasonably matches the predicted steady state flow rate of 18 gpm estimated using the steady state blanket underdrain model presented in Technical Memorandum: Modeling Support for the ILF Phase 2 Permit to Construct Modifications (SynTerra, 2021). The Cell 5 dewatering pump removed water in order to decrease the groundwater levels; the underdrain pump is intended to maintain the groundwater level and is expected to slowly decrease over time. The Cell 6 dewatering pump remains stable. The Future Phases dewatering pump is increasing as the model predicted. ILF Cell 5, Cell 6, and Future Phases available pumping data, including the calculated monthly total volume pumped and monthly average flow rate, per location, is included in Appendix C Excel spreadsheets. Note, pump flow data from Q3 2021 only includes 17 days of flow rate monitoring compared to 92 days of flow rate monitoring during Q4 2021. Since initiating flow rate monitoring of dewatering and underdrain pumping operations (mid - September 2021 through December 2021), a total of approximately 8.5 million gallons of water have been removed from the ILF Phase 2 and Future Phases area. For each pump, the average flow rates for the reporting period and each month are listed below. • The Cell 5 underdrain pump had an average flow rate of 9.7 gpm overall during the reporting period, and monthly average flow rates of: o 9.3 gpm during October 2021, o 10.3 gpm during November 2021, o 9.7 gpm during December 2021. • The Cell 6 Pump had an average flow rate of 4.8 gpm overall during the reporting period, and monthly average flow rates of: o 4.8 gpm during October 2021, o 5.4 gpm during November 2021, o 4.2 gpm during December 2021. • The Future Phases Pump had an average flow rate of 43.5 gpm overall during the reporting period, and monthly average flow rates of: o 42.0 gpm during October 2021, o 45.1 gpm during November 2021, o 43.3 gpm during December 2021. Cell 6 Complete excavation of CCR from the ash basin finger within Cell 6 and a small portion of the finger downgradient of Cell 6, and submittal of clean closure confirmatory sampling [visual and polarized light microscopy] results to DWM. • Continued landfill construction, with installation of the subgrade (including backfilling in the ash basin finger within Cell 6) and construction of the southern embankment. • Dewatering downgradient of Cell 6 is being maintained, with an average flow rate of approximately 4.8 gpm. Future Phases • Continued excavation of CCR. Approximately one -fifth of CCR material to be excavated, has been removed from this area. • Excavation dewatering of existing excavation rim ditches is being maintained, with an average flow rate of approximately 43.5 gpm. • Four piezometers (CLF21-13, CLF-302, CLF-403, and CLF-404) were abandoned due to excavation progress in the ash basin that overlaps with the Future Phases footprint.
