The purpose of this investigation was to collect additional information concerning conditions at the site sufficient to determine the need for additional CERCLA/SARA or other appropriate evaluation. The scope of this investigation included reviews of environmental assessments of downgradient properties and a passive subsurface intrusion assessment conducted by the NC Superfund Section. Site Description, Ownership and Operational History, and Previous Investigations: Site Description The site is located at 827 West Morgan Street in Durham, Durham County, North Carolina 27701 (see Figures 1 and 2). The geographic coordinates for the site are 36.001033º north latitude and 78.909475o west longitude. The site property is a 0.291-acre lot that consists of a 6,600 square foot brick building. The remaining property is an asphalt-covered parking lot located on the northwest side of the building (Refs. 3; 4) (see Figures 1 and 2). The site is bordered to the northeast by West Morgan Street and to the northwest by Albermarle Street with parking lots beyond. Directly north of the site across the intersection of West Morgan Street and Albemarle Street is a residential property that serves as a corner to a larger neighborhood further Eakes Cleaners PA December 20, 2022 Page 2 north. Commercial properties are located adjacent to the southwest and southeast site boundaries. Most of the surrounding area is composed of commercial properties which are primarily restaurants, retail stores, and a day spa. An auto body shop and an apartment complex are located approximately 180 feet southeast and 300 feet southwest of the site, respectively (see Figures 1 and 2). The site property slopes to the east towards North Gregson Street and then north to the Durham School of Arts. Topographic relief across the site property is approximately 4 feet. No surface water features are located on the site property (see Figures. 1 and 2). Ownership and Operational History Based on historical aerials and property records, the site is believed to have been a residential property prior to William Madison Eakes, the owner of Eakes Cleaners, Inc., purchasing the site in 1964. Mr. Eakes later transferred ownership of the property to Eakes Cleaners, Inc. (Eakes Cleaners) and constructed the primary on-site structure in 1967. Eakes Cleaners continued to operate at the site until the company filed for bankruptcy in 1995. Following the bankruptcy, the site was sold to P.I.C. Enterprise, Inc. in 1997. The site was later sold again to The Galley, Inc. in 1998 and eventually to Robert & Cates Properties, LLC in 2016. Robert & Cates Properties, LLC is the current property owner, and the site is used as a bar/nightlclub named Shooters II (Refs. 5; 64). Eakes Cleaners operated as a dry cleaning and fur storage business. Prior to owning and developing the site in 1967, Durham County property records and phone directories show that Eakes Cleaners operated out of a building located at 229 North Gregson Street from as early as 1951 to at least 1963. Operations continued at the subject site until the company filed for bankruptcy in 1995 (Ref. 4; 6). Little information is available to the public about Eakes Cleaners’ practices, but chlorinated solvents, including tetrachloroethene (PCE) and to a lesser extent, trichloroethene (TCE), have been commonly used for dry cleaning since the 1950s. The site reportedly utilized a 550-gallon heating oil underground storage tank (UST) on the northwest side of the building. At the time of Eakes Cleaners operations, a drainage sump was located inside the building and the drain line ran parallel to the southwest wall of the building (Refs. 4; 8; 9). It is unclear if these items were removed when Eakes Cleaners ceased their operations or if they remain on site. Previous Investigations A chlorinated solvent release was first identified on site during an October 1996 soil and groundwater investigation. Petroleum impacted soil was identified in the area surrounding the 550-gallon UST. The PCE and its degradation products including TCE, trans-1,2-dichloroethene (DCE), 1,1-DCE, and vinyl chloride were detected in soil samples collected from areas adjacent to the drain line at the rear of the building, outside the buildings north wall adjacent to the drainage sump, and directly adjacent to the sump inside the building. Shallow groundwater samples, collected from three of six soil borings, exhibited elevated concentrations of chlorinated solvents as well as detections of BTEX (benzene, toluene, ethylbenzene, and xylenes), Eakes Cleaners PA December 20, 2022 