PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. David Powell met with Moore County staff to conduct a comprehensive inspection. Inspection was also for Section Staff to meet new faces that are involved with landfill at Moore County, now that Mr. David Lambert is no longer Solid Waste Director. In addition, Interim Director Philip Boles is soon leaving for retirement again and Mr. Jimmy Brown about to retire, with potential of returning part time. Site was clean, orderly and had proper signage. Roads were of all-weather construction and site was fenced and gated. Site also has a Convienece site in conjunction with HHW. Currently, there are five trained staff working at the site on different days. Eco Flo provides staff training. Mr. Boles stated they would be contacted for a training class for new employees and a refresher for current operators. Please be sure training meets rule and approved operations plan. Document this training and kept a copy in records for future inspections. 3. Electronics are accepted into roll off container at this site, it is also a Convienece site for some waste items. Southern Environmental takes electronics. 4. Below is a covered storage area and some self-contained storage lockers. Inside the storage units were containers for collecting and separating. The unit also stores spill kits, 55 gallon drums and Gaylord boxes/covers, full containers of waste stored and waiting for removal, packaging, cleaning materials, and spill absorber. REMINDER: Accumulation start date is needed on ALL containers. Waste cannot be kept onsite over one year from date accepted. If each container bought into facility is not put into a secondary storage container (i.e. 55 gal drum or Gaylord box etc.), then a date will be needed to be on each. If they are in a secondary container, it will need a start date label reflecting the oldest waste, it contains. All containers were closed and stored properly during inspection with labels and dated. EcoFlow comes about once a month, based on discussions with onsite staff. Good job. Records reviewed included the onsite health and safety plan, permit, daily logs, operations plan, removal receipts, emergency action plan and contingency plan, vendor contracts, Eco flow removal invoices, fire inspections and storage unit inspections. Previous Solid Waste Director, Mr. Lambert, implemented daily checklists/logs and field sheets to document waste that is received. Last date of removal on invoice was for 12/2/2022 from Ecoflow. No fires or theft, issues in past year. Good job. 8. An HHW event was completed in November 2022.
