The facility is a closed municipal solid waste (MSW) landfill. 2. The facility ceased operation on October 4, 1993. 3. Landfill closure encompasses a 29 acre post-1991 MSW disposal area, a 3-acre construction and demolition debris (C&D) disposal area, a 1-acre tire monofill, two asbestos disposal areas, and a 50-acre pre-1991 disposal area. 4. Facility post closure conditions were issued by the SWS, letter date July 5, 1995. The facility was issued two previous closure letters dated January 12, 1994 and March 30, 1994. 5. Edge of waste is marked by white PVC piping. 6. The facility maintains semiannual groundwater and surface water test records which was previously submitted by Buxton Environmental, Inc. and analyzed by Shealy Environmental Services, Inc. in West Columbia, SC. Records for groundwater and surface water were verified for April 27, 2020, November 30, 2020, April 27, 2021, December 17,2021 and June 14, 2022. Each test record indicates an exceedance. 7. Starting in the second half of 2022, MESCO engineering, which changed its name to MEI (Municipal Engineering, Inc.) in Garner, NC will conduct the GW monitoring according to Mr. Hill. 8. The facility maintains quarterly methane monitoring records conducted by Municipal Engineering Services Company (MESCO). Records for methane monitoring were verified for March 15, 2019 (1st quarter), June 8, 2019 (2nd quarter), August 22, 2019 (3rd quarter), December 23, 2019 (4th quarter), February 27, 2020 (1st quarter), June 11, 2020 (2nd quarter), September 26, 2020 (3rd quarter), December 12, 2020 (4th quarter), March 25, 2021 (1st quarter), June 28, 2021 (2nd quarter), September 29, 2021 (3rd quarter), December 22, 2021 (4th quarter), March 25, 2022 (1st quarter), May 24, 2022 (2nd quarter), September 13, 2022 (3rd quarter) and November 8, 2022 (4th quarter). Monitoring results indicated detection of methane above the LEL in MP-17 and MP-10 on separate occasions during 2021. The landfill has discussed the results with the Solid Waste Section. Additional monitoring may be required per the Division Hydrologist. No LFG exceedances were observed in 2022. 9. Wells observed this inspection appear to be in good condition with steel casing intact, locked and easily accessible. 10. Facility has new locks on all well casings observed. 11. The landfill gas probes observed were locked and had well tags affixed. The facility has stated that all landfill gas probes contain well tags. 12. Mr. Foust stated that the landfill cap is mowed twice a year, in the spring and fall. 13. The landfill cap appeared maintained. 14. Triangle Grading is adding soil atop a low area of the landfill cap per an agreement with the landfill. The area appeared adequately graded. Stabilize this area as soon as possible as discussed in the field. 15. Ensure any areas graded over one acre have an approved Sediment and Erosion Control Plan in place prior to the start of the project. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The post-1991 disposal area, the C&D disposal area, the tire monofill, and the asbestos disposal areas generally only contain trees around the edge of the cap/disposal area. The pre-1991 disposal area (approximately 32 acres) contains trees. Trees may have been planted as part of the pre-1991 disposal area closure process. 18. Trees atop the landfill cap are maintained and that facility staff walk the site twice a year. 19. The landfill purchased additional property on the southwest corner of the landfill. A house on this property is in the process of being demolished. 20. Alamance County has a temporary debris storage and reduction site (TDSR, DS01-006) located on the property, prior to the landfill/disposal areas, on the left. 21. The TDSR is estimated to be ~ 4 acres. The area did not contain stored material. 22. There is a radio tower on site, prior to the disposal areas, with a small storage building/structure. 23. Alamance County has approved the use of the landfill property for beagle rabbit dog training. 24. The facility is secured by a locked gate. 25. Access roads are of all-weather construction. 26. The facility has proper signage.