Page 3 naphthalene, and carbon disulfide. The October 1996 report recommended the removal of the UST and petroleum impacted soil as well as additional assessment of groundwater impacted by chlorinated solvents (Ref. 8). In 1997, P.I.C. Enterprises, Inc. purchased the site and submitted a Letter of Intent to seek a brownfields agreement to the NC Department of Environment and Natural Resources (NCDENR, later named NCDEQ). In December 1997, the North Carolina Superfund Section submitted a Brownfield Site Assessment Report evaluating the site for action under CERCLA/SARA. Based on the high concentrations of chlorinated solvents found during the October 1996 investigation, the Superfund Section conducted a survey of properties with structural basements near the site. The Superfund Section subsequently collected indoor air samples at seven locations, including the nearby Durham Magnet Center (School) at West Morgan and North Gregson Streets, east of the site. None of the indoor air samples reportedly exhibited detectable contaminant concentrations. However, due to sampling methodology and analytical methods at the time, the 1997 sample quantitation limits were likely much higher than current action levels for remediation. The Brownfield Site Assessment Report recommended the site for No Further Remedial Action Planned under CERCLA/SARA (Ref. 4; 10; 11). In March 1998, the NC Superfund Section submitted a letter to P.I.C. Enterprises, Inc. requesting additional work to be performed including additional soil borings samples from the area of highest groundwater concentrations, resample existing monitoring wells, a liquid sample from the sewer line downstream from the tie-ins from the site, and an air sample from inside the building. This information is not available on file but in a December 1998 letter to the Durham City/County Inspection Program, the NC Superfund Section states that a Mr. Danny Roberts provided this information, which suggested the on-site building did not pose a health risk to occupants on a commercial basis (Refs. 12; 13). No further correspondence is available on file regarding the attempt to redevelop the site by P.I.C. Enterprises, Inc. and a brownfields agreement was never completed. Between 2007 and 2017, multiple attempts were made by both the Inactive Hazardous Sites Branch (IHSB) and the Dry-Cleaning Solvent Cleanup Act (DSCA) Program to reach out to the site owner regarding the release on site and potential clean up options. The IHSB and DSCA Program both received little to no responses over this time (Refs. 11; 14 to 17). In April 2017, as part of an investigation of the former Durham Dry Cleaners site on southern Gregson Street, consultants collected six soil gas samples at locations surrounding the Durham Magnet Center (School) east of the Eakes Cleaners property. Two of the samples exhibited PCE at 11 µg/m3 and one sample exhibited PCE at 500 µg/m3 and TCE at 6 µg/m3, the latter sample results exceeding Target Sub-slab/Near-source Residential Vapor Intrusion Screening Levels (VISLs). The remaining three samples were non-detect for VOCs (Refs. 29, 41). In June 2019, a consultant working on behalf of the site owner collected two 8-hour indoor air samples inside the site building at 827 West Morgan Street and detailed the results in a July 2019 Indoor Air Sampling Report. The indoor air samples exhibited several volatile organic Eakes Cleaners PA December 20, 2022 Page 4 compounds (VOCs) including PCE (up to 19 micrograms per cubic meters [µg/m3]); cis-1,2- DCE (2.6 µg/m3); 1,2,4-trimethylbenzene (39 µg/m3); and isopropanol (69 µg/m3). PCE concentrations in the indoor air samples were detected at and above the EPA Regional Screening Level (RSL) of 18 µg/m3 for commercial air (Refs. 18; 19). In June 2019, DSCA obtained and executed an administrative search warrant to conduct a soil, groundwater, and sub-slab soil vapor investigation at the site. DSCA’s contractors collected two sub-slab soil vapor samples and collected samples from two soil borings/temporary monitoring wells in the area near the drain line along the south side of the building. A third soil boring and temporary monitoring well were constructed and sampled near the former 550-gallon heating oil UST. Groundwater samples collected near the drain line exhibited petroleum and chlorinated VOCs including PCE (up to 4,870 µg/L); TCE (8,750 µg/L) vinyl chloride (4,680 µg/L); cis-1,2-DCE (87,700 µg/L); trans-1,2-DCE (684 µg/L); 1,1-DCE (61 µg/L); and 1,2,4-trimethylbenzene (338 µg/L). PCE, TCE, vinyl chloride, cis-1,2-DCE, trans-1,2-DCE, and 1,1-DCE