FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6703_INSP_20230111 Page 2 of 4 ADDITIONAL COMMENTS: 1) This Facility is a closed Municipal Solid Waste Landfill. 2) The site is secured by a locked gate at the Facility entrance and has controlled access for safety. 3) Signage is posted at the Facility entrance stating the permit number and emergency contact information. 4) The Facility access road is of all-weather construction and is being well-maintained at this time. 5) Highly visible edge-of-waste and edge-of-liner markers have been installed and are being maintained throughout the Facility. 6) This Facility manages landfill gas through a passive venting system. The gas vents appeared well- maintained and functioning properly during this Facility Compliance Inspection. 7) Facility monitoring wells were reviewed. All reviewed wells were readily accessible, clear of brush, properly labeled, and secured from unauthorized access with functioning locks. 8) The closed asbestos disposal area was reviewed. This area has a healthy cover crop of native warm season type grasses suitable to prevent erosion of the landfill cap system and appears well- maintained at this time. 9) Overall, this Facility has a healthy cover crop of native warm season type grasses. However, areas of sparse vegetation were observed in certain locations around the landfill. *Please ensure all areas of sparse cover are seeded and mulched to establish a groundcover suitable to prevent erosion of your landfill cap system. 10) Visible signs of distress were noted in the cover crop on the northeastern facing outside slope along the uppermost lift of the landfill. Historically, the establishment and long-term maintenance of a cover crop has been problematic in this area of the landfill. *Special care should be taken to ensure that the cover crop is monitored and properly maintained in this area. If this distressed condition FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6703_INSP_20230111 Page 3 of 4 persists, further investigation may be needed to determine what corrective measures should be taken to ensure proper germination and long-term establishment and maintenance of a cover crop suitable to prevent erosion of the landfill cap system. 11) The landfill cover crop is mowed throughout the year as needed. 12) Surface erosion of the landfill cap system was observed in some of the areas of sparse cover and rill erosion was observed in areas associated with the surface water berms and conveyance devices on the southeastern facing outside slope. *Plans need to be underway for the repair of all areas the landfill where erosion of the landfill cap system has occurred. All eroded areas should be filled and graded at a slope not greater than 3:1, then seeded and mulched to establish a groundcover suitable to prevent erosion. 13) The Facility surface water diversion/control features and ditches were reviewed. Overall, the water FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6703_INSP_20230111 Page 4 of 4 control features were clear of brush and other woody vegetation and appear well maintained at this time. 14) No off-site erosion was observed during this Facility Compliance Inspection. 15) An exceedance of Methane was noted in Landfill Gas (LFG) Monitoring Wells #10 and #10A in the two most recent LFG monitoring events. A plan of action was discussed with MCB Camp Lejeune Solid Waste and Environmental Quality personnel while on site. Proposed corrective measures are pending upon completetion of the next scheduled monitoring event. 16) *Corrective measures are required as a result of this Facility Compliance Inspection.
