HomeMy WebLinkAboutSF_F_NCD982083826_20220811_FRB_PASI(1)August 11, 2022 Ms. Sandra Bramble, RPM Superfund Restoration and Site Evaluation Section Superfund Division US EPA Region IV Waste Division 61 Forsyth Street SW, 11th Floor, Atlanta, GA 30303 Subject: Preliminary Assessment (PA) Report West Market Street Storage (a.k.a., Flav-o-Rich Dairy) NCD 982 083 826 Greensboro, Guilford County, NC Dear Ms. Bramble, Under authority of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) and the Superfund Amendments and Reauthorization Act of 1986 (SARA), the NC Superfund Section conducted a Preliminary Assessment (PA) at the above site. The purpose of this investigation was to collect information concerning conditions at the site sufficient to determine the need for additional CERCLA/SARA or other appropriate evaluation. Based on the results of this investigation, this site is recommended for No Further Remedial Action Planned (NFRAP) designation under CERCLA. The scope of this investigation included reviews of a private contractor’s site investigations conducted at the site property in 2014 and 2015, under the NC DEQ Brownfields Program, prior to Plat Recordation in 2016. NC and Guilford County geographic information system (GIS) data were reviewed to identify potential groundwater receptors near the site. Field investigation included off site residential passive soil gas (PSG) sampling, in order to supplement the previous investigations and to protect public health. Site Description, Operational and Regulatory History and Waste Characteristics: Site Description: The site is a commercial property located at 3939 West Market Street, Greensboro, NC 27407. The property lies between Market Street to the north and United Street to the south. Geographic coordinates at the central part of the site property are 36.06806o N Latitude and 79.85293o West Longitude (Refs. 3, 4; Figs. 1, 2). Ms. Bramble August 11, 2022, Page 2 The approximately 5.06-acre site property presently contains three permanent structures and is operated as a commercial storage facility (Extra Space Storage), including a vehicle storage garage, individual indoor cage storage units and company offices. Most of the outdoor portion of the site is paved. The surrounding neighborhood has mixed commercial and residential use. To the north of the site property are a preschool and an insurance company. To the east is an apartment complex and beyond lie individual residential properties. The latter are also present to the south, across United Street. To the west is a gasoline station/convenience store (Ref. 3). Site elevation is approximately 870 feet above mean sea level and surface topography generally slopes to the east-southeast. The nearest surface drainage is a tributary to North Buffalo Creek, approximately 1200 feet to the south-southeast of the property (Ref. 3). Site Operational and Regulatory History and Waste Characteristics: The site property reportedly was used as a dairy company facility (various company names) from at least 1948 until 2000. On the west side of the site property, the dairy facility’s main structure and other structures were demolished, leaving two structures at the east end of the property. In 2009, the former main structure was replaced by the current storage facility offices. Prior to 2009, a second structure in the northeast portion of the property was used as an automotive garage for maintenance of the dairy facility’s vehicle fleet (Ref. 3). The dairy facility reportedly contained seven underground storage tanks, used for storage of gasoline, diesel and heating oil. The fuel USTs were installed in 1964 and were removed between 1991 and 2001. The two heating oil USTs and approximately 90 tons of impacted soil were removed in December 2008, and the UST incident was deemed No Further Action by the State of NC in 2010 (Ref. 3). Flav-O-Rich, a dairy company that formerly operated on site, was listed as a historic handler of spent non-halogenated solvents. According to the City of Greensboro Fire Department, there were no recorded hazardous waste spills, responses or fires during site operation as a dairy facility. County files indicated two ammonia spills, in 1995 and 1996, and an unknown chemical spill in 1996 (Ref. 3). In 2013, contractors for Extra Storage Space LLC conducted a Phase II Limited Subsurface Investigation at the site, as part of due diligence for proposed acquisition of the property. The investigation included completion of seven test borings and four temporary monitoring wells at the site’s former UST area and in and around the northeast former vehicle maintenance building. Sample analytical results included trichloroethene (TCE) at soil concentrations ranging up to 3 milligrams per kilogram (mg/kg) and at groundwater concentrations ranging up to 1,500 milligrams per liter (µg/L). The highest concentrations in both media occurred in samples collected beneath the maintenance building. The second highest groundwater concentration (720 µg/L) occurred to the east-southeast of the maintenance building, near the property line and