were detected above their respective EPA Maximum Contaminant Levels (MCL) of 5 µg/L, 5 µg/L, 2 µg/L, 70 µg/L, 100 µg/L, and 7 µg/L. Sub-slab soil gas samples collected near the drain line exhibited multiple VOCs including PCE (8,600 µg/m3); TCE (2,600 µg/m3); cis-1,2-DCE (5,800 µg/m3); trans-1,2-DCE (160 µg/m3); vinyl chloride (440 µg/m3); 1,1-DCA (85 µg/m3); and 1,2,3-trimethylbenzene (29 µg/m3). PCE and TCE were detected above their respective EPA Vapor Intrusion Screening Levels (VISL) for Targeted Sub-Slab Near-source Soil Gas of 584 µg/m3 and 29.2µg/m3, respectively. The 2019 DSCA investigation concluded that a release had occurred on site and that the chlorinated solvent concentrations in sub-slab soil vapor indicated that subsurface intrusion was a potential exposure risk to the building’s occupants. DSCA referred the site back to IHSB with the results of the June 2019 investigation stating that an indoor air sample could not be collected during the investigation. IHSB attempted to contact the site owner again in October 2019 to reiterate the risk of subsurface intrusion and to request indoor air sampling but did not receive a response (Refs. 9; 19; 20; 41). A consultant performing a Limited Phase II Investigation submitted a letter to IHSB in May 2020 notifying of contaminants migrating onto the property located adjacent to and east of the site at 823 West Morgan Street. The Phase II Investigation, conducted in March 2020, consisted of three soil borings that were converted into temporary monitoring wells, 2 sub-slab soil vapor samples, one exterior soil gas sample, one indoor air sample, and one ambient air sample. Soil samples exhibited minimal concentrations of chlorinated solvents including PCE (1.0 micrograms per kilogram [µg/kg]); cis-1,2-DCE (39 µg/kg); and trans-1,2-DCE (2.4 µg/kg). Low concentrations of petroleum VOCs also were detected in the soil samples. Groundwater samples contained chlorinated solvents including PCE (6,800 µg/L); TCE (8,800 µg/L); vinyl chloride (780 µg/L); cis-1,2-DCE (140,000 µg/L); trans-1,2-DCE (120 µg/L); and 1,1-DCE (21 µg/L). All of which are above their respective EPA MCLs. The sub-slab soil gas samples exhibited up to PCE (200,000 µg/m3); TCE (110,000 µg/m3); vinyl chloride (14,000 µg/m3); cis- 1,2-DCE (230,000 µg/m3); and trans-1,2-DCE (2,900 µg/m3). In addition to PCE and TCE, trans-1,2-DCE and vinyl chloride were detected above their EPA VISL for Targeted Sub-Slab Near-source Soil Gas Concentrations of 584 µg/m3 and 1,170 µg/m3, respectively. Despite the elevated concentrations of chlorinated solvents present in groundwater and sub-slab soil gas samples, the indoor air sample collected from 823 West Morgan Street exhibited low Eakes Cleaners PA December 20, 2022 Page 5 concentrations of chlorinated VOCs including PCE (1.5 µg/m3) and cis-1,2-DCE (1 µg/m3), among others. The Phase II Investigation concluded that based on the history of the property at 823 West Morgan Street, the source of the chlorinated solvent impacts to both groundwater and soil vapor were likely the Eakes Cleaners site (Refs. 19; 22; 41). In coordination with the NC Superfund Section, the EPA Region 4 ERRB conducted a RSE in August 2021, which included re-sampling existing monitoring wells near the site, installing and sampling two temporary monitoring wells at 823 West Morgan Street, collecting four indoor air samples at off-site properties, and collecting an ambient air sample. Access to the Shooters II (former Eakes Cleaners) property located at 827 West Morgan Street was not obtained for the RSE. The existing monitoring wells are associated with nearby dry cleaner sites One Hour Koretizing (located about 200 feet west-southwest) and Durham Dry Cleaners (located about 550 feet southeast) of Eakes Cleaners. The RSE groundwater samples collected from temporary monitoring wells at 823 West Morgan Street exhibited chlorinated solvents including PCE (103 µg/L); TCE (333 µg/L); vinyl chloride (up to 180 µg/L); cis-1,2-DCE (up to 8,080 µg/L); and trans-1,2-DCE (up to 57.6 µg/L). Groundwater samples collected from the off-site existing monitoring wells exhibited chlorinated solvents including PCE (up to 228 µg/L); TCE (up to 51.4 µg/L); cis-1,2-DCE (up to 200 µg/L); trans-1,2-DCE (2.0 µg/L); and vinyl chloride (1.1J µg/L). PCE, TCE, cis-1,2-DCE, and vinyl chloride were detected above their respective MCLs in both the temporary and existing monitoring well groundwater samples. Indoor air samples were collected from four properties including the Shell Gas Station at 1016 West Main Street (EC-IA-1016), the Not