Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. All photos were taken by Lee Hill on January 11, 2023, unless otherwise noted. 2. Closure certifications were submitted on August 24, 1999 and the permit for closure was issued December 11, 2014. 3. The area had over nine inches of rainfall in the two weeks prior to the inspection; however no ponding on the landfill cap was observed. 4. The facility collects and flares landfill gas two times per month to the west of the closed landfill. The county contracts with Barnet Construction for landfill gas management. 5. Landfill gas records were available for review and no exceedances were recorded. 6. Groundwater testing is conducted semi-annually, and the results are sent to the section for review. 7. The landfill is secured by a gate, which was locked upon arrival to the site. 8. Edge of waste markers are installed around the perimeter of the landfill. 9. The landfill had good vegetative cover and is mowed by county staff two times per year. 10. A channel or was starting to form on the north side of the landfill cap; however no exposed waste was observed. Repair the channel erosion to prevent waste from becoming exposed. 11. A leachate seep was observed on the north side of the landfill cap and the leachate was contained within the footprint of the landfill. Photos were sent by Mr. Ward on Thursday, January 12, 2023, showing that repairs to the seep area were being made. Mr. Ward stated by email that they would continue to make additional repairs to the area once the area dries out. 12. Woody vegetation was observed growing on top of some large gravel check dams that are installed on the northwest side of the landfill. Remove the woody vegetation from the top of the landfill cap. 13. Some tree branches have fallen onto the cap of the landfill and should be removed to ensure the entire cap can be mowed.