adjacent apartment complex (Ref. 5). West Market Street StorageNCD 982 083 826Preliminary Assessment Ms. Bramble August 11, 2022 Page 3 In June 2014, at the request of the (then) NC DENR Brownfields Program, contractors for Market Street Storage, LLC, the prospective site developer (PD), conducted a Phase II Environmental Site Assessment at the site. Contractors installed six permanent monitoring wells at outdoor locations within the eastern half of the site property. Groundwater sample analysis detected tetrachloroethene (PCE) at 1.0 µg/L at one well location and TCE at 84 to 2,100 µg/L at two well locations. The highest TCE result occurred to the east-southeast of the maintenance building, near the property line and adjacent apartment complex. Cis-1,2-dichloroethene (DCE) was also present at 180 µg/L at that location. Groundwater elevation data indicated migration to the east-northeast (Ref. 3). In February 2015, at the request of the NC DEQ Brownfields Program, contractors for the PD conducted a Soil and Sub-Slab Vapor Assessment at the site property and at the apartment complex to the east. Contractors installed soil vapor sampling points at the apartment complex, approximately five feet from selected apartment buildings. Five soil vapor samples were collected at 10 feet depth, and two of the sampling locations were additionally sampled at 15 feet depth. One sub-slab soil vapor sample, collected beneath the maintenance building on the site property, was non-detect for VOCs (Ref. 6). TCE was detected in four of the five 10-foot soil gas samples at concentrations of 9.2 to 5,300 µg/m3, and in one of the two 15-foot samples at 13,000 µg/m3. The highest TCE concentrations occurred at a location directly across the property line from the site property’s maintenance building. All of the TCE detections exceeded the EPA’s Target Sub-slab/Near Source Residential Vapor Intrusion Screening Level (VISLs) of 6.95 µg/m3 (Refs 6, 7). PCE was detected in all of the February 2015 soil vapor samples at concentrations ranging from 8.3 to 430 µg/m3. The highest PCE concentrations occurred to the east and south of the maintenance building. Four of the PCE detections exceeded the EPA Target Sub-slab/Near Source Residential VISL of 139 µg/m3 (Refs 6, 7). In May 2015, at the request of the NC DEQ Brownfields Program, contractors for the PD conducted an Indoor Air Assessment at apartment buildings located directly east of the site property. Contractors installed passive diffusion vapor samplers (7-day deployment) inside the eight ground-level apartments in Buildings 4250 and 4252, located in proximity to the highest prior TCE and PCE soil vapor sampling results (Ref. 8). TCE detections inside two apartment units in Building 4250 exceeded the EPA’s health- based carcinogenic indoor air benchmark of 0.478 µg/m3 (Ref. 2). TCE was detected in four additional units at much lower concentrations (0.031 to 0.071 µg/m3) which did not exceed the benchmark. PCE was detected in all eight units at concentrations less than its (10.8 µg/m3) carcinogenic benchmark. The two highest TCE concentrations and one of the eight PCE concentrations also exceeded their EPA Target Residential Indoor Air VISLs of 0.209 µg/m3 and 4.17 µg/m3, respectively (Refs. 7, 8). West Market Street StorageNCD 982 083 826Preliminary Assessment Ms. Bramble August 11, 2022 Page 4 During Summer of 2015 PD contractors installed temporary portable carbon air filtration units inside the two TCE-contaminated apartments in Building 4250. In February 2016 contractors removed the air filters and installed a fan-driven sub-slab depressurization system in the building, with extraction points in each of the building’s four ground-level apartments. Post-installation indoor air sampling in March and May 2016 confirmed that PCE and TCE concentrations in the four apartment units had been reduced below laboratory detection limits (Ref. 9). In February 2016, state contractors for the NC DEQ Superfund Section Inactive Hazardous Sites Branch (IHSB) conducted follow-up outdoor soil vapor sampling at the apartment complex east of the site property. Using push-rod technology, contractors installed nine soil vapor sampling points (to 10-foot depth) adjacent to six of the eight complex buildings. TCE and/or PCE were detected in Summa Canister samples from two of the sampling locations, in relative proximity to the site property; the other seven samples, taken at greater downgradient distance from the property line, were all non-detect. The single TCE detection that occurred (27.7 µg/m3) was the only result to exceed its Target Sub-slab/Near Source Residential VISL of 6.95 µg/m3 (Refs. 7, 10). Groundwater Migration Pathway and Targets: Guilford County, NC lies within the Piedmont Physiographic Province, and the site location is within the northwestern portion of the Carolina Slate Geotectonic Belt. Bedrock geology in the site vicinity is mapped as consisting of a metamorphosed complex of felsic intrusive igneous rock to the southeast, bordered by a large area of intermediate intrusive igneous rock to the northwest (Refs. 11, 12). Soil beneath the site property is mapped as Urban Land, where the natural soil profile has been disturbed by cutting, filling, grading or paving. Historical subsurface explorations at the site have encountered approximately 15 to 25 feet of silty clayey soil overlying the saprolite (weathered bedrock) interface. Within the Piedmont, the unconfined groundwater aquifer comprises the saturated zone of fractured bedrock and the overlying weathered saprolite (Refs. 3, 11, 13, 14). Historical groundwater investigation at the site indicated depths to groundwater ranging from approximately 21 to 26 feet below ground surface. Based on surface topography alone, groundwater beneath the site would be anticipated to migrate to the east-southeast. However, groundwater elevation data indicate an initial northeasterly component (Refs. 3, 14). West Market Street Storage NCD 982 083 826Preliminary Assessment Ms. Bramble August 11, 2022 Page 5 The site is located within the Greensboro municipal boundary and local residences and businesses have access to municipal water and wastewater service. The municipal water source consists of surface water intakes on Lake Higgins, Lake Brandt and Lake Townsend in northern Guilford County. The nearest public/community groundwater source is located more than 4 miles from the site (Refs. 15, 16; Fig. 1). Based on the absence of proximal groundwater targets, the exposure hazard posed by the site’s groundwater migration pathway appears to be minimal. Surface Water Migration Pathway and Targets: The site property lies within the North Buffalo Creek drainage basin. The overland drainage pathway surface slope runs southeast from the site property line for approximately 1500 feet, crossing Rosebriar Court and continuing to West Wendover Avenue (Ref. 13). North Buffalo Creek flows east-northeast parallel to West Wendover Avenue, and the probable point of entry (PPE) for overland flow and groundwater discharge is located on the south side of West Wendover Avenue between United Street and Holden Avenue. North Buffalo Creek continues northeast, constituting the entire 15-mile surface water migration pathway target distance limit (TDL) (Refs. 4, 13; See Figures 1 and 2). No public surface-water intakes reportedly operate within the 15-mile TDL (Ref. 15; Fig. 1). The North Carolina Wildlife Resources Commission does not identify any recreational fishing sites along North Buffalo Creek (Ref. 18). In addition, due to the urban setting, the upper portions of North Buffalo Creek are unlikely to sustain fish populations suitable for human consumption. The nearest mapped wetland is located approximately 9.1 miles downstream from the PPE (Ref. 17). Based on the above information, the exposure hazard posed by the site’s surface water migration pathway appears to be minimal. Soil Exposure and Subsurface Intrusion and Air Migration Pathways: The site is located in a mixed commercial and residential urban setting. Most of the site property is paved or covered by structures, limiting the likelihood of direct exposure to any contaminated soils other than during subsurface construction/excavation. One day care facility is located approximately 150 feet northwest of the apparent on-site contaminant source area. Areas to the south and southeast contain residences and apartments, respectively (Refs. 4, 10, 13) (also see Figure. 2). The site has been re-developed into a self-storage facility with oversight by the NC DEQ Brownfields program. Investigations by the PD determined that groundwater contamination originated beneath an on-site maintenance garage and migrated eastward beneath the adjacent apartment complex, resulting in subsurface intrusion of chlorinated volatile organic compounds (cVOCs) into proximal ground floor apartment units (Refs 5, 6, 8, 9, 10, 14). West Market Street StorageNCD 982 083 826Preliminary Assessment Ms. Bramble August 11, 2022 Page 6 In February 2016, the PD installed sub-slab depressurization vapor intrusion mitigation systems (VIMS) at two affected units where TCE concentrations exceeded EPA benchmarks. Follow-up soil gas and indoor air investigations determined that the VIMS was functioning as designed, and that subsurface intrusion potential within the apartment property was limited to a far western portion of the apartment complex property in proximity to the source (Refs 5, 6, 8, 9, 10, 14). The purpose of the current PA was to determine whether additional subsurface intrusion potential existed topographically downgradient from the site vicinity, in areas where eastward migrating groundwater might be encountered closer to the ground surface than at the site and adjacent apartments. Investigation focused on residential and commercial propert ies within a drainage swale trending southeastward from the site vicinity toward the intersections of United Street, South Holden Road and Ashland Drive. The scope of the PA consisted of passive soil gas sampling along Rosebriar Court, a cul-de-sac crossing the drainage feature. Two additional PSG sampling locations were accessed along United Street, farther downgradient within the feature (Refs. 13, 19) (also see Figure 2). PSG sampling was conducted using a “Besure” passive soil-gas sampling kit, provided by Beacon Environmental Services, Inc. PSG samplers were emplaced at six locations within the drainage feature. PSG samplers MS01SG through MS04SG were emplaced directly downgradient from four residences on opposite sides of Rosebriar Court, straddling the axis of the drainage. Samplers MS05SG and MS06SG were emplaced farther southeast, at one residential and one commercial property located between United Street, South Holden Road and Ashland Drive (Ref. 19) (see also Figure 2 and Appendix A). PSG samplers were deployed on May 19, 2022 and retrieved on June 2, 2022, after 14 days of equilibration (Ref. 9). At each soil vapor sampling location, a 1.5 inch-diameter hole was power-drilled into the ground surface to a depth of 1.0 foot. From the bottom of the borehole, a 0.5 inch-diameter borehole was further advanced to a total depth of 3 feet. The PSG samplers were suspended by metal wire into the upper boreholes. Compacted aluminum foil was used to anchor the upper sampler wires and to seal the upper boreholes from the atmosphere. Following retrieval, samplers were secured and shipped to Beacon Environmental for VOC analysis (Appendix B). Beacon analyzed the PSG samples using EPA Method 8260C, for chlorinated and non- chlorinated volatile organic compounds. A duplicate analysis (MS06SGDup) was performed on downgradient PSG sampler MS06SG (Appendix B). PSG sampler MS02SG, located downgradient of one of the four residences on Rosebriar Court, contained toluene (calculated concentration: 4.05 µg/m3). Duplicate analyses of PSG sampler MS06SG, located on a commercial property farther downgradient from the site, detected benzene (calculated concentrations: 2.44 µg/m3 and 2.50 µg/m3). Neither the benzene nor the toluene concentrations exceeded their respective Target Sub-slab/Near Source Residential VISLs of 12 µg/m3 and 17,400 µg/m3. No other VOC detections occurred in any of the PSG samplers. PSG sampler MS05SG was found to have been removed from its borehole and therefore was not analyzed. Survey flagging marking the sample location was undisturbed; therefore, animal activity was suspected. (Refs. 7, 19; Appendix B). The NC Superfund Section evaluated the above PSG sample results using the EPA’s Vapor Intrusion Screening Level (VISL) Calculator. Neither the benzene nor the toluene concentrations exceeded their respective Target Sub-slab/Near Source Residential VISLs of 12 µg/m3 and 17,400 µg/m3, based on a Carcinogenic/Non-carcinogenic Risk of 1.0E-6 and Hazard Quotient of 0.1 (Ref. 7). Based on the above sampling results, the off-site exposure hazard posed via the subsurface intrusion component of the soil exposure and subsurface intrusion and air migration pathways appears to be minimal. Preliminary Assessment Conclusions: The primary purpose of the PA was to address the subsurface (vapor) intrusion exposure pathway, for which cVOCs were the contaminant of concern at this site. Results of historical investigations of the adjacent property and current PSG sampling results from downgradient properties indicate that a minimal off-site exposure hazard exists as a result of historic site activities. Based on current site conditions, the West Market Street Storage site is recommended for No Further Remedial Action Planned (NFRAP) designation under CERCLA. Laboratory QA/QC procedures included internal standards, surrogates, and blanks based on EPA Method 8260C. Analyses and reporting were under BEACON’s Quality Assurance Project Plan. Passive Soil-Gas Survey Notes If sample locations are covered with or near the edge of an impervious surface (e.g., asphalt or concrete), the concentrations of compounds in soil gas are higher than if the surfacing was not present. Therefore, the sample location conditions should be considered when comparing results between locations. Survey findings are exclusive to this project and when the spatial relationships are compared with results of other BEACON Surveys it is necessary to incorporate information from both investigations (e.g., depth to sources, soil types, porosity, soil moisture, presence of impervious surfacing, sample collection times). Reporting Limits The RLs represent a baseline above which results meet laboratory-determined limits of precision and accuracy. All reported results are within the calibration range. The project method quantitation limit (MQL) is the limit of quantitation (LOQ) as noted in the data tables. Beacon determined uptake rates for a suite of compounds with the Beacon sampler for sampling in air. Beacon calculated the uptake rates for the remaining compounds using Grahams Law of Diffusion. The reported data includes LOQ limits. Project Details Samples were received in proper condition and laboratory control parameters were met unless otherwise noted below. The work performed was in accordance with ISO/IEC 17025:2017, except compounds reported with are not included in Beacon’s scope of accreditation.