Just Paper store at 1010 West Main Street (EC-IA-1010WH and EC-IA-1010RS), the GOJO coffee shop at 823 West Morgan Street (EC-IA-GOJO), and an office space at 213 North Gregson Street (EC-IA-213GREG). Two of the four indoor air samples exhibited detectable concentrations of chlorinated solvents. Gas station indoor air sample EC- IA-1016 exhibited PCE (9.44 µg/m3); TCE (4.51 µg/m3); cis-1,2-DCE (12.5 µg/m3); and cis-1,2- DCA (1.55 µg/m3). Due to the location of the Shell Gas Station being upgradient of the site, the source of these indoor air contaminants is likely not attributable to Eakes Cleaners. Indoor air sample EC-IA-213GREG exhibited PCE (2.93 µg/m3) and trans-1,2-DCE (36.7 µg/m3). This location is downgradient of the site and near the 229 North Gregson Street property that Eakes Cleaners reportedly operated at from 1951 to 1963. The ambient air sample, collected west of Eakes Cleaners exhibited TCE at 3.49 µg/m3. The trans-1,2-DCE concentration in sample EC-IA-213GREG exceeded its EPA RSL of 18 µg/m3 for industrial air. TCE concentrations in samples EC-IA-1016 and EC-IA-Ambient exceeded its EPA RSL of 0.88 µg/m3 for industrial air (Refs. 2; 19; 23; 24; 41) (see Figure 2). In late August 2021, a consultant conducted a limited subsurface intrusion assessment for the property located at 815 West Morgan Street, approximately 90 feet east to southeast of the site. The assessment consisted of three sub-slab soil gas samples paired with indoor air samples in each separate building unit, one indoor air sample in the one basement on the property, and one ambient air sample. The three sub-slab soil gas samples exhibited various VOCs including PCE (480 µg/m3); TCE (1,500 µg/m3); 1,1-DCE (33 µg/m3); cis-1,2-DCE (2,500 µg/m3). Because only one of the three sub-slab soil gas samples exhibited VOC concentrations above the NCDEQ Non-residential Soil Gas Screening Level (SGSL), only one of the three collocated indoor air samples was submitted to a laboratory for analysis. TCE in the sub-slab sample also Eakes Cleaners PA December 20, 2022 Page 6 exceeded the EPA VISL Targeted Sub-Slab and Near-source Soil Gas Concentration of 584 µg/m3. The indoor air sample exhibited multiple VOCs including cis-1,2-DCE (1.3 µg/m3); 1-2, DCA (8.3 µg/m3); and chloroform (7.7 µg/m3). The basement indoor air sample exhibited higher concentrations of chlorinated solvents including PCE (170 µg/m3); TCE (130 µg/m3); vinyl chloride (5.5 µg/m3); cis-1,2-DCE (520 µg/m3); and 1,1-DCE (5.9 µg/m3) (Refs. 19; 42). PCE, TCE, and vinyl chloride concentrations in the basement indoor air sample exceeded their respective EPA RSLs of 18 µg/m3, 0.88 µg/m3, and 2.8 µg/m3 for industrial air. The ground floor and basement level indoor air samples that exhibited elevated VOC concentrations were re-sampled in April 2022 as part of routine monitoring for subsurface intrusion at the property. The April 2022 ground floor indoor air sample exhibited 1,2-DCA (1.8 J µg/m3); chloroform (0.73 J µg/m3); and isopropanol (1,200 µg/m3), which is believed to have originated from indoor sources and also were detected in the ambient air sample. The April 2022 basement level indoor air sample exhibited PCE (38 µg/m3), TCE (27 µg/m3), and vinyl chloride (3.5 µg/m3). These concentrations are above their respective EPA RSLs for industrial air. The recent subsurface intrusion assessment report concluded that the indoor air concentrations presented an exposure risk and that routine monitoring is planned to continue as the property owner coordinates with the NCDEQ IHSB on how to mitigate subsurface intrusion concerns (Refs. 19; 43). As part of this PA, the NC Superfund Section Federal Remediation Branch (FRB) proposed collecting passive soil gas and indoor air samples at targeted properties near the site and the 229 North Gregson Street property. Due to limited responses from property owners and tenants, access was limited and only six passive soil gas samples were deployed on August 31, 2022 and retrieved on September 12, 2022. A passive indoor air and an ambient air sample also were deployed at 908 West Main Street directly south and adjacent to the on-site (Eakes Cleaners) source area but were removed and disposed of by a member of the public prior to sample retrieval. The NC Superfund Section re-deployed indoor and ambient air samplers at 908 West Main Street. The passive soil gas samples collected from the 229 North Gregson Street area exhibited chlorinated solvents consistent with drycleaner operations including PCE (up to 14,100 µg/m3); TCE (up to 252 µg/m3); cis-1,2-DCE (up to 11.1 µg/m3); trans-1,2-DCE (up to 6.38 µg/m3); and 1,1-DCE (up to 2.06 µg/m3). PCE and TCE exceeded their respective EPA VISLs for Targeted Sub-Slab and Near-source Soil Gas (Ref. 41). PCE (0.772 to 0.951 µg/m3) was the only contaminant detected in the indoor air samples at 908 West Main Street, and the ambient air sample was non-detect for cVOCs (see Appendices 1 and 2). Groundwater Migration Pathway and Targets: Durham County, NC lies within the Piedmont Physiographic Province. The Piedmont Physiographic Province is characterized at the surface by low, well-rounded hills and long, rolling northeast-trending ridges while the subsurface is characterized by northeast trending zones of folded and fractured bedrock divided into several geologic belts. The site is located within the Triassic Basin which is characterized by mostly half grabens or tilted grabens containing continental fluvial sedimentary fill. The Triassic Basin consists of multiple sub-basins, but the site is located within the Durham-Sanford sub-basins which are composed of conglomerate, fanglomerate, sandstone, and mudstone (Refs. 25; 26). Eakes Cleaners PA December 20, 2022 Page 7 Soil beneath the site is mapped as Urban Land, which consists of areas where the soil has been cut, filled, graded, or otherwise changed to the extent that the original soil characteristics have been altered or destroyed (Refs. 27; 28). Soil encountered beneath the site during the 2019 DSCA investigation was described as gray variations of clay, silt, and sand from 0 to 6 feet below ground surface (bgs) and a clayey to sandy silt from 6 to 9 feet bgs (Ref. 9). Previous investigations have measured groundwater depths at the site to range from 4 to 6 feet bgs and groundwater data collected from nearby properties show an east-northeast groundwater flow direction beneath the site towards North Gregson Street (Refs. 8; 9; 29). The site is located within the Durham city limits (see Figures 1 and 2). The site and most of the surrounding area are supplied municipal drinking water from the city of Durham which obtains water from Lake Michie and Little River Reservoir (Ref. 30). No community drinking water supply wells are located within 4 miles of the site. The nearest community drinking water supply well is located approximately 4.13 miles west of the site and is identified as Well #2 of the Tyndrum S/D community well system (see Figure 3). Private drinking water supply wells have not been observed in the area and are not suspected to be present within Durham city limits. Receptor surveys conducted for nearby dry cleaners have not documented or identified private drinking water supply wells in the site vicinity (Refs. 4; 31 to 33). Groundwater samples collected from temporary and existing permanent monitoring wells at and in the vicinity of the site contain chlorinated solvents above their respective EPA MCLs. Also, detectable concentrations of organic compounds including acetone, benzoic acid, benzo(b)fluoranthene, ethylbenzene, MBK, naphthalene, phenanthrene, n-propylbenzene, and pyrene have been detected in groundwater samples. Based on the September 2022 passive soil gas results collected around the 229 North Gregson Street property, a separate chlorinated solvent groundwater plume is likely to be at this location where Eakes Cleaners is believed to have operated prior to the current site. A co-mingled groundwater plume consisting of the known source area, the 229 North Gregson Street property, and other nearby sites is likely located in the site vicinity (Refs. 2; 9; 19; 22; 23; 31; 32). Due to the lack of community and private drinking water supply wells and the availability of municipal drinking water at and within the 4-mile radius of the site, the exposure hazard posed via the groundwater migration pathway appears to be minimal. Surface Water Migration Pathway and Targets: Surface runoff from the site flows east and is collected by storm sewers and conveyed north for approximately 0.5 mile where it discharges to an intermittent stream. The stream flows north for approximately 0.2 mile and continues north as the South Ellerbe Creek Tributary for 1.0 mile before discharging to the South Ellerbe Creek. South Ellerbe Creek flows approximately 0.30 mile southeast, discharging to Ellerbe Creek, which continues northeast for 7.15 miles to discharge to Falls Lake. Falls Lake constitutes the remainder of the 15-mile surface water migration pathway target distance limit (TDL) (Refs. 4; 34; 35) (see Figure 3). Eakes Cleaners PA December 20, 2022 Page 8 The City of Durham is supplied drinking water from surface-water intakes at the Little River Reservoir and Lake Michie located approximately 8 miles and 11 miles north of the site, respectively. No public drinking water intakes are located within 15 miles downstream from the site (Ref. 35) (see Figure 3). Multiple locations along Falls Lake are identified as public access and recreational fishing areas (Refs. 36; 37). The nearest mapped wetland is a freshwater forested/shrub wetland located approximately 0.4 mile downstream from where surface runoff is discharged to the intermittent stream along South Ellerbe Creek Tributary discharges to the unnamed tributary (Ref. 38) (see Figure 3). State and local government as well as privately protected areas are located along the 15-mile surface water migration pathway TDL with the nearest protected area being the Pearl Mill Preserve located at the same location as the above- mentioned wetland (Ref. 39). Several federally endangered and threatened species occur in Durham County. The Carolina madtom (Noturus furiosus), Dwarf wedgemussel (Alasmidonta heterodon), Smooth coneflower (Echinacea laevigata), Michaux’s sumac (Rhus michauxii) are all endangered species in Durham County. The Neuse River waterdog (Necturus lewisi) is the only threatened species in Durham County (Ref. 40). Soil Exposure and Subsurface Intrusion, and Air Migration Pathways: The former Eakes Cleaners site consists of a brick building and an asphalt covered parking lot. The former heating oil UST was located near the northwestern side of the building and a drain line ran parallel to the southwestern wall of the building. The site is located in a mixed commercial and residential area. The brick building is currently occupied by a bar/nightclub named Shooters II. The nearest residence is located within 200 feet northwest of the site. The nearest school is the Durham School of Arts located approximately 300 feet northeast of the site. The nearest day care is the Wonderland Enrichment School located approximately 620 feet west of the site (see Figures 1 and 2). About 17 businesses that employ about 97 workers are in the study area (see Figure 2). Previous investigations conducted at the site have documented chlorinated solvents in soil gas, sub-slab soil vapor, and indoor air samples at and/or in the vicinity of the site. In 2019, indoor air samples collected from the former Eakes structure at 827 West Morgan Street contained PCE at up to 19 µg/m3, slightly exceeding the EPA RSL of 18 µg/m3 for commercial worker indoor air (Refs. 19; 41). Inputting this result to the EPA’s VISL Calculator generated a Carcinogenic Risk Factor of 4.03E-7 and a non-carcinogenic Hazard Quotient of 1.08E-1 (Ref. 41). Sub-slab soil vapor samples collected from the adjacent property at 823 West Morgan Street contained PCE (200,000 µg/m3), TCE (110,000 µg/m3), trans-1,2-DCE (2,900 µg/m3), and vinyl chloride (14,000 µg/m3) above their respective EPA VISLs of 584 µg/m3, 29.2 µg/m3, 584 µg/m3, and 1,170 µg/m3, for Targeted Sub-Slab Near-source Soil Gas. However, concentrations of PCE and TCE in indoor air samples collected from that property did not exceed their respective EPA RSLs for indoor air (Refs. 22; 41). Passive indoor air PA samples collected at adjacent 908 West Main Street also contained minimal cVOC concentrations (PCE at 0.772 and 0.951 µg/m3) (see Appendices 1 and 2). Sub-slab soil vapor samples collected from 815 West Morgan Street contained TCE (1,500 µg/m3) exceeding the EPA VISL of 29.2 µg/m3 for Targeted Sub-Slab Near-source Soil Eakes Cleaners PA December 20, 2022 Page 9 Gas. The basement indoor air sample collected in April 2022 contained PCE (38 µg/m3); TCE (27 µg/m3), and vinyl chloride (3.5 µg/m3). These concentrations exceeded their respective EPA RSLs of 18 µg/m3, 0.88 µg/m3, and 2.8 µg/m3 for indoor worker air. However, indoor air samples collected within the overlying ground floor level of the structure in August 2021 and April 2022 were non-detect for the same cVOCs (Refs. 19; 42; 43). During the 2021 EPA RSE, the indoor air sample collected at 213 North Gregson Street contained trans-1,2-DCE (36.7 µg/m3) and the ambient air sample collected west of Eakes Cleaners contained TCE (3.49 µg/m3) above their respective EPA RSL of 18 µg/m3 and 0.88 µg/m3 for commercial worker air. The indoor air results for 213 North Gregson Street generated a Carcinogenic Risk Factor of 4.52E-8 and a non-carcinogenic Hazard Quotient of 0.108 (Ref. 19; 23; 41). During the September 2022 PA, passive soil gas samples collected from properties near the 229 North Gregson Street property contained PCE (14,100 µg/m3) and TCE (252 µg/m3) exceeding their respective EPA VISLs of 548 µg/m3 and 29.2 µg/m3 for Targeted Sub-Slab Near- source Soil Gas (Ref. 41; See Appendices 1 and 2). Research conducted during the current PA revealed that extensive subsurface cVOC contamination exists in the site vicinity. At least four separate former drycleaner locations may have contributed to what is likely a co-mingled urban cVOC groundwater plume. Two of the former dry cleaner sites, located at 1008 West Main Street and at (former) 200 Gregson Street, are overseen by the NC DEQ’s DSCA program. The former Eakes location at 229 North Gregson Street, along with neighboring parcels, was determined during the PA to have high cVOC soil gas concentrations, indicating the likelihood of groundwater contamination. This location is slated for demolition and redevelopment, and the site owner petitioned to enter the DSCA program in early December 2022 (Ref. 44). DSCA contractors will further evaluate the property to determine what on-site and off-site remedies are indicated. The Eakes property at 827 West Morgan Street will remain under the NC Superfund IHSB, which will conduct monitoring and remedial work based on their priority ranking and availability of their “orphan site” funding Preliminary Assessment Conclusions: Based on the PA findings and ongoing negotiations and anticipated remediation efforts, future activities in and around the Eakes Cleaners site will be conducted under the purview of the IHSB. As stated above, further activities at the northern Eakes Cleaners site on North Gregson Street will be overseen by the NCDEQ DSCA program, including evaluation of impact on adjacent properties. The DSCA program continues to address cVOC contamination from other, off-site sources. The NC Superfund FRB will maintain communication with the IHSB and DSCA program regarding the progress of site remediation to ensure that no further remedial activities under CERCLA are warranted. Passive Soil-Gas Survey Notes If sample locations are covered with or near the edge of an impervious surface (e.g., asphalt or concrete), the concentrations of compounds in soil gas are higher than if the surfacing was not present. Therefore, the sample location conditions should be considered when comparing results between locations. Survey findings are exclusive to this project and when the spatial relationships are compared with results of other BEACON Surveys it is necessary to incorporate information from both investigations (e.g., depth to sources, soil types, porosity, soil moisture, presence of impervious surfacing, sample collection times). Reporting Limits The RLs represent a baseline above which results meet laboratory-determined limits of precision and accuracy. Beacon performed dilution analysis when results exceeded the upper calibration limit, bringing all reported results within the calibration range. The project method quantitation limit (MQL) is the limit of quantitation (LOQ) as noted in the data tables. Beacon determined uptake rates for a suite of compounds with the Beacon sampler for sampling in air. Beacon calculated the uptake rates for the remaining compounds using Graham s Law of Diffusion. Reporting Limits (RLs) for EPA Method TO-17 The RLs represent a baseline above which results meet laboratory-determined limits of precision and accuracy. Beacon performed dilution analysis when results exceeded the upper calibration limit, bringing all reported results within the calibration range. The project method quantitation limit (MQL) is the limit of detection (LOD) as noted in the data tables. Calibration Verification All continuing calibration verification (CCV) values are within –30% of the true values as defined by the initial calibration and met the requirements specified in BEACONs Quality Manual. Internal Standards and Surrogates Internal standards and surrogates are spiked on all blanks (ICB, BLK), field samples and laboratory control samples (ICV/CALV, BS, ICV and CCV). Acceptance criteria for internal standards are 60 to 140 percent and surrogate recoveries are 70 to 130 percent; all internal standards and surrogates are within the acceptance criteria unless noted in the Case Narrative. Blank Contamination No targeted compounds above the limit of detection (LOD) for each compound were observed in the Laboratory Method Blanks unless noted in the Case Narrative. Laboratory Control Samples Acceptance criteria for surrogate and analytes recoveries are 70 to 130 percent; all recoveries are within the acceptance criteria unless noted in the Case Narrative.